HomeMy WebLinkAbout01-02-1939Record of Official Proceedings of the Common Council 'of .the City of Rochester, Minn., l anuary 2, 1939 n 3 Minutes of a regular meeting of the Common Council of the City -of Rochester, Minnesota., held in the Council Chambers, in the City Hall, in.said. City on January 2nd,1939. President Lemmon called the meeting to order at 2:00 o'clock P.M., the following members being present: Lemmon, Amundsen; Fryer, Green, Moody, Richman, Williams. Absent: None. Upon motion by 'Amund.sen second by Richman, the minutes of the meetings of December 12th, 19th, and 20th,1979, were -approved. President Lemmon announced this as being the time and place set for a hearing on the construction of a 'sanitary sewer in Seventh Avenue Northwest from Seventh Street to Tenth Street Northwest, and in Tenth Street Northwest from Sixth Avenue' Northwest to Seventh Avenue Northwest,- and asked if any one present wished to be' heard concerning the said improvement. Joe Bean appeared and spoke in favor of the project, and Mrs. Marren E.' Lampman stated she would like to wait until spring before making the above improvements. President Lemmon stated this as -being' the time set for receiving and opening bids for the purchase of .$5;000..00 City of- Rochester "2% Permanent Improvemen-t-Revolving Fund Bonds. The following proposals were opened and read: Sinking Fund Commission, Soc}fester, `4inhasota, .par and accrued interest to,date of delivery, Union National Bank, .Rochester, Minnesota, par and -a premium of $l.On on each bond.. Alderman Williams introduced a resolution accepting the bid of the Union National Bank'to purchase $5,000.00 City of Rochester P.I.R.Fund Bonds at par and a premium of $1.00, which was read. Upon motion by Fryer second by Amundsen that the said resolution b e• adopted as read,,and, all voting in favor thereof, -President Lemmon declared the said resolution duly passed and adopted. Keith Barns was before the. Council and asked if any arrangements could be made to cut and gather'the dead wood around Lake 7umbro and President Lemmon" referred, the matter to the Public Grounds Committee. 0 A communication from the Rochester Riremen's Relief Association requesting authority to purchase a $2500.00 mortgage on a contract for deed on the home of Mabel Conger at 925 Fourth'AvPnuP Southwest, was read. and iresident Lemmon referred the same to the Finance Committee. The report of the Finane.e Committee recommending that•the Firemen's Relief .Association be authorized to purchase the above mentioned $2500.00 mortgage on -the home of Mabel Conger, -was read, and upon motion by Green second by Richman the report was accepted and approved. A communication from the Social Service Club transmitting to the Common Council the following ;esolution adopted at their meeting of December 7th,1938: "Resolved: That the Rochester Social Service Club goes on record as urging that provision be made immediately for a director of leisure time activities for the youth of the City of Rochester and further resolve that a copy of this resolution be forwarded to the Mavnr and Common Council, The Board of Public Health & Welfare, The Board of Park Commissioners, The Execl4tive Board of the Community Chest, The Chamber of Commerce and the School Board. of School District No.B-" nPresident Lemmon referred the above matter to a committee consisting of Aldermen Williams, Green and. Frye37, for further investigation and report at the next meeting of this Council., i i' A report and recnmTnenfttions by the State Board of Health, Division of Sanitation, on the water supply of the .City of Rochester was read and President Lemmon referred the same to the Superintendent of the Water Department. A communication from Dr. D.C.Lochead, Deputy Health Officer regarding a proposed -new milk ordinance for the City of Rochester, was read and President Lemmon ordered that the same be placed on file. Alderman Amundsen introduced an0edinazce to regulate the production, transportation rocessin .handlin .sam.lin examination grading, labeling, P g� g. P g� � g g. g. regrading, g g, and sale of milk ,and milk piqoduct s ; the inspection of dairy herds, dairies, and milk plants; the issuing and revocation of permits tp milk pro- ducer,� and distributors; the placarding of restaurants and other establishments which serving milk.or milk products; and. the fixing of penalties,/was given -its first reading. The report of the Clerk of the Municipal Court for the week ending December 19th,1938, showing criminal fines and costs collected $267.00,, civil fees received. $4.65, and conciliation court fees $3.75; and for the week ending December 26th,1938, showing criminal fines and costs collected $98.80, civil fees received $! 