HomeMy WebLinkAbout07-29-1969Record of Official Proceedings of the Common Council of the City of Rochester, Minn., JuIV 29, 1969 u Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City, on July 29, 1969. Motion by Larson, second by Ludowese, and all present voting in favor thereof, Alderman Folkert appointed President pro tem in the absence of President DeVries. President pro tem Folkert called the meeting to order at 5:00 P.M., the following being present: Aldermen Cherland, Folkert, Larson, Ludowese, Strain. Absent: President DeVries and Alderman Postier. Motion by Larson to dispense with the reading of the call of the meeting and President pro tem Folkert ordered the same placed on file, the said meeting having been called for the purpose of considering a resolution approving a change order for water tower contract in Southwest Service Area as recommended by the Public Utility Board. Resolution approving a resolution passed -and adopted by the Public Utility Board re. change order in the amount of $975.00 to cover costs of changing the color of paint to be used for watertower for Southwest Service Area at Apache Mall from standard . aluminum to Mist Blue aluminum. the meeting. President DeVries arrived at 5:10 P.M. and presided over the remainder of Mayor Day contacted Apache Corporation regarding the change order and they indicated that they would pay the additional cost of $975.00 to have the water tower color changed from standard aluminum to the Mist Blue aluminum as suggested by the Beautification Committee. They would forward a letter on Tuesday confirming this agreement to the Mayor and Common Council. Because of the work schedule and because the paint would need to be ordered by Wednesday morning otherwise the men might pull back and come back at another time which would tie up the change order and possibly increase the cost involved, a go- ahead would be needed immediately. Alderman Strain stated that he was opposed to this before, but as long as the people want it and that Apache will pay for this, he would go along with it. President DeVries stated that he had talked to Chicago Bridge and Iron, the contractors, and they will not guarantee the color and that a color would reflect heat less than pure aluminum. Alderman Folkert said that Mr. Marek, Water Department Superin- tendent, indicated that the aluminum based color would have reflecting qualities and non - rust qualities, and that the Public Utility Board felt that they should consult the Beautification Committee set up by the Mayor and get their opinion. They came back with the recommendation that it be Mist Blue. Mr. Franklin Michaels, Attorney, was present and stated in driving -to Cumberland, Wisconsin, he took note of water towers on the way and that they continually clash and were never the color of the sky. Motion by Folkert, second by Ludowese to approve the resolution inasmuch as Apache Corporation has indicated 1 E 1 1 9 Record of .Official Proceedings of the Common Council of the City of Rochester, Minn., J111Y29 , 1969 329 1 0 1 0 that they would pay the additional $975.00 indicated in the change order for changing .the color of paint for the Water Tower for the Southwest Service Area at Apache Mall. President DeVries asked for roll call. Aldermen Folkert, Larson, Ludowese, and Strain voted "aye", and Alderman Cherland and President DeVries voted "nay". Resolution adopted. Motion by Strain, second by Ludowese, and all present voting in favor thereof that other business be considered. Alderman Strain, member of the Mayor's Refuse Disposal Committee, reported that the committee was unable to come up with a recommendation and would not take action on any of the recommended sites. At a meeting Monday night they failed to reach an accord on several proposed sites for a new city land fill and they had disbanded. Alderman Folkert stated that the Public Works Committee had recommended to buy the Locoshanas farm and because the people in the area objected to it that the Council decided to take time to look at other. sites and work with the people of the townships. Now that it is back in the hands of the Council, the Public Works Committee should come back with a recommendation to the Common Council. Motion by Strain, second by Ludowese, and all present voting in favor there, of, to instruct Mr. Andre, Administrative Assistant, to proceed with negotiations for the III, purchase of the Locoshanas farm. Upon motion by Larson, second by Ludowese, and all voting in favor, the meeting was adjourned. . Deputy City Clerk •
