HomeMy WebLinkAbout06-22-1998RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL Agenda Item A-1 B-1 M C-1-5 C-1 CITY OF ROCHESTER, MINNESOTA 5285 Recessed Meeting No. 14 — June 22, 1998 President John Hunziker called the meeting to order at 3:45 P.M. with the following members present: Councilmembers Mack Evans, Ed Hruska, Marcia Marcoux, Jean McConnell, David Senjem, Walter Stobaugh. Absent: None A Continued Hearing on Final Plat #98-16 to be known as Menards North Subdivision. Having no one wishing to be heard, President Hunziker closed the hearing. Councilmember McConnell was concerned about the width of the buffer zone and whether it was sufficient to cut the sound problems to the neighborhood. He noted recent problems as well with the noise from the car dealerships. Richard Freese and Mike Nigbur, Public Works Department, explained that the City is obtaining an easement for storm water drainage on the north and east edge of the property which will allow for a permanent buffer area to be developed. Councilmembers Senjem moved, Evans seconded, to approve Final Plat #98-16 to be known as Menards North Subdivision with five conditions. Ayes (7), Nays (0). Motion carried. A Continued Hearing on Final Plat #98-17 to be known as Century Hills Townhomes Second Subdivision. Wishing to be heard was Don Borcherding, Yaggy-Colby Associates, available for questions. He noted that revisions to the final plat had been made; i.e., the number of the CIC plat was incorrect, it would be a continuation of the townhomes development and an easement on a separate lot Would be made to continue the access. Mitzi Baker, Planning Department, noted that Condition #1 should be dropped. Having no one further wishing to be heard, President Hunziker closed the hearing.. Councilmembers Hruska moved, Stobaugh seconded, to approve Final Plat #98-17 to be known as Century Hills Townhomes Second Subdivision with six conditions. Ayes (7), Nays (0). Motion carried. Adopt Resolution No. 374-98 awarding the contract for Project No. 6225-3-97 (J- 9464) "Extension of Sanitary Sewer and Watermain in 2Vh Street S.W. from Meadow Hills Drive S.W. to Approximately 210 Feet West" to Swenke Company in the amount of $66,457.10. Adopt Resolution No. 375-98 awarding the contract for Project No. 6217.5-2-97 (J- 9450) "Curb, Gutter and Overlay 17 Y2 Street S.E." to Rochester Sand & Gravel in the amount of $79,576.50. Ayes (7), Nays (0). Motion carried. Councilmember Marcoux and other members raised questions on the Rookies Sports Bar & Grill request for sound amplification permits for their location at 1517 16t' Street S.W. There was concern about the 1:00 A.M. finish and the length of time these would be held in the future. Councilmembers Stobaugh moved, Marcoux seconded, to approve the Sound Amplification permits for Rookies Sports Bar & Grill for Friday evenings from 9:30 to 11:00 P.M. and Saturday and Sundays from 2:00 to 9:00 P.M. with continuation only until the last weekend of August (August 30t'). Ayes (7), Nays (0). Motion carried. Councilmembers Stobaugh moved, Evans seconded, to table the awarding of the contract to Rochester Sand and Gravel for Project No. 6207-4-96A (J-9363) until after the public hearing is held on July 20, 1998. Ayes (7), Nays (0). Motion carried. Councilmembers Evans moved, McConnell seconded, to adopt Resolution Nos. 376-98 and 377-98 ordering the preparation of the Assessment Roll and calling for a public hearing for July 20, 1998 for Project No. 6207-4-96A (J-9363) "Reconstruct 7d' Street N.W. from 400 Feet West of 43`d Avenue N.W. t the West Line of Manor Woods West Eighth Subdivision". Ayes (7), Nays (0). Motion carried. Councilmembers Stobaugh moved, Senjem seconded, to recess the meeting until the Council completes Item #2 on the Committee -of -the -Whole Agenda. Ayes (7), Nays (0). Ayes (7), Nays (0). Motion carried. Having no further business, Councilmembers Senjem moved, Marcoux seconded, to recess the meeting to 12 Noon on June 24, 1998. Ayes (7), Nays (0). Motion carried.
