Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota held in the Council Chambers, in the City Hall _in
Iisaid City, on March 16, 1946. I'
President Lemmon called the meeting to order at 7:30 o'clock P.M., the
following members being present: Alderman Lemmon, Fryer, Kjerner, McQuillan,

Narveson, and Yaeger. Absent: Kennedy.

Upon motion by Yaeger, second by Narveson, the minutes of the meeting
of March 4, 1946 were approved.
President Lemmon stated this as being the time and place set to recei.vel'
jand open bids on the construction of a watermain in 3rd Avenue Southeast from 16th
(Street Southeast to 262 feet North, and in 16th Street Southeast and Southwest
!from 3rd Avenue Southeast to 4th Avenue Southwest. The bid of Carlisle G. Fraserll
in the amount of $11, 230. 50 was read.
President Lemmon stated this as being the tia.e and place set for

President Lemmon stated this as being the time and place set for 1.
receiving and opening bids on the construction of a sanitary sewer through
Soldiers Field Golf Course from South Broadway bridge to the service drive along
Highway No. 52. The bid of Carlisle G. Fraser in the amount of $70,627.00 was I'

President Lemmon referred Mr. Fraser's bids on the said projects to thej

Street & Alley Committee and the City Engineer for tabulation and recommendation.

President Lemmon stated this as being the time and place set for

receiving and opening bids on the construction of a. sanitary sewer in 3rd Avenue
Southwest and in 4th Avenue Southwest from 12th Street to 16th Street Southwest •
and in the service drive along 12th Street Southwest from 3rd Avenue Southwest toll,
14th Avenue Southvest. The bid of Carlisle G. Fraser in the amount of $16,390.00
was read and the same was referred to the Street & Alley Committee and the City
Engineer.

The recommendation of the Water.Committee that the contract fcr the
!'installation of a watermain in 3rd Avenue Southeast from 16th Street Southeast
to 262 feet North and in 16th Street Southeast and Southwest from 3rd Avenue

along 12th Street Southwest and in 16th Street Southwest from 3rd Avenue Southwes
to 4th Avenue Southwest be awarded to Carlisle G. Fraser for the sum of $21,791.0(
was read and upon motion by McQuillan, second by Fryer, the same was approved.
The recommendation of the Sewer Committee that the contract for the
installation of a sanitary sewer. through Soldiers Field Golf Course from the
§outh Broadway Bridge to the Service Drive along Highway No. 52 be awarded to
Carlisle G. Fraser for the sum of $70,627.00 was read and upon motion by Kjerner,
second by Fryer, the same was approved.
The recommendation of the Sewer Committee that the bid of Carlisle G.
Fraser for the sum of $18, 390.00 be rejected at.. the request, of the abutting
property owners who desire- to negotiate a private contract for the installation
of a sanitary sewer -in 3rd Avenue Southwest and in 4th Avenue Southwest from
12th Street Southwest to 16th Street Southwest and in the service drive along
12th Street Southwest from 3rd Avenue Southwest to 4th Avenue Southwest was read
and upon motion by Fryer, second by Narveson, the recommendation of the Committee
was accepted and the City Clerk was instructed to return the certified check
submitted with said bid.
The recommendation of the Street & Alley Committee that the City
-advertise for bids for the purchase of a Power Shovel for use of the Street 8
Alley Department was read and upon motion by Kjerner, second by McQuillan, the
City Clerkwas instructed to advertise for bids for the purchase of a power
shovel to be received on April 8, 1946 at 7:30 o'clock P. M.
The recommendation of the Street & Alley Committee that the City
advertise for bids for furnishing 100,000 gallons MC 3-Cutback Asphalt and 35,0001
gallons TC 3-Tar was read and the same was ordered placed on file.
The petition of the Mayo Properties Association for the annexation of
the following described property to the City of Rochester, the west 10 acres of
the SE4 iof the SW4 and the east 10 acres of the SWof the SA of Section 25.,
Township 107 North, Range 14 West, in Olmsted County, Minnesota, and for the
construction of sewer and water connections a.r_d'the grading of streets was read
and upon motion by Narveson, second by Kjerner, the City Attorney was instructed
to draft an ordinance for the annexation of the said lands and the City Engineer
was instructed to prepare plans for the requested improvements.
The petition of the Mayo Properties Association for the construction ofl
a -sanitary sewer and watermain to serve Block 11, of Homestead Addition was read
and upon motion by Fryer, second by Kjerner, the City Engineer was instructed to
prepare plans for the said improvements.

Rochester, etal, were each read and upon motion by Kjerner, second by Narveson, •
the same were referred to the City Attorney.
The application of the Service ;abs for a license to operate a Cadillac;'
Sedan, Minnesota license No. 99-221 was read and upon motion by Fryer, second by

the license was granted.

The applications for Driver's Licenses of Orville N. Mertz, J. H. Kremer,
Kenneth F.
Curtright, Nroman Francis, Harold J. Waters and Glen Poole were each

The application of E. A. Swanson to move a house 2$ feet by 49 feet and

Upon motion by Narveson, second by Fryer, that the said resolution be
ladopted as read, and.all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Fryer introduced a resolution accepting the bid of Carlisle G.
IFraner for installation of a sanitary sewer through Soldiers Field Golf Course
from the South Broadway bridge to the Service Drive along Highway No. 52, which
was read.
Upon motion by Narveson, second by McQuillan, that the said resolution
be adopted as read, and all voting in favor thereof, President Lemmon declared th
said resolution duly passed and adopted.
Alderman Kjerner introduced a resolution ordering bids for the purchase
of cutback asphalt and tar for the season of 1946, which was read.
Upon motion by Kjerner, second by Fryer, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon.declared the
said resolution duly passed and adopted.
Alderman McQuillan introduced a resolution authorizing the Board of Par
Commissioners to enter into contract with the Clements Chevrolet Company for
purchase of a 12 ton truck, which was read.
Upon motion by Narveson, second by McQuillan, that the said resolution
be adopted as read, and all voting in favor thereof, President Lemmon declared
the said resolution duly passed and adopted.
Alderman McQuillan introduced a resolution appropriating $259.07 from'
the Lighting Fund and ordering payment made to City of Rochester, Public Utilitief
for electric and water at airport, which was read.
Upon motion by Fryer, second by Kjerner, that the -'said resolution be
adopted as read, and-a.11 voting in favor thereof, -President Lemmon declared the
said resolution duly passed and adopted.
Alderman Narveson introduced a resolution appropriating $7.69 from the
General Fund, $304- 76 from the Sewer Fund and $3. 24 from the Bridge Fund and
ordering payment made.to the Fullerton Lumber Company, which was read.
Upon motion by McQuillan, second by Kjerner, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said recolu.tion.duly passed and adopted.
Alderman Fryer introduced a resolution granting 17 public dance permits
to George C. Ramme,. which was read.
Upon motion by Fryer, second by McQuillan, that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared th-e

I' An Ordinance entitled, "An Ordinance empowering the Common Council to
ordinance No. 599 known as the building code,
i;modify/ordinance No. 559 known as the Electrical Code, and Ordinance No. 619,

known as the Plumbing Code, and any amendments thereto, by resolution upon
application of any person, firm or corporation and upon the approval of the
building and/or plumbing and/or electrical Inspector, during the present emergency,
j was given its first reading.
Upon motion by Fryer, second by Kjerner, and upon roll call and all

noting in favor thereof, the rules were suspended and the ordinance was given its
lsecond reading.
Upon motion by McQuillan, second by Fryer, and upon roll call and all
(voting in favor thereof, the rules were suspended and the Ordinance was given
[its third and final reading.
