RESOLUTION
Approving the 2026 Update to the City of Rochester Emergency Operations
Plan
WHEREAS, the Minnesota Emergency Management Act of 1996 places
responsibility upon each political subdivision to establish a local organization for
emergency management, including appointment of a director to organize,
administrate, and operate the local organization under the direction and control of
the Mayor and Common Council; and
WHEREAS, the Minnesota Emergency Management Act of 1996 states a county
organization for emergency management has jurisdiction throughout the county
outside of a city or town that has a local emergency management organization;
and
WHEREAS, Chapter 8-1 of the Rochester Code of Ordinances (“R.C.O.”)
established an Office of Emergency Management within the Rochester Fire
Department for the purpose of coordinating all emergency and disaster mitigation,
preparedness, response and recovery activities within the City, and authorized the
Mayor to appoint an Emergency Management Director who shall have
responsibility for the organization, administration, and operation of the office,
subject to the direction and control of the City Administrator and Common Council;
and
WHEREAS, the Minnesota Emergency Management Act of 1996 states each local
and county organization for emergency management shall perform emergency
management functions within the territorial limits of the political subdivision within
which it is organized; and
WHEREAS, an Emergency Operations Plan describes how emergency
management functions will be performed in the City of Rochester, and the
Minnesota Emergency Operations Plan states a local emergency operations plan
enables city government to continue to operate and carry out emergency functions,
and fulfill the primary responsibility for meeting the immediate health and safety
needs of its citizens in the event of a major disaster/emergency within the City’s
territorial limits; and
WHEREAS, R.C.O. Ch. 8-1 directs the Emergency Management Director to
coordinate the development of the City of Rochester Emergency Operations Plan
(“EOP”), which shall be consistent with the Minnesota Emergency Operations
Plan; and
WHEREAS, the Minnesota Emergency Operations Plan allows local jurisdictions
to adopt any acceptable method for organizing the plan; and
WHEREAS, The City of Rochester EOP was prepared using the Emergency
Support Function (“ESF”) model outlined in the Federal Emergency Management
Agency (“FEMA”) publication Comprehensive Preparedness Guide (CPG) 101:
Developing and Maintaining Emergency Operations Plans, and the City EOP was
designed to fulfill expectations outlined in Chapter 8-1, and in accordance with
State of Minnesota planning requirements; and
WHEREAS, Chapter 8-1 specifies departments which must provide an annex to
the plan, and further specifies that departments shall be responsible to prepare
and continuously update an annex to the City of Rochester EOP providing for the
delivery of emergency management activities by that agency or department in a
form prescribed by the Emergency Management Director.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of
Rochester that approve the ratification of the Rochester Emergency Operations Plan
2026-2031.
