The following is a summary of the Ordinance creating and amending various sections, tables and
definitions of the Unified Development Code adopted by the Rochester Common Council on January
5, 2026, and is published pursuant to Section 6.07 of the Rochester Home Rule Charter and Section
331A.01, subd. 10 of the Minnesota Statutes. The Rochester Common Council approved the
publication of this ordinance summary at its January 5, 2026, meeting. A copy of this ordinance is
on file at the Office of the City Clerk, 201 Fourth Street S.E., Room 135, Rochester, MN, and at the
Rochester Public Library, 101 Second Street S.E., Rochester, MN.
This ordinance is amended to clarify various sections and tables of the Unified Development Code
to ensure appropriate and reasonable controls for development and use of land in the City of
Rochester.
