RESOLUTION NO.
WHEREAS, on March 3 and April 7, 2008, Public Works staff presented the
findings and recommendations from the 2007 — 2008 Storm Water Utility Rate Study to
the Common Council; and,
WHEREAS, the Council endorsed a Utility Rate Plan for 2008 — 2011 that
incorporates the following elements:
1. Reduces the 2008 — 2013 Capital Improvement Project budget (presented
in December 2007) by 55% for revenue bond supported projects, focusing
on the designated critical and necessary projects and those development
driven projects for which development agreements are already in place or
underway.
2. Institutes the creation of a Customer Charge to be applied to each parcel
of land so as to fund the storm water program costs that provide a benefit
to each parcel, independent of the amount of impervious surface. The
Customer Charge will be appended to the Storm Water Utility Fee and
they will be collectively referred to as the "Fee". The Customer Charge
per parcel will be $1.00 in 2008, $2.00 in 2009, $2.50 in 2010, and $3.00
• in 2011.
3. Increases the Storm Water Unit Rate by the following percentages: 0% in
2008, 0% in 2009, 3% in 2010, and 3% in 2011.
4. Amends the Storm Water Utility Ordinance (Chapter 77A) to incorporate
these changes.
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of
Rochester approve the recommended changes to the Storm Water Utility Fee to add a
Customer Charge and to increase the storm water unit rate as described above with an
effective date to implement these changes that will coincide with the dates of the June
2008 Rochester Public Utilities billing cycle.
BE IT FURTHER RESOLVED that the Common Council of the City of Rochester
approve the amended 2008 — 2013 Storm Water Utility Capital Improvement Budget.
BE IT FURTHER RESOLVED that the Common Council of the City of Rochester
instruct the City Attorney to amend the Storm Water Utility ordinance (R.C.O. ch. 77A),
as indicated above, and to proceed with the process for adoption.
