RESOLUTION
Approve the Resolution Ratifying the Use of Eminent Domain, Including ‘Quick-
Take,’ to Acquire Easements, Rights-of-Way, and/or Other Property Rights for the
Mankato to Mississippi River Transmission Project.
WHEREAS, the City Council approved the Project Development Agreement for the La
Crosse (MN) LRTP 4/Lacrosse (MN) Phase 5 Transmission Project and it was executed on
February 4, 2026, and
WHEREAS, the Public Utility Board of the City of Rochester adopted a resolution formally
approving the attached “Resolution Authorizing and Ratifying the Use of Eminent Domain,
Including ‘Quick-Take,’ to Acquire Easements, Rights-of-Way, and/or Other Property
Rights for the Mankato to Mississippi River Transmission Project,” and
WHEREAS, the use of Eminent Domain will be tool that will be needed for the some of the
parcels on the project for various property rights.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester
approves the attached “Resolution Authorizing and Ratifying the Use of Eminent
Domain, Including ‘Quick-Take,’ to Acquire Easements, Rights-of-Way, and/or Other
Property Rights for the Mankato to Mississippi River Transmission Project.”
BE IT FURTHER RESOLVED, by the Common Council of the City of Rochester,
authorizes the Mayor, and City Clerk to execute the attached “Resolution Authorizing
and Ratifying the Use of Eminent Domain, Including ‘Quick-Take,’ to Acquire
Easements, Rights-of-Way, and/or Other Property Rights for the Mankato to Mississippi
River Transmission Project.”
