President Lemmon called the meeting to order at 2:00 o'clock P.M., the following members being present: President Lemmon, Aldermen Fryer, Kjerner, McQuillan, Narveson, and Yaeger. Absent: Kennedy. Upon motion by Fryer, second by Kjerner, the minutes of'the meeting of February 27, 1946 were approved. President Lemmon stated this as being the time and place set for the opening and receiving bids for furnishing a 21 ton pickup truck for use in the City Engineer's Department. The bids of Universal Motors, Inc. in the amount of $1129.92 and Clements Chevrolet Company in the amount of $1119.40, were each read and action on the same was postponed until March 13, 1946. President Lemmon stated this as being the time and place set for receiving and opening bids for the purchase of used radio equipment belonging to the Rochester Police Department. No bids were received and the time for -.-receiving bids was extended to March 13, 1946. The recommendation of the Police Committee, the City Attorney and the Acting Chief of Police that Lawrence Fellows be allowed to park his sight seeing bus on angle parking on the east side of Ted Dieter's Cigar Store, the space.to be used only during the time he is operating his sight. seeing car, was read and upon motion by McQuillan, second by Narveson, the recommendation was accepted and license for a sight seeing car was granted to him. The following resolution passed by the Public Utility Board was read ane the same was ordered placed on file: "Be it and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota that the Honorable Mayor and Common Council be and are hereby requested to authorize the said Board to purchase the following materials in order that said materials may be on hand to serve the emergency housing projects now contemplated and be it further resolved that such authorization be given by an Emergency Order as provided for by City Charter: - Approximately 12 - 25 KVA Transformers) or available sizes - Approximately 10 - 10 KVA Transformers) $4,750.00 200 Electric Meters and Connection Boxes - - - - - - - 2,500.00 200 Water Meters - - - - - - - - - - - - - - - - - - - 2, 750. o0 15,000 feet service drop cable - - - - - - - - - - - - 2,250.00 Copper pipe and corporation stops, curb stops and boxes for 200 services - - - - - - - - - - - - - 2,400.00 $14,650.00" The request of Jack L. I A notice from the League of Minnesota Municipalities of Municipal Short Courses to be held at the University or, the following dates was read and the same was ordered placed -on file: Assessors, March 4-6; Water, March 11-12; Plumbing,i' i March 13; Sewer, March 18-20; Finance, March 21-23. The following certificate was read and upon.motion by Fryer, second by, I Yaeger, the same was accepted and ordered placed on file: j. Finch, Acting City Treasurer of the City of Rochester does hereby certify that he has securities on hand belonging to the City of Rochester and The Rochester Police Relief Association of the -City of Rochester in the safe deposit box at the First National Bank of Rochester, Minnesota, and according to the City Clerk's Record of Sinking Fund I, Investments of the City of Rochester, the face value of the securities belonging to the City of Rochester is $2,089,000.00, and according to the Treasurer's Record of the Rochester Police Relief Association, the face value of the securities belonging to said association is $20,000.00, or a total amount of I securities to be accounted for according to the above described records at face value are $2,109,000.00. 41 Fred R. Finch, Acting City Treasurer, also certifies that on February 13, 1946, the said securities were actually counted and inspected by Deputy Public Examiners, G. S.J. Anderson I' and C. B. McCann of the Department of Public Examiner, St, Paul, Minnesota, at the First National Bank of Rochester in the presence of Fred R. Finch and he states that the face value of all such securities in his custody is $2,109,000.00. The undersigned persons named all agree and certify as to the correctness of the above statements and that this certificate was duly prepared and executed on the 13th day of February, 1940at the City Hall, City of Rochester, Minnesota. • I F. The petition for the. construction of a sanitary sewer and watermain. and l grading in Sth Avenue Northwest from 14th Street Northwest to 395 feet North was read and President Lemmon referred the same to the Semler Committee, the Water Committee, and the City Engineer. The petition for the construction of a sanitary sewer and watermain and grading in 14th Avenue.Northeast from 9th Street to loth Street Northeast and for a sanitary sewer and watermain in 9th Street Northeast from 13th to 15th Aven+ae- Northeast was read and President Lemmon referred the same to the Sewer Committee, the Water Committee and the City Engineer. A communication from Leonard Herber containing several suggestions as to proposed changes in the City of Rochester was read and the