HomeMy WebLinkAbout05-13-1946I 114 May 13, 1946 Minutes of an adjourned meeting of the Common Council of the City of (Rochester, Minnesota, held in the Council Chambers in the City Hall in said City,I on May 13, 1946. President Lemmon called the meetingto order at 7:30 o'clock P.M., the following members being present: President Lemmon, Aldermen Fryer, Kennedy, ,Kjerner, McQuillan_, Narveson, and Yaeger. Absent: None. 1 Upon motion by Kjerner, second by McQuillan, the minutes of the meeting of May 6, 1946 were approved. • President Lemmon stated this as being the time and place set for receiving and opening bids for the construction -of a. sanitary sewer and watermain, 'to the Quonset Huts at the Veteran's Housing Project at the Fair Grounds. The (bid of Carlisle G. Fraser in the sum of $3093.30 was received and opened. f The recommendation of the Sewer and Water Committees that the bid of Carlisle G. Fraser Anthe sum of $3093.30 for the installation of sanitary sewer and water connections for the Quonset Huts in the Fair Grounds was read and upon motion by Fryer, second by Kennedy, the same was approved. The application of Victor D. Bonser to operate a news stand at the northeast corner of Second Avenue and First Street Southwest was read and upon motion by McQuillan, second by Kjerner, the application was denied; The petition of Raymond E. Karvel to have Lot 20, Block 5, Elm Park (Addition zoned as commercial was again considered by the Common Council. Mr. I ; Karvel was present and urged that his petition be granted.- Mr. Jack Batdorf and :five other residents from that locality appeared at the meeting and opposed the Izoning change. After hearing discussion from those present a motion was made by + i Fryer, second by Kennedy, and all voting in favor thereof except McQuillan, who voted "no", Mr. Karvel's petition was denied. ,I During the discussion on the change of Lot 20, Block 5, Elm Park from a it • residential to a commercial zone complaints were entered that the Standard 011 Company filling station on 12th Avenue Southeast was not operated by a veteran as the Standard Oil Company representative stated when he made request to have the that station reopened andla certain party was operating a commercial business on 12th Street Southeast in a residential zone. Upon motion by Fryer, second by Kennedy, the Building Inspector was instructed to investigate both complaints and report at, the next meeting. I Notice of the annual League of Minnesota Municipalities Convention to be held at Brainard, Minnesota on June 10, 11, 12 and 13, 1946 was read and those I ' ,wishing to"•a.ttend were authorized to do so at City expense. A statement of receipts and disbursements in the Park Improvement Fund for the month of April, 1946 was read and the same was ordered placed on file. The City Engineer's trial balance for the month of April, 1946 wqs read land the same was ordered placed on file. The report of the Clerk of the Municipal Court for the week ended May 11 946 showing -total criminal fines and costs collected $464.00 and conciliation ourt fees $.50 was read and having been previously approved by the City Attorney, resident Lemmon ordered that the same be placed on file. The application of the Service Cab Company for a license to operate one • taxi cab was read and upon motion by Fryer; second by Kennedy, the license was gran ted. The applications of Paul O'Brien and Ernest R. Steiger, Jr. for Driver's license were each read and upon motion by Kjerner, second by Narveson, the license were granted. The application of Emil,Nietz for Electrical Contractor's license was read and upon motion by Narveson, second by McQuillan, the license was granted. The application of Emil Nietz for a Master Electricians license was read and upon motion by McQuillan, second by Narveson, the license was granted. The application of Woodhouse Bros. for Hot Air Heating, Air Conditioning Ilnd Ventilating Contractor's license was read and upon'.motion by Kjerner, second b; McQuillan, the license wa's granted. • Ma 1_3.. _1946 - - -- II f The application of Francis Christopherson for a license to connect with, (sewers and trains was read and upon motion by Fryer, second by Yaeger, the license; I, (was granted. The surety bond of Francis Christopherson in the amount of $1000.00 withi j'the Fidelity and Casualty Company of New York as surety, was read and upon motion. Irby Fryer, second by Kennedy, the bond was approved, the surety thereon accepted I jand it was ordered that the same be placed on file. I' The application for transfer of "Off Sale" Intoxicating Liquor License from Emanuel Kostakes as an individual to Emanuel Kostakes and Harold Golod as a partnership was read and upon motion by Fryer, second by Mcquillan,•the same was !approved. i Alderman Fryer introduced a resolution appropriating $160.74 from the i! 'Park Improvement Fund and $102.85 from the Lighting Fund and ordering payment jl made to City of Rochester, Public Utilities which was read. i Upon motion by Yaeger, second by Fryer, that the said resolution be ladopted as read, and all voting in favor thereof, President Lemmon declared the lsaid resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating $1110.50 from the Park Improvement Fund and Ordering payment made to City of Rochester, Public Utilities for steam heat for auditorium, which was read. Upon motion by Kjerner, second by Yaeger, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the I. said resolution duly passed and adopted. i; (I Alderman Kennedy introduced a resolution appropriating $576.00 from the ;I jPark Improvement Fund and ordering payment made to Edwin C. Upon motion by Fryer, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the i 'said resolution duly passed and adopted. I Alderman Kennedy introduced a resolution appropriating $329.02 from the :Park. Improvement Fund and ordering payment made to Rochester Dairy Cooperative for', ,merchandise delivered to the Mayo Civic Auditorium, which was read. Upon motion by Narveson, second by Kennedy, that the said resolution be' i jadopted as read, and all voting in favor thereof, President Lemmon declared the ;said resolution duly passed and adopted. Alderman Kjerner introduced a resolution granting a public dance permit) to Percy Klein, which was read. Upon motion by Fryer, second -by Kennedy-, that the -said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution. duly passed and adopted. • Alderman McQuillan introduced a resolution granting a public dance permit to Mike Sternberg, which was read. Upon.motion by Fryer, second by Kennedy, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman-Kjerner-introduced a resolution authorizing the Mayor and City Clerk to execute a deed conveying a certain piece of land to Township of Oronoco, which was read. Upon motion -by Fryer, second by Kennedy; that the said resolution'be- adopted as read, -and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman McQuillan introduced a resolution accepting the collateral, assignment, etc. of the First National Bank in lieu of a depository bond, which was -read. Upon motion by Narveson, second by Yaeger, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Narveson introduced a resolution accepting the collateral, assignment, .etc. of Olmsted County Bank & Trust Company in lieu of a depository bond, which was read. • Upon motion by Kjerner, second.by Kennedy, that the said -resolution be adopted as read, and all voting .in favor thereof, President-Lemmon declared the said resolution duly passed and adopted. Alderman Yaeger introduced a resolution appointing Mr. E.-A. Zuehlke a.s project manager of the Federal Housing Project at the fair grounds and settingi salary for same at $75.00 per month to be paid from rentals received from housing � units,- which was read. Upon motion by Yaeger, second by Kjerner, that the said resolution be adopted as read, and all -voting in favor thereof, . Fre-sident Lemmon declared the said resolution duly passed and adopted. The following communication was read and the City Clerk was instructed ,to reply to same stating the reason why the Common Council had rescinded the I • • 1 1 • 1 0 1 the resolution approving scales for the year 1946-1947: "Honorable City Council Rochester, Minnesota: When our wage scale committee, Mr. Bert Peterson and Mr. August Dornack, presented the wage scale to you, they asked and received assurance, that if any changes were made in any department, they would be notified. Now we find that the scale has been turned down and to date the Central Labor Union and its scale committee areas yet uninformed as to the reasons this was done. The Committee presented the scale after consulting its affiliated members regarding their wage scale for the coming year and feel that they should have been notified before changes were made.
