Strengths – What does the City do exceptionally well?
What are our strengths?
City tries hard to listen
Collaboration b/n City units to
accomplish goals
Managing external partnerships –
business community, Mayo Clinic,
Destination Medical Center board,
schools, County, Chamber
Exceptionally strong staff
Excels at core services
Strong financial indicators – ex: AAA
bond rating
Funding opportunities – for infrastructure
projects
Balance b/n staff, not too much turnover
11
Limitations - What are some of the constraints or
limitations the City has? Where do you struggle?
Money – not enough to support all great
ideas
State & federal sources not always
reliable
Don’t have local control of all resources
Not part of metro area where 80% of MN
legislators are – a bit harder to get our
message to State
Because of great execution, can have
some resistance to change
Past partnerships – housing
Staffing has been stable, but will be
challenging to keep meeting needs at
this level
Life is busy for our residents
Trust needs rebuilding
12
Opportunities – What opportunities should the City
be prepared to leverage? Where can we innovate?
Keep improving communication
New staff
Updating plans as our community
evolves and grows
Downtown area growing
Strong employment
Safe city
5B bond along with partners and Mayo
attracting businesses
Capitalize on this investment
Growing city w/ lots of different
perspective
13
Challenges – What gets in the way of progress for the
City? What new challenges have emerged?
Pace of growth – want to make sure
we’re growing and planning
intentionally
Community engagement in our fast-
paced world
Increased visibility of where
Rochester excels, and where we’re
going – awareness of our local
government
We’ve taken on a lot of commitments we
now need to execute on
Narrow focus, don’t distract w/ “next
shiny thing”
Uncertainty about federal funding
terms of funding
No longer joint offices b/n City and
County – now having to be more
intentional about working together