same was ordered placed Ion file. A petition signed by 31 residents in the locality of 15th Avenue and 2nd.Street Southeast requesting that stop signs be installed in order to bring treet traffic to a full stop at the said intersection was read and the same was eferred to the Police Committee and the Acting Chief of Police. The appointment of Mrs. Geraldine E. Bielenberg as second stEnographer and clerk of registration in the City Clerk's, office was read and upon motion by "IlFryer, second by Kjerner, the same was approved. A communication from Mrs. James IT. Taft of Portland, Oregon requesting the approval and acceptance of a plat to be known.as Indian Heights Addition and any comments or suggestions that the Council might offer on. the remaining area of her property North of 14th Street Northwest was read and upon motion by McQuillan, econd by Narveson, it was requested that Mrs. Taft be notified that the Council ould be interested in accepting further plats of her property. Upon motion by McQuillan, second by Yaeger, Mr. Paul Plantz, Electrical nspector, was authorized to attend a short course for Electrical Inspectors to e held in Minneapolis on March 11, 1946 at City expense. The annual report of the Rochester Public Library was read and the same J as ordered placed on file. The report of the Trustees of the Walter Hurlbut Book Fund for the Galen ear of 1945 was read and upon motion by Narveson, second by Kjerner, the same i%ras ccepte.d and ordered placed on file. The report of the Building and Plumbing Inspector for the month of February, 194.6 showing building permits issued $66.00 and plumbing permits issued, $51.50 and heating permits issued $15.75 and the report of the Electrical c r Inspector showing electrical permits issued $24.25, were each read and President Lemmon ordered that the same be placed on file. The report of the Clerk of Municipal Court for the week ended March 2,I 1946 showing total criminal fines and costs collected $348.90, civil fees received, i $..50 and conciliation court fees, $.50, was read and having been previously approved by the City Attorney, President Lemmon ordered that the same be placed on file. The report of the City Weighmaster for the month of February, 1946 I showing receipts of $29.30 was read and President Lemmon referred same to the i Finance Committee. A petition for the construction of a sidewalk on the west side of 15th Avenue Southeast, from douse No. 217- 15th Avenue Southeast to 2nd Street South- east was read and the same was referred to the Street & Alley Committee. I A petition for the construction of a surface drainage sewer in 15th Avenue Southeast from 2nd Street to.4th Street Southeast was read and the same was referred to the Sewer Committee. i The application of Wm. I' read and upon motion by Kjerner, The application of Wm. W. Saholt for "Off Sale" 3.2 Beer License was second by Yaeger, the license was granted. W. Saholt for Cigarette License was read and upon motion by Yaeger, second by Narveson, the license was granted. The application of Carroll D. Cady for a Driver's License was read and upon motion by McQuillan, second by.Kjerner, the license was granted. The application of Fred A. Roepke for a Master Electirician's License was read and upon motion.by McQuillan, second by Fryer, the license was granted. r The application of Clarence Claude for Journeyman Electricians License,. was read and upon motion by Kjerner, second by McQuillan, the license was granted,. The application for a Journeyman Heating Workers License of Gordon L. De'Vogel was read and upon motion by McQuillan, second by Kjerner, the license was I granted. The application of Howard McGoon for a Taxi Cab License was read and i r upon motion by McQuillan, second by Narveson, the said license was granted. The application of Wm. W. Finch in the amount of $50,000.00. with the GbI Indemnity Company as surety and the surety bond of Frederick A. Roepk.e in the amount of $1000.00 with the National Surety Corporation as surety, were each read and upon motion by Fryer, second by Yaeger, the bonds were approved, the surety thereon accepted and it was ordered -that the same be placed on file. The United States Fidelity and Guaranty Company automobile policy No. ,AC932278 covering an automobile operated by Howard McGoon as a taxi cab, limits being bodily injury for each person. $15,000.00, $30,000.00 for each accident and property damage for each accident $5,000.00, was read and the same was approved and ordered placed on file. Alderman Fryer introduced a resolution appropriating $60.00 from the General Fund, $169.25 from the Sewer Fund and $638.34 from the Street & Alley Fund and ordering payment made to the Street & Alley Fund for use of equipment, which was read. Upon motion by Kjerner, second by Fryer, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating $2883.78 from the Lighting Fund, $2.00 from the Street & Alley Fund and $18.00 from the General Fund and ordering