AN ORDINANCE REPEALING IN WHOLE AND REPLACING WITH A
NEW CHAPTER 8-11 OF TITLE 8 OF THE ROCHESTER CODE OF
ORDINANCES RELATING TO SPECIAL EVENTS.

The following is a summary of the Ordinance repealing in whole and replacing Chapter 8-11 of Title
8 relating to regulation of special events. This Ordinance is adopted by the Rochester Common
Council at the November 17, 2025, council meeting, and is published pursuant to Section 6.07 of
the Rochester Home Rule Charter and Section 331A.01, subd. 10 of the Minnesota Statutes. A
copy of this ordinance is on file at the Office of the City Clerk, 201 Fourth Street S.E., Room 135,
Rochester, MN, and at the Rochester Public Library, 101 Second Street S.E., Rochester, MN.
This ordinance is repealed and replaced to clarify regulatory guidelines for Special Events.
