Minutes of an adjourned meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the City Mall, in said City
on April 16, 1945.
President Lemmon called the meeting to order at 7:30 o'clock P.M., they

following members being present: President Lemmon, Alderman Fryer, Kennedy,
Kjerner, McQuillan, Narveson, and Yaeger. Absent:* None.
Upon motion by Fryer, second by Kjerner, the minutes of the meeting of
April Q, 1945.were approved.
A request by the Rochester Fire Department Relief Association that a.
loan in the amount of $3,500.00 on real estate located at 217 Seventh Street
Northwest and belonging to Joe Kennedy, be approved by the Common Council was
read and upon motion by Yaeger, second by Kjerner, the loan was appproved.
The appointment of M. Harriet Beecher as Deputy Clerk of the Municipal
Court by Irving L. Eckholdt, Municipal Judge, was read and upon motion by
McQuillan, second by Yaeger, the same was approved.
A copy of a. resolution adopted by the Public Utility Board setting
forth the salaries of the employees in the Public Utility Department for the
period from April 1, 1945 to April 1, 1946 was again presented to the Council
and also the recommendation by the Board of Park Commissioners of sala.ries for
positions in the Park Department was read, and a motion was made by McQuillan,
second by Fryer, requesting the Public Utility Board and the Board of Park
from their Boards
'Commissioners to have representatives meet with the Common Council at a meeting
to be held at 7:30 o'clock P. M. on Wednesday, April 19, 1945.
The recommendation of the Sewer Committee that a. sanitary sewer be
constructed in 9th Street Southeast from east of the center line of 4th Avenue
Southeast to approximately 125 feet east, was read and. the same was ordered
!placed on file.
The report of the Clerk of the Municipal Court for the week ended
April 14, 1945, showing total criminal fines and. costs collected $3g6.50 and
conciliation court fees $2.50, was read and having been previously approved by
'the City Attorney, President Lemmon ordered that same be placed on file.
A petition that a waterma.in be constructed in 5th Street Northwest from;'

�9th Avenue Northwest to llth Avenue Northwest was read and the same was ordered j
placed on file.
A communication from the Knights of Columbus stating that a, resolution
had been adopted by their organization requesting the Common Council to give
consideration to the enactment of legislation to prevent the issuance of public

dance permits during Holy Week, was read and the same was ordered placed on file.

The application of the Norton Hotel for a license to sell cigarettes

at retail was read and upon motion by Yaeger, second. by Kjerner, the license was
granted.
The application of Arnold G. Wilke for a Journeyman Plumber's license
was read and upon motion by McQuillan, second by Fryer, the licence was granted.
The application of Ruth B. Dye for license to sell soft drinks was read
and upon motion by Kjerner, second by Fryer, the license was granted.
The application of Swartz Grocery for a permit to -lase and maintain a
sign was read and upon motion by Yaeger, second by McQuillan, the permit was
granted.
Alderman Fryer introduced a resolution setting the salary for the
mechanic at the Fire Department, q.t'$2400;00-.per year for the ensuing official
year, which was read.
Upon motion by Fryer, second by Yaeger, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Kjerner introduced a resolution setting the salary of the City
Dog Catcher and City Scavenger at $1500.00 per ,yea.r for the ensuing. official year
which was read.
Upon motion by Fryer, second by Narveson, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Yaeger introduced a resolution ordering a hearing on the
construction of a sanitary sewer in 9th Street Southeast from the center line of
4th Avenue Southeast to approximately 125 feet east, to be held at 2;00 o'clock
P. 11, on May 7, 1945, which was read.
Upon motion by Kjerner, second by Yaeger, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
The claim of Harry L. Christianson for salary as a. fireman without
previous experience, from March 26, 1945 to April 16, 1945 was read and upon
motion by Fryer, second. by McQuillan, the same was approved and- the Mayor and Cit
Clerk were authorized and directed to draw a warrant on the City Treasurer and
make pa..yment accordingly.
Upon motion by Fryer, second by Kjerner, the preliminary re-)ort and
?Mans by Walter H. Wheeler, Professional Engineer, for a bridge over the Zumbro
River between 2nd Street and 2nd Avenue Southeast and 3rd Avenue Southeast, were
approved and Mr. Wheeler was instructed to prepare the f ina.l plans and specifics t
for the said bridge.
Upon motion by Yaeger, second by Kennedy, Frank Adair was authorized

to attend a. convention of the Municipal Signal .Association to be held in Chicago
on April 28, -1945, his expenses to be paid. from City funds,

Upon motion by Fryer, second by Yaeger, the Purchasing Committee and
:the City Clerk were instructed to purchase new City Government Booklets.
Upon motion by Yaeger, second by Fryer, the meeting was adjourned until
