Minutes of an adjourned regular meeting of the Common Council of the City of
Rochester, Minnesota held in the Council Chambers, in the City Hall, in said City, on
March 25, 1969.
President DeVries called the meeting to order at 12:00 noon the following members
being present: President DeVries, Alderman Brunnette, Ellison, Folkert, Larson, Perry,
Postier. 'Absent: None.
A resolution confirming and approving the report of Commissioners on condemnation
of certain land in Block 14, Head & McMahon's Addition to the City of Rochester was read.
Upon motion by Brunne.tte, second by Folkert, and all voting in favor,• the resolution was
adopted.
The recommendation of the Public Works Committee that because of the nature of
each individual service connection replacement, the project to replace sewer and water
services at certain properties abutting the repaving project on 2nd Street S.W. between 5th
and llth Avenue S. W. does not lend itself to a composite bid, and therefore recommend that
the City Engineer be authorized to engage drainage contractors for the replacement of each
service line'as required, was read. Upon motion by Perry, second by Larson, and all voting I!
i� in favor, the recommendation was approved. 'f
The recommendation of the Public Works Committee that the low bid of Motorola, I�
Inc. be accepted to furnish three 2 way FM radios at $716.00 each; that the bids of General
Electric &RCA for the .one 2 way radies w/3 way frequency be rejected (due to the large MH �
frequency spread); that one 2 way.FM.Radio @ 716.00.be purchased from Motorola, Inc. making 41
4 sets @ $716.00=.$2,.864.00; that the maintenance contract bids of GE Eompany and Motorola

be rejected and negotiations be started with the local radio firm now maintaining the
departments radios for maintenance after the 90 day warranty period; and that permission be
granted to the Engineer's Department to explore other ways of communication (radio or mobile
telephone) to the Police and Utility Departments, was read. Upon motion by Perry, second by,
Folkert, and all voting.in favor, the recommendation was approved.
The recommendation of the Public Safety Committee that.the applications of
Ardell C. Hildestad for license to sell "on sale" and "off sale" non -intoxicating malt

beverages and cigarettes at.4 North Broadway dba Al's Bar be approved was read and upon motion
by Ellison, second by Folkert, and all voting in favor, the recommendation was approved and
issuance of the licenses authorized.
The recommendation of the Public Safety Committee that the report of the Traffic
Engineer on the east -west one-way streets be accepted and that the existing resolution be
revised and that a new resolution be passed to include the extension of these east -west I
one way streets, was read.. Upon motion by Ellison, second by Larson, and all voting in favor,
the recommendation was accepted and the City Attorney was instructed to prepare a resolution.
The recommendation of the Planning and Zoning Commission stating that they had

reviewed the application for approval of the preliminary plat of Manor Woods First Subdivision.

