HomeMy WebLinkAboutResolution No. 064-25 - Resolution - Establishing Sidewalk Improvement District SW-5 and Rates to be Collected - 2026 to 2030 RESOLUTION Awarding Contract for 2025 Sidewalk and Pedestrian Ramp Improvements NW District 1-2 - Project No. J4730, establishing Sidewalk Improvement District NW-1, and establishing rates to be collected from 2026 to 2030. WHEREAS, The City Council adopted the Sidewalk Improvement District Program for the annual repair and replacement of City sidewalks on November 14, 2022; and WHEREAS, pursuant to an advertisement for bids for the following improvement(s): 2025 Sidewalk and Pedestrian Ramp Improvements NW District 1-2 - Project No. J4730, the following bids were received complying with the advertisement: Ti-Zack Concrete, LLC $2,766,483.90; and WHEREAS, it appears that Ti-Zack Concrete, Inc. is the lowest responsive and responsible bidder; and WHEREAS, implementation of the program requires establishment of the Districts contributing to annual repair and replacement of City sidewalks; and WHEREAS, implementation of the program also requires establishment of the Project Areas within Districts where annual repair and replacement of City sidewalks will be focused; and WHEREAS, implementation of the program also requires establishment of the rates assessed to parcels within each District. NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester that the bid of $2,766,483.90 is hereby accepted and execution of the standard City contract for construction with Ti-Zack Concrete, LLC., is authorized for the following approved local improvements: 2025 Sidewalk and Pedestrian Ramp Improvements NW District 1-2 - Project No. J4730; and BE IT FURTHER RESOLVED that the City Clerk is directed to return to all bidders the deposits made with their bids, except the deposits of the successful bidder and the next lowest bidder, which shall be retained until the contract has been executed; and BE IT FURTHER RESOLVED that the bidder shall execute all contracts within ten days after the contract is ready for their signature, and if not executed by them in said time, they shall be deemed to have abandoned the same; and BE IT FURTHER RESOLVED that Sidewalk Improvement District NW-1, shown in the attached figure and generally described as: Parcels within City limits starting at Hwy 52 NW and Hwy 14 NW interchange, going north on Hwy 52 to 65 ST NW, then following the City Limits boundary west then south to Country Club Rd W, following Country Club Rd W east to W Circle Dr NW, then northeast back to Hwy 52 NW and Hwy 14 NW interchange. is established for sidewalk replacements and repairs to be completed in 2025 and assessed to participating parcels in the District from 2026 to 2030. BE IT FURTHER RESOLVED that Project Area NW 1-2, shown in the attached figure and generally described as: Parcels within City limits starting at W Circle Dr SW & Country Club Rd W following W Circle Dr SW/NW to Hwy 14 NW, then west along Hwy 14 NW to the City Limits boundary, following City Limits south to Country Club Rd W, then east on Country Club Rd W back to W Circle Dr SW & Country Club Rd W. is established as the project area for sidewalk replacements and repairs for the 2025 construction season. BE IT FURTHER RESOLVED that participating parcels in District NW-1 will be assessed at the following annual rates from 2026 to 2030: Residential (without sidewalk) $28.14 Local Public (without sidewalk) $28.14 Residential $54.28 Local Public $54.28 Non-Residential (without sidewalk) $158.84 Non-Residential $315.68 Non-Participating $0.00 PASSED AND ADOPTED BY THE COMMON COUNCIL OF THE CITY OF ROCHESTER, MINNESOTA, THIS __________ DAY OF _______________, 2025. ___________________________________ PRESIDENT OF SAID COMMON COUNCIL ATTEST: __________________________ CITY CLERK APPROVED THIS _____ DAY OF ______________________, 2025. ___________________________________ MAYOR OF SAID CITY (Seal of the City of Rochester, Minnesota)
