Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in
said City on November 26, 1.945.
In the absence of President Lemmon, Alderman Fryer was appointed as
President protem of the Common Council. The meeting was called to order at 7: 30
clock P.M., the following members being present: Alderman Fryer, Kennedy,
jerner, 1lcQuillan, Narveson, and Yaeger. Absent: President Lemmon due to illnesl
Upon motion by Kjerner, second by Narveson, the ,minutes of the meeting
f November 1�, 1045 were approved.
Mr. J. J. Kerr presented a sketch of a. proposed plat between 12th and
13th Avenue Southeast and South of Sth Street, and upon motion by l'ennedy, second
y Na.rveson, the same referred to the City Engineer.
Mr. John C. Lobb, Attorney representing Messrs. Postier, Eggers, Kremer
nd Judd, again requested that the Council permit the Taxicab Company to operate
certain cars without meters, for the reason that it was impossible to purchase
meters for five additional taxi cabs. After a. ruling by the City Attorney, that
the Common Council had no authority to take an action in opposition to the
Ordinance now covering the operation of taxi cabs, a motion was made by McQuillan,
second. by Narveson, instructing the City Attorney to prepare an amendment to the
Ordinance which would give the Common Council power to meet the emergency. 14r.
Lobb then stated that his clients would like to have the taxi cab company made a.
atility and operate under a, franchise. A motion was :then made by Iarveson, second
by Kjerner, referring the matter to the City Attorney and the Police Committee for
study. It was also requested that a. study be made of setting a3-fare by zones
instead of using meters on the taxi cabs.
The request of Mr. Knute Olson, City Assessor, that Mr. 0. J. Anderson,
ho has been serving as his deputy, be permitted to continue vrorking in the Assesso
ffice until March 31, 1a46 was read and upon motion by Kennedy, second by Yaeger,
he same was approved.
A request submitted by Mr. E. J. 3ra.nley, at the suggestion of a. number
f residents in the Southwest section of the City that bus service be established
o serve residents residing south of Second Street Southwest and west of Seventh
venue Southwest was read and upon motion by Kennedy; second by Narveson, the
Latter was referred to the. Police Committee and the Chief of Police.
The veto by th.e Mayor of a. resolution, y,a.ssed by the Common Council on
ovember 1(), 1945, that the bid of the American La.F-rance Foa.mite Company for
urnishing a. four wheel aerial truck with a. 100 foot ladder in the amount of
20,000.00 be accepted was -read and a. motion was made by McQuillan, seconded by
ennedy, to over ride the Mayor's veto, and upon roll. call Alderman Kennedy,

declared the veto overridden.
The City Engineer's estimate of cost of construction of an Ell sanitary
sewer P,nd a. 61, watermain in lOz Street Southeast from 1st Avenue Southeast to

The City Engineer's estima.te of cost of grading and the construction ofl'
an 811 sanitary sewer and a. 611 watermain in 12th Avenue Southeast from Sth Street
Southeast to 246 feet South was read and the same was ordered placed on file.
The report of the Clerk of the Municipal Court for the week ended
November 24, 1945 shoving total criminal fines and costs collected $39.00, civil
fees received, v5.05, and •conciliation court fees $1.00, was read and hiving
been previously approved by the City Attorney, the same was ordered placed on
file.
The application for transfer of 3.2 "Off Sale" non -intoxicating malt
liquor license i?o. 949 from Jenry G. Smith to. Mildred Krueger and Eary Kelly was i
read and ur)on motion by K jerner, second by PicQuillan, the transfer was t ranted.

General Fund and. ordering payment made to The Texas Company for 2 tank truces of
gasoline, which was read.
Upon notion by Kjerner, second by McQuillan, that the said resolution I
a.dobted as read, and all voting in favor thereof, President protem Fryer declared
the said resolution duly passed and adopted.
Alderman McQuillan introduced a., resolution appropriating 393. 57 from
the General Fund and ordering payment made to Commissioner of Taxation, Petroleum
Division, for inspection fee and state gas tax, which was read.
Upon motion by Kennedy, second by Yaeger, that the said resolution be
adopted as read, and a.11 voting in favor thereof, President protem Fryer declared
the said resolution duly passed and adopted.
Alderman Kjerner introduced a resolution appropriating $151.1-20 from the
General Fund, $2.00 from the Street & Alley Fund and $2,658.20 from the Lighting
Fund and ordering palrment made to City of Rochester, Public Utilities, which was
read.
Upon motion br Yaeger, second by Kennedy, that the said resolution be
adopted as read, and all voting in favor thereof, President protem Fryer declared
the said resolution duly passed and adopted.
Alderman Na.rveson introduced a. resolution appropriating $455.40 from
the Sewer Fund. and $203.23 from the Street and Alley Fund. and ordering payment
made to City of Rochester, P. I. R. F'und, which was read..
Upon motion by Kjerner, second by Kennedy, that the said resolution be
adopted as read, -and all voting; in favor thereof, President protem Fryer declared
the saidd resolution duly passed and adopted.
Alderman Yaeger introduced a. resolution appropriating $74 2.82 from the
Fire -Protection Fund and ordering payment glade to B. Amundsen for r,a.inting
interior and exterior of fire h,a.11, which was read.
Upoh motion by Harveson, second by Yaeger, t'_a.t the said resolution be
adopted as read., anc;_ all voting in favor thereof, President protem Fryer declared
the said resolution duly passed and adopted.
Alderman Yaeger made a verbal report that the Finance Committee
approved the following loans by the Firemen's Relief Association: C. W. Smart,
in the amount of $1,000.00 at 4%; and Allen Unger, Byron, Minnesota., in yhe
amount of $600.00 at 5%.
Upon motion by Kennedy, second by Yaeger, the meeting was adjourned.