payment made to City of Rochester, Public Utilities, which was read. Upon motion by Yaeger, second by Narveson, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kjerner introduced a resolution ordering the first hearing on the cons-truction of a sanitary sewer and waterma.in and grading• of 8th Avenue Northwest from loth Street, North 385 feet, which was read. Upon motion by Fryer., second by McQuillan, that the said resolution be adopted•as read, and all - voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kjerner introduced a resolution ordering the first hearing on the construction of a. sanitary sewer and watermain in l5th Avenue Northeast from 9th to loth Street Northeast and the grading of 15th Avenue Northeast from 9th to loth Street Northeast, which was read. Upon motion by Narveson, second by Fryer, that the said -resolution be - adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly -passed and adopted. Alderman Narveson introduced a resolution appropriating $336.90 from -the General Fund and ordering payment made -to -City of Rochester, Public Utilities for 0 steam heat for city hall, which was read. 630 Record of. Alderman McQuillan introduced a resolution granting a public dance permit i to the Cooperative Oil Company, which was read. Upon motion by Kjerner, second by McQuillan, that the said resolution be adopted as read, and all voting in favor thereof, president Lemmon declared the said resolution duly passed and adopted. • Alderman Kjerner introduced a resolution adopting a resolution passed Eby the Public Utility Board, which was read. Upon motion by Yaeger, second by Fryer, that the said resolution be ladopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. An Ordinance Annexing to the City of Rochester, the Sub -Division of Graham property in the Northeast quarter (NE1.) of Section Eleven (11) Township One Hundred Six (106) North, Range Fourteen (14) West, in Olmsted County, Minnesota;' was given its first reading. Upon motion by Fryer, second by Kjerner, and upon roll call and all voting in favor thereof, the rules were- suspended and the ordinance was given its second reading. Upon motion by Yaeger, second by McQuillan, and aupon 3b011 call and all voting in favor thereof, the rules were suspended and the Ordinance was given its third and final reading. Upon motion by Fryer, second b.y Kjerner, that the said Ordinance be adopted as read, and all voting in favor thereof, President Lemmon declared the said Ordinance duly passed and adopted. An Ordinance amending an Ordinance entitled, "An Ordinance for the purpose of promoting health, safety, order, convenience and general welfare, by regulating the use of land, the location, size, use and height of buildings, and the arrangement of building on lots, and the density of population within the City of Rochester, Minnesota, all in accordance with a comprehensive plan," was given its first reading. An Ordinance to regulate the transportation of gasoline by trucks in the City of Rochester, Minnesota was given its third and final reading and upon motto by McQuillan, second by Fryer, that the said Ordinance be not adopted as read, and all voting in favor thereof, President Lemmon declared the said Ordinance not adopted. An Ordinance covering a franchise to Harlan W. Briease and Kenneth Ketchum doing business as the Service 'Cab Company in Rochester, was given its second reading. An Ordinance covering a franchise to the Yellow Cab Company, was given its second reading. Chief of the Fire Department, C. E. Ginther, brought up the matter of overhauling the chassis of one of the fire trucks now in operation and upon motion by McQuillan, second by Yaeger, the.specificaticns for same were accepted and the 632 Record of official Proceedings of the Common Council, of the City o Rochester Minnesota March: 4 *lg 46 • . y f ,, City. Clerk was instructed to advertise for bids to be received on. April 1, 1946. Upon motion by Fryer, second by gjerner, the plans and specifications for r the construction of the following described sanitary sewer and watermain were accepted and the City Clerk was ins.truct.ed to advertise for bids on .the same to i ;be received on March lg, 1946: Sanitary sewer;from 8" to 21" sanitary sewer main from the trunk line sewer in Broadway South., thence through Soldiers Field, to the 'Graham Addition and on 3rd and 4th Avenue Southwest in the seid Graham Addition and a. 6" watermain starting on 3rd Avenue Southeast 262 feet Forth of 16th Street (Southeast running thence West on 16th Street to Graham Addition and on 3rd and 4th' Avenue Southwest in Graham Addition. Mr, George Henke appeared before the Council and offered to rent a certain piece of real estate to be used for the temporary housing units to be seti; ,up by the City of Rochester. Upon motion by Fryer, second by Yaeger, the matter ,was left in the hands of the Public Grounds Committee, the City Attorney and the f City Engineer with power to act.
