Aligning with Community Needs

Introduction
The start of the year, the completion of recent City elections, and the onset of the budget season present
an opportunity to review, refine, and affirm the City's Strategic Priorities. The current priorities have
been in place since 2021 and were updated in e arly 2023. For over a year, the City team has been
guided by these refined priorities identified by the City Council in 2023:
1. Affordable Living
2. Economic Vibrancy and
3. Growth Management Quality Services
These Strategic Priorities steer the City's efforts, including the City Budget and Citywide Action Plan
(available at www.rochestermn.gov/priorities). Regularly reviewing and refining them ensure alignment
with the community's evolving needs.
About the Process
The Strategic Planning process will include:
• Facilitated group meetings with:
o City Council (see Public Meeting Overview)
o Chairs of Boards & Commissions
o The City’s Leadership Team
• Individual meetings with the Mayor and each City Council member
• A data review, including financial trends, demographic data, statistics about housing, business,
and jobs, information from the community survey and employee engagement survey, and any
other relevant information.

January 27, 2025 - City Council Study Session:
• Overview of the Strategic Planning process
• Overview of the project scope
• Facilitated City Council discussion on:
o Hopes for the process
o The City's strengths, limitations, opportunities, and challenges
o “True Today, True in Ten Years" outcomes exercise
March 24, 2025 - City Council Study Session:
• Finalization of Strategic Priorities
