Minutes of a special meeting of the Common Council of the City of Rochester,
Minnesota, held in the Council Chambers in the City Hall, in said City, on August 29, 1958.
President Kamm called the meeting to.order at 7:30 o'clock P. M., the following
members being present: President Kamm, Aldermen Haas, Hanlon, McGuckin, Morris, Tingley; Wilkus.
The.call of the special meeting was read and President Kamm ordered the same be
placed on file, the said meeting having been called for the purpose of sharing of certain
important information relative to Highway 52 problem in -Miracle Mile and any other business the
said Common Council may deem proper.
President Kamm stated that he had called this meeting because some of the business
men along T. H. 52, south'of 2nd Street, had called him and toldhim that they were planning on
hiring an engineering firm from St. Louis, Missouri to draw a plan which they feel will help the
situation. The cost of this survey or plan would be $5,000.00 and it would.take approximately
six weeks to get and they were asking that the Council take no action until after this.
Mr. Frank Marzitelli from the Minnesota Highway Department and Mr. Clayton Swanson,
District Engineer for Minnesota Highway Department, were present and reviewed plans with the
Council, giving information in regard to Highway 52 connecting with the Interstate Highway,
feasibility of certain on and off ramps, costs of construction, etc. They urged that the Council
take some action as soon as possible because even if the plans as proposed for south of 2nd St.
were approved today, it would not be in any program before 1961. In regard to the businessmen
south of 2nd Street employing an engineering firm, Mr. Marzitelli stated "If they do acquire an
engineer for the -purpose of designing a roadway at grade level they will be wasting their money,
if they employ an engineer to study the advisability or feasibility of designing a plan which
will tie into the depressed highway, the highway department will give it consideration".
Upon motion by Haas, second by Hanlon, the meeting was adjourned.