and find that this plat complies with all local minimum regulations pertaining'to the
subdividing of land in the City and also complies with the general development plan of
Country Club Manor Subdivision; Lot 1, Block 5,-is to be used for a municipal water tower
site and Lot 1, Block 6 is to be used for a municipal well and pumphouse site in order to
provide adequate water service to this area; they also feel that public sidewalks are needed
and a recommendation to this effect will be made at the time they review the final plat;
they recommend that this preliminary plat be granted approval, was read. Upon motion by
Perry, second by Postier, and all voting in favor, the recommendation was referred to the
Public Works Committee..
The recommendation of the Public Works Committee stating that they had reviewed
and considered the sidewalk projects -referred from the hearings of March 17th and recommend
as follows, was read:
Sidewalk Project 1-E-1969
Delete - East side of North Broadway from 16th St. N.E. to Northern
Heights Drive N.E.
Delete - North side of 19th St. N.E. from North Broadway to 3rd Ave. N.E.
On the North Broadway section from 16th St. to Northern Heights Drive,
they further recommend that it be referred to the Public Works Committee
and the City Engineer for construction in 1970 as a joint project with the
Minnesota Highway Dept.
Sidewalk Project #2-E-1969
Proceed with the construction of the project as proposed.
Sidewalk Project #3-E-1969
Delete - North side of 17th St. N.E. from 9 Ave. to 11 Ave. N.E.
Delete - West side of 12 Ave. N.E. f rom'14 St. to N end of 12 Ave. N.E.
(We further recommend that a project be initiated for 1970 construction
for curb'and gutter and sidewalk on both sides of 12 Ave. N.E.from
14th St. N.E. to the north end of 12th Ave.)
Delete - West side of 14 Ave. N.,E.from 7 St. N.E. south for a distance of
225.75 feet.
Delete - South side of 7 St. N.E. from west line of 14 Ave. N.E. east to
sidewalk in place
Sidewalk Project #5A-E-1969
Proceed with construction of the project as proposed.
Sidewalk Project 7A-W-1969
Delete - North side of 5ht St. S. W. from 20 Ave. S.W. to 21st Ave. S.W.
Proceed with the balance of the project as proposed.
Sidewalk Project 8-W-1969
Delete the entire project -
East side 16 Ave. N.W. from 2nd St. N.W. to r P1. N.W.
South side 5 P1. N.W.from 16th Ave. N.W. to 13th Ave. N.W.
East side of 13th Ave. N.W. from 4k St. N.W. to 5th P1. N.W.
Sidewalk Project 9-W-1969
Delete - South side of 7 St. N.W. from 80.6' East of 11 Ave.N.W. to
7 Ave. N.W. bridge
Sidewalk Project 10-W-1969
Delete - East side of Valleyhigh Drive NW from 14 St. N.W..to 15th St. N.W.
Proceed with the balance of the project as proposed.
Sidewalk Project 13-W-1969
Delete - North side of 19 St. N.W. from 19 Ave to 20 Ave. N.W.
Delete - East side of 20 Ave NW from 19 St. N.W. to 20th St. N.'W.
Proceed with the balance of the project as proposed.
Sidewalk Project 18-W-1969
Proceed with construction of the project as proposed.
Sidewalk Project 20-W-1969
Delete - West side of 15 Ave from 28 St NW to 15 Ave NW
Proceed with the balance of the project as proposed.
(We further recommend that the following sections be initiated for
construction this year in addition to the above:
(a) east side of 15 Ave NW from Cascade St to 29 St KW
(b) south side of 30 St NW from the 16 Ave. & 29 St. intersections
to 12 Ave. N.W.)
In our above recommendations to delete certain sections of sidewalk from this
project it is not intended to declare that sidewalks are not now or ever will be
needed. The abutting property owners are hereby notified that these sections are
subject to the general requirements for sidewalk construction and will be considered
for construction in future programs.
We further request that this recommendation be publicized and considered at the

Council Meeting of April 14.
Upon motion by Folkert, second by Larson, and all voting in favor, the above recommendation
was accepted -and tabled to again be considered on April 14th.
C. A. Armstrong, City Engineer, stated that he had checked the agreement with the
State of Minnesota, Department of Highways covering the installation of an actuated signal
with mast -arm indications and street lights at the intersection of T. H. 14 and Memorial
Park way, and -recommended that this be approved. Upon motion by Perry, second by Brunnette,''
and all voting in favor, his recommendation was accepted and the necessary resolution
ordered prepared.
C. A. Armstrong, City Engineer, stated that he had checked the maintenance
agreement form covering the maintenance of County State Aid Highways Nos. 1, 2, 4, 22, 33
and 34 and County Road "D" in the City of Rochester for the year 1969 and recommended that
this agreement be approved. Upon motion by Perry, second by Brunnette, and all voting in
favor, his recommendation was accepted and the necessary resolution ordered prepared.
Upon motion by Folkert, second by Perry, and all voting in favor, the following
resolutions were considered in block. A motion was then made by Perry, second by Folkert,
that the said resolutions be adopted as read and all voting in favor, President DeVries
declared the said resolutions duly passed and adopted:
Resolution authorizing Mayor and City Clerk to execute agreement for maintenance
of County State Aid Highways Nos. 1,2,4,22,33 and 34 and County Road "D" for 1969.
Resolution authorizing City Engineer to engage draingage contractors without
advertisement for bids for reconstruction to replace individual sanitary sewer and water
service connections from the mains to the boulevards for project on 2nd Street S.W. from
5th to llth Avenue S.W.
Resolution authorizing City to enter into an agreement with the State of Minnesot,
Department of Highways, to install a traffic control signal on T. H. No. 14 at intersection
with Memorial Parkway.
Resolution -accepting bids for furnishing radios for the Street & Alley Department,
the Paint Shop•and Fire Department.
Resolution approving plans and specifl providions for improvement'of Trunk

Highway Number 20 renumbered as Trunk Highway Number 52 within the limits of the City.
Mayor Smekta gave a report on the ambulance service in the City of Rochester and
read some of the letters he had received; he said he had been informed that the Gold Cross
Ambulance Service, which the City subsidizes for emergency service, uses Boy Scouts in its
operation; Mayor Smekta said he thought it important that the Council be informed on this
and turned over his complete file to the Council. This matter is presently in the Public
Safety Committee for their study and recommendation.
Upon motion by Postier, second by Ellison, and all voting in favor, "the meeting
was adjourned.
