AN ORDINANCE CREATING A NEW SECTION 5-21-9, AMENDING
SECTIONS 5-21-1, 5-21-2, 5-21-4, 5-21-5, 5-21-6, 5-21-7, 5-21-8,
AND RENUMBERING PREVIOUS SECTIONS 5-21-9 AND 5-21-10
AS SECTIONS 5-21-10 AND 5-21-11, RESPECTIVELY, TO
ACCOMMODATE THE ADDITION OF NEW SECTION 5-21-9 OF
CHAPTER 5-21 OF TITLE 5 OF THE ROCHESTER CODE OF
ORDINANCES RELATING TO MOBILE FOOD UNITS.

The following is a summary of the Ordinance creating and amending various sections of Chapter
5-21 of Title 5 relating to regulation of mobile food units. This Ordinance is adopted by the
Rochester Common Council at the May 4, 2026, council meeting, and is published pursuant to
Section 6.07 of the Rochester Home Rule Charter and Section 331A.01, subd. 10 of the Minnesota
Statutes. The Rochester Common Council approved the publication of this ordinance summary at
its May 4, 2026, meeting. A copy of this ordinance is on file at the Office of the City Clerk, 201
Fourth Street S.E., Room 135, Rochester, MN, and at the Rochester Public Library, 101 Second
Street S.E., Rochester, MN.
This ordinance is amended to clarify regulatory guidelines for Mobile Food Units.
