I President Lemmon called the meeting to order at 7:30 o'clock P.M., the lfollowing members being present: President Lemmon, Aldermen Fryer, Kennedy, Kjerner, McQuillan, Narveson, and Yaeger. Absent: None. iUpon motion by Fryer, second by Kjerner, the minutes of the meeting of �I January 7, 1946 were approved. • President Lemmon stated this as being the time and place set far -the receiving and opening.of bids for furnishing two automobiles for the Rochester i jPolice Department. Only one bid was received and upon motion by Yaeger, second.. by Kennedy, action was deferred on the opening of the said bids until February 4, 1946. Alderman Narveson, Chairman of the Public Grounds Committee, reported I, that .the following amounts for the purchase of real estate required in the opening of Fourteenth Avenue Southeast to Fourth Street Southeast and Thirteen i' and one-half Avenue Southeast to Three and one-half Street Southeast were agreed upon with the owners of the said property: A. F. Aufenthie, $1,100.00; Richard Milholin (2 lots), $1,600.00; H. C. Hoaglan, $800.00;.Edward Krueger, $800.00; and Nate 0. Tuberg, $900.00. Miss Gunhild Bjorklund, Secretary of the C.I.O., appeared at the meeting !and urged that the matter of housing be handled in the City of Rochester with ias little delay as possible and also recommended that the Council pass a resolution urging that the Governor call a special session of the State Legislature for the purpose of passing legislation in favor of housing and that the Council fix the ,issuance of building permits so that fifty percent of all permits issued would be for low cost homes. �; •I City Attorney Hunt explained that surveys had been made by the American's Legion and that the matter was now being taken up with the O.P.A. in regard to leases for living quarters. Mayor Grassle stated that he had attended a meeting of the Mayors of (,Minnesota which was held in Minneapolis in regard to housing and that the latest information he had received was that it might be possible for the City of (Rochester to get from 100 to 125 pre -fabricated homes instead of 150. Alderman Fryer introduced the following resolution which was read: "WHEREAS, The Common Council of the City of Rochester realizing that i; ;the housing shortage is not only affecting the Municipalities, but the entire lunation and that necessary steps must be taken immediately in an attampt to solve j;the situation, Now therefore be it resolved, That Edward J. Thye, Governor of the State 'iof Minnesota, take the necessary steps to call a. special session of the legislature of the State of Minnesota for the purpose of bringing about a solution for the housing situation intheState of Minnesota." The following copy of a resolution adopted by the Public Utility Board was read and the same was ordered placed on file; "Be it and it is hereby resolved by the Public Utility Board of the Cit3 of Rochester, -Minnesota that the Hon. Common Council of the said City be and is hereby requested to authorize the said Board to ent.er into a contract with the JOHN A. CLARK ELECTRIC COMPANY for the furnishing, in accordance with specificatic of-; FOUR (4) 200 KVA Subway Type Allis Chalmers Transformers, the contract price -to be $989.11 each making a total lump sum contract price of THREE THOUSAND NINE HUNDRED FIFTY SIX DOLLARS AND FORTY FOUR CENTS ($3,956.44), the said John A. Clark Electric Company being the lowest responsible bidder." The requests of Harold J. Fitzpatrick and Joe L. McDermott for -re- instatement on the Rochester. Police Department were each read and upon motion by Fryer; second -by Kjerner, the same were approved. The -request of Merle E. Tucker for permission to open a gasoline statio at 12th Street Southeast and 6th Avenue Southeast was read and upon motion by Fryer; second -by Kjerner, the same was referred to the Board of Zoning. A notice of cancellation by the Casualty Reciprocal Exchange of Policie No. DF-4196 and DF-4195, effective January 22, 1946 was read and the same was ordered placed on file. A request by the Board of Public Health and Welfare for an-,appropriatio f $480.00 in addition to the budget as set up for the next fiscal year was read and the same was ordered placed on file. The following resolution adopted by the Public Utility Board was read nd the same was ordered placed on file; "Be it and it is hereby resolved by the Public Utility Board of the City f Rochester, Minnesota, that their salary resolution of April 9th 1946 be and is ereby amended to read as follows; Be it and it is hereby resolved by the Public Utility Board of the City f Rochester, Minnesota that the Hon. The recommendations of the Sewer Committee and the Water Committee that Ala sanitary sewer and watermain be constructed in Sth Street Southeast from 12th I I, ;',Avenue Southeast to 13th Avenue Southeast, were each read and upon motion by ,Yaeger, second by Narveson, the same were approved. I The annual statistical report of the Rochester Police Department for !the calendar year ended December 31, 1945 was read and the same was ordered .placed on file. • j' The statement of receipts and disbursements in the Park Improvement Fund' ;,for the month of December, 1945 was read and the same was ordered placed on file.) r The reports of the Clerk of Municipal Court -for the week ended January 12, 1946 showing total criminal fines and costs collected $507.00, civil fees received, $2.00, and conciliation court fees $. 