RECORD OF OFFICIAL PROCEEDINGS OF THE. COMMON COUNCIL
OF THE CITY OF ROCHESTER, MINN., November 2, 1942
Minutes of a regular meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the City Hall,_in said
City, on November 2, 1942.
President Lemmon called the meeting to order at 2:00 o'clock P.M., the
following members being present: Lemmon, Fryer, Hanson, Kennedy, Mrachek, Nass,
and Yaeger. Absent: none.
Upon motion by Hanson, second by Fryer, the minutes of the meeting of
(October 26, 1942, were approved.
The Mayor's appointment of Carlton E. Griffin and John G. Leng as
special policemen for duty at the Waters Conley Company, they to hold office
until the second Monday in April, 1943 unless sooner removed, was read and upon
motion by Fryer, second by Mrachek, the appointments were approved.
. A communication from Mayor Grassle stating that Albert T. Swenson,
Edwin C. Lahmers, Leo Mayou, Orrin Peck and Francis Christopherson are now
permanent g military guards at the Waters Conley Company and that their
deputization should be cancelled and their surety bonds returned to the Waters
Conley Company, was read and upon motion by Fryer, second by Hanson, the
appointments of Albert T. Swenson, Edwin C. Lahmers, Leo Mayou, Orrin Peck and
Francis Christopherson were cancelled and the City Clerk was instructed to return
their surety bonds to the Waters Conley Company.
The reports of the Building and Plumbing Inspector for the month of
October, 1942, showing fees for building permits issued $39.00, and fees for
plumbing permits issued $26.75, and of the Electrical Inspector for the month of
October, 1942, showing fee's for electrical permits issued $5.50, were each read
and President Lemmon referred same to the Finance Committee.
The report of the Clerk of the Municipal Court for the week ending
October 31, 1942, showing criminal fines and costs collected $397.05, civil fees
received $2.95, and conciliation court fees $2.00, was read, and having been
previously approved by the City Attorney, President Lemmon ordered that same be
placed on file.
The report of the Building and Plumbing Inspector and the Electrical
Inspector on the condition of City owned buildings was read and President Lemmon
ordered that same be placed on file.
The official bonds of John G. Leng and Carlton E. Griffin each in the
isum of $1,000.00 with the Fidelity and Casualty Company of New York as surety,
were read and upon motion by Mrachek,-second by Fryer, the bonds were approved,
the surety thereon accepted and it was ordered that same be placed on file.

Alderman S.. Smith Fryer introduced a resolution opening a street and
condemning the South Forty. feet .of Lo.ts 9 and 10, Block 105 in Willson's Ad-dit.ion,
Ito the City of $oche.ster, and appo.int.ing commissioners to assess .damages, which
Iwas read.
Upon mot.ion by Mrachek,. second by Fryer, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Hanson introduced a resolution appropriating $380.07 from the
IF. E. William Estate Fund and ordering payment made to Kr. Simon Stensrud, which
lwas -read.
Upon motion by Fryer, secand,by Mrachek, that the said -resolution he
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Kennedy introduced a.resolution appropriating $314.05 from th.e
General Fund, and orderin g.payment made to the Commission of .Taxation, which was
rread.
Upon motion by Naas, second: by Hanson, that the.said.resolution-be
adopted as read, :and, all ,voting in favor thereof, -President Lemmon declared the
said resolution duly passed and adopted..
Alderman Kennedy introduced a resolution appropriating $444- 56 from the
Sewer Fund and order.i.ng payment made to Th•e $ruse Company, which was read.
Upon motion by Nass, second by-Yae,ger,. that the said reso.lutio.n be
adopted as read, and all ,voting in favor thereof, -President I4emmo.n declared the
said resolution duly passed and adopted.,
Alderman Yaeger introduced a resolution appropriating $49..50 from the
Street and Alley Fund, $205.16 from the Fire Protection Fund, and $3.55.from the
Sewer. Fund and ordering.payment made to the Fullerton Lumber Co., which was read.

Upon motion by Yaeger, second by Hanson, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
An ordinance regulating the speed of Motor Vehicles within the limits
of the City of Rochester, Minnesota was given its third and final reading and
upon motion by Mrachek, second by Nass, that the Ordinance be not adopted and
all voting in favor thereof, President Lemmon declared the Ordinance to be not
adopted.
Alderman Hanson'stated that he was receiving complaints from the Assistant
Superintendents of the Dumping Grounds in regard to the hours they are required tl
work, and upon motion by Mrachek, second by Kennedy, the City Clerk was instructed
to notify them that the present working regulations would continue until the end
of the present fiscal year.
Upon motion by Fryer, second by Nass, the meeting was adjourned until
7:30 o'clock P.M., November 16, 1942.