4.20, and concilation coUrt fees received $1.75, were each read, and having been previously approved by the City Attorney, President Lemmon ordered that the same be placed on file. j The report of the Building, Electrical and Plumbing Inspector for the i month of December,1933, showing tuilding permits issued $00.00, electrical iI - � permits-$9.00, and plubbbing permits $143.25, was read and President Lemmon I. referred'the same to the Finance Committee. The appointment by the Mayor of John Ploof as a Special Policeman for duty;! I � at the Armory, he to serve without Day and to hold. office until the second r Monday in April,1939, unless sooner removed, was read, and President Lemmon ordered that the same be placed on file. The application of M'agaw & Kjerner for an off sale license to sell: non —intoxicating 'malt liquors at 19 South Broadway was read, and on *mat•ion'by Fryer second by:.Green license was granted. Copies of -resolutions passed and adopted by the Commissioners of the Sinkin Fund were read, and upon motion by Amundsen second by Green, the fiollowing actions set forth therein, were approved: Transferring $6332.9.0 from the Sinking Fund to the Interest Fund to make f same available for payment of interest due January lst,1939,on City of Rochester Light and'Water bonds; Transferring $13,000.00 from the Sinking Fund-Goden.5 to Sinking.Fund Code 13, to make same available for payment of the January l•st,193,9 maturity of Rochester Light Bonds; Accepting check from Bigelow Webb & Company refunding $20,000.00flaid for School District No.B bonds, which were not delivered; Appropriating-$19,000.00 from the Sinking Fund and ordering payment made to the First National Bank -for the January lst,1939 maturity of Rochester Electric Light Bonds 397 •to 499, and Water bonds Nos.126 to 130 inclusive; amid To submit a proposal to the Common Council to purchase Permanent Improvement Revolving Fund Bonds. Alderman Williams introduced a resolution appropriating $1,.000.00 from the Sewer Fund for use -of the Street and Alley Committee, which was read. I Upon motion by Fryer second by Green that t-he said resolution be adopted as read,, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Richman introduced a resolution appropriating $7475.00 from the I Interest Fund and ordering payment made to the First National Bank for the January let,1939 maturity of interest on City of Rochester Light Bonds Nos. I I' 397 to 650,inclusive, $6350.00, and. on water bonds nos.126 to 175,inclusive $1125.00, which was read. Upon motion by Richman second by Williams that the said resolution be adop ted as read, .and. •all voting in favor thereof:, President Lemmon declared the said,: resolution duly passed and adopted. I Alderman Moody introduced a resolution. appropriating $3,210.00 from the Permanent Improvement Revolving Fund and. ordering payment made to the First i, National Bank, for theJanuary lat,1939 maturity ,of P.I.R.Fund. Bonds Nos.108, 115,and 116 $3,000.00, and for interest due Jan.1,1939,on P.I.R.Fuud Bonds 109 to 124,inclusive $230.00,which was read. Upon motion by Williams, second by Green, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared -the said resolution duly passed and adopted. Alderman Green introduced a,resolution appropriating $3323.43 from Code 18 of,the General Fund and ordering payment made, to Wm.C.Fra.ser & Son, ,for the payment of. estimate No.l on contract fdr constructign of sewers undsr P.W.A. Docket No.Minn.1516—F, Rhi,ch.was read. Upon mot•ign by Moody second by Richman that the said resolution be adopted ,as .read, an4 all voting in favor thereof, President Lemmon declared ,the said resolution duly passed and adopted. , Alderman Fryer,introduced a resolution -granting public dance permit to Mrs. Cecil Vernon for the Armory, December 31, 1938, and fixing the fee ,at $3.00, which was read. Upon motion by Green second by Amundsen,that the said resolution be I adopted as read, anti all voting in favor thereof,. President Lemmon declared the I, said resolution duly passed and adopted. Upon motion by Moody second by Amundsen,that the said resolution be a.dopted•as read, and all voting in favor thereof, President Lemmon'declareA the said resolution duly passed and adopted. Aidetme.n Amundsen introd.uced a resolution ordering plans, specifications and estimate ofcost for the construction- of a sanitary sewer in Saventh Avenue Yorth:^est from Seventh Street Northwest to Tenth Street Northwest, and in Tenth Street Northwest from Seventh Avenue. to Sixth Avenue Northwest, which was read. Upon motion by Fryer second by Green that the said resolution be adopted as read, and. all voting•in favor thereof, President Lemmon declared the said resolution duly passed and ad -opted.. Ile City Engineer submitted plans, specifications and estimate of cost for the construction of the above d.esczibed sanitary sewer in parts of Seventh Avenue and Tenth Street Northwest, said eetimate of cost being $209 .25. Alderman Amundsen introduced a resolution adopting the plans, Apedificationi and estimate of•cost for'the construction of said sanitary sewer in - Seventh Avenue and Tenth Street Northwest as above described and ordering *that' the same be placed on file - in the office of the City Clerk of said City, ordering a public hearing on the said improvement to be -hold at 7:30 o'clock P.M., on January 16th,1939, and ordering - advertisement for bidd for•the construction of said sanitary sewer, said bids to be received and opened at 7:30 o'clock P.M. on January 16th, 1939; which was read. Upon motion by Moody second by Amundsen that the said resolution be adopted as read.,- and. all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Amundsen stated. that residents in the neighborhood of Sixth Street Southwest between Tenth and. Fourteenth Avenues had asked him if it wouldn't be possible to improve the sidewalks facilities on said part of Sixth Street Southwest, and President Lemmon referred the matter to the Street and -Alley Committee with power to act.