50 and for the week ended January 19, 1946 ,showing total criminal fines and costs collected $597.00, civil fees received, '$2.00 and conciliation court fees $.50, were each read and having been previously japproved by the City Attorney, President Lemmon ordered that the same be placed on file. �! Fraser' in the sum of $1,269.00 with the United States Guarantee Company as surety, were each read and upon motion by Fryer, second by Yaeger, the bonds were approved, the, surety thereon accepted, and it was ordered that the same be placed on file. The applications for Driver's License of Ellsworth L. Halsey, George E. Nemoede, Howard McGoon, Emil Greenwald, Betty McGoon, R. P.'Kujath, Howard R. Williams, Joe Lukienchuk, Wm. A. Peterson, Robert L. Gurdes, Homer House, Rolf C. Birkelo, Edward J. Smith, Lawrence E. Fellows and Ray Benedict were each read and upon motion by Kjerner, second by Yaeger, the same were granted. The applications of Maass & McAndrew Company, The Sanitary Heating Co., and the Rochester Plumbing and Heating Co. for Hot Water and Steam Heating Contractor's License were each read and upon motion by McQuillan, second by Narveson, the same were granted. The applications of Louis C. Wegner and Lewis J. Roessler for Journeymar. Plumbers License were each read and upon motion by Kennedy, second by McQuillan, 'the same were granted. The applications for Journeyman Heating Worker's and Steam Fitters License of Joseph F. Underleak, Raymond C. Sonnenberg, Harold R. Rahbain, L. R. Sheldon, J. J. Fitzgerald, Paul'Aberwald, Robert W. Langton, Robert M. Roessler,_ (Richard J. Toington, Sidney Ellstrom, George M. Hines and Louis C. Wegner were each read and upon motion by McQuillan, second by Narveson, the same were granted. A motion was made by Yaeger, second by Fryer, to defer action on the granting of a license to Lawrence E. Fellows and Ray Benedict for two taxicabs. 11 members of the Council voted in favor thereof except Aldermen McQuillan and Narveson who voted "no". The application of Lawrence E. Fellows and Ray Benedict to operate two taxicabs was read and upon motion by McQuillan, second by Narveson, the same was rejected, all voting in favor of not granting the application except Aldermen equillan and Narveson, who voted "yes". The application of the Service Cabs to operate 6 taxicabs on the streets f Rochester was read and -upon motion by McQuillan, second by Narveson,-the same ere granted. The application of R. C. Emerson for a permit to place and maintain a ign was read and upon motion by Yaeger, second by Kjerner, the permit was granted Upon motion by Yaeger, second by Fryer, the City Clerk was authorized tc loan the original copy of a resolution setting up a contract with the Public tility Department for the use of poles, to the N. W. P.. Fund and ordering payment made to Carlisle G. Fraser, which was read. r Upon motion by Kennedy, second by Yaeger, that the said resolution be 1 adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. I I Alderman Fryer introduced a resolution appropriating $93.26 from .the General Fund and $838.,57 from the Lighting Fund and ordering payment made to Foster Electric Company for Christmas Street Lighting and fixtures for city hall,' which was read. Upon motion by Kjerner, second by Narveson, that the said resolution bs, adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. II Alderman Kennedy introduced a resolution appropriating $347.75 from the Lighting Fund and ordering payment made to City of Rochester, Public Utilities, i which was read. Upon motion by Kjerner, second by Fryer, that the said resolution be (adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kennedy introduced a, resolution appropriating $241.95 from the General Fund and ordering payment made to The Rochester Post Bulleti.n for I, publishing notices, minutes, etc., which was read. II Upon motion by Narveson, second by Kjerner, that the said resolution ,!be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kjerner introduced a resolution appropriating $7,104.69 from the Street & Alley Fund and ordering payment made to the George T. Ryan Company ,for the purchase of 1 Galion Motor Grader, which was read. Upon motion by Yaeger, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the � I ;said resolution duly passed and adopted. Alderman Kjerner introduced a resolution appropriating $1142.95 from the P.I.R. Fund and ordering payment made to Carlisle G. Fraser, which was read. j Upon motion by Kennedy, second by Fryer, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Upon motion by Yaeger, second by McQuillan, that the said resolution be adopted as read, and all voting in favor thereof, �retident Lemmon declared the said resolution duly passed and adopted. Alderman Yaeger introduced a resolution authorizing the Public Utility Board to enter into' contract with John A. Clark Electric Company, ' which was read. Upon motion by Fryer, second by 7faeger, that the said resolution be ladopted as read, and all voting in favor thereof, President Lemmon declared the' lsaid resolution duly passed and adopted. Alderman Fryer introduced a resolution setting up salaries of employees) lof the Public Utility Department covering the period from January 15, 1946 to (April 1, 1946, which was read. Upon motion by Kennedy, second by Fryer, that the said resolution be adopted as read, and all voting in favor thereof, rresident Lemmon declared the said resolution duly passed and adopted. I' The City Engineer recommended that insulation be placed between the rings Land the manhole covers on: -the manholes for underground utilities to eliminate the''i ;'piling up of ice around the manholes during the winter season. Upon motion by i ,Fryer, second by Kennedy, the City Engineer was instructed to request the Public !Utility Board to take care of the said manholes.
