RESOLUTION
Approving a 2026 Budget Amendment in the Amount of $1,009,700 for capital
expenditures associated with the Silver Lake Dam Modification Project, Increasing
the Total Project Funding to $3,009,700.
WHEREAS, the Silver Lake Dam modification project proposes replacement of the existing
Silver Lake Dam as part of broader improvements around Silver Lake; and
WHEREAS, Rochester Public Utilities (RPU) has prepared an estimate of future operation
and maintenance costs for the existing Silver Lake Dam over the next 20-year period, with
a net present value of $3,009,700, representing the amount of avoided future costs should
the dam be removed in 2026; and
WHEREAS, the RPU Electric Utility budget currently includes funding in the amount of
$2,000,000 for the Silver Lake project and a budget amendment in the amount of $1,009,700
is required to provide the full project cost participation amount of $3,009,700.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester,
MN that a 2026 budget amendment in the amount of $1,009,700 is hereby approved for the
Silver Lake Dam modification project, increasing total project funding to $3,009,700.
BE IT FURTHER RESOLVED that operations, maintenance, and financial responsibility for
the dam will be transferred to the Public Works Department upon commencement of
demolition for the Silver Lake Dam modification project and will remain with the Public Works
Department upon project completion.
