HomeMy WebLinkAbout04-21-1947236 Minutes of an adjourned meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall in said Cityl; on April 21, 1947. President Pro tem Fryer called the meeting to order at 7:30 o'clock P.M., the following members being present: Aldermen Akenhead, Fox, Fryer, Kennedy, Kjerner, and Yaeger. Absent: President Lemmon. President pro tem Fryer stated this as being the time and place set for receiving and opening bids for the construction of a sanitary sewer and watermain in Plummer's Lane from Plummer's Circle to 400 feet south. The bids of Carlisle G. Fraser in the amount of $9,501.15 for sanitary and storm sewer and $1, 725.00 for watermain, and De Graff Wolff in the amount of $11, 366.50 for sanitary and storm sewer and $1,909.25 for watermain, were each received and opened. President pro tem Fryer stated this as being the time and place set for receiving and opening bids for the construction of a•sanitary sewer and watermain and the grading of 14th Avenue Northeast from 9th Street Northeast to loth Street Northeast. The bids of Carlisle G. Fraser in the amount of $1,992.701 for sanitary sewer and $2,760.90 for watermain and DeGraff Wolff in the amount of $1.976.50 for sanitary sewer and $2,986.75 for watermain, were each received and opened. President pro tem Fryer stated this as being th-e time and place set for receiving and opening bids for the construction.of a curb and gutter in 6th Avenue Southwest from 7th to 9th Street Southwest. The bids of C. M. Boutelle in the amount of $4, 565. 73 and Gordon Winslow Co. in the amount of $4. 293. 32 were 'each rec.eived and opened. President pro tem Fryer stated this as being the time and place set i for receiving and opening bids for the construction of a curb and gutter in loth Street Northwest from Broadway Street North to 2nd Avenue Northwest. The bids of C. M. Boutelle in the amount of $2, 294.46 and Gordon Winslow Co. in the amount of 2,156.72, were each received and opened. President pro tem Fryer stated this as being the time and place set for receiving and opening bids for the construction of a curb and gutter in Sth .Avenue Southeast from 6th to 9th Street Southeast. The bids of C. M. Boutelle in -the amount of $6,407.60 and Grodon Winslow Co. in the amount of $6.649.45, were each received and opened. President pro tem Fryer stated this as being the time and place set for receiving and opening bids for the purchase of street signs in Carroll's Addition, Graham Addition and Homestead Addition and along Broadway Street North and South. The bid of Lyle Signs, Inc. in the amount of $707.25 was received and opened. • C� J • • 1 237 1 Argil 21, 1.947 Representatives from the Ladies.Auxiliary of the American Legion and the Veterans of Foreign Wars appeared at the meeting and requested permission to sell poppies on the streets of Rochester on May 24th. Upon motion by Kennedy, second by Yaeger, the request were granted. The recommendation of the Sewer Committee that the contract for the `installation of a sanitary and storm sewer in Plummer's Lane from Plummers Circle to 400 feet South be awarded to Carlisle G. Fraser in the amount of $9, 50'1.15 was read and the same was ordered placed on file. The recommendation of the Water Committee that the contract for the installation of a watermain in Plummer's Lane from Plummer's Circle to 400 feet. South be awarded to Carlisle G. Fraser in the amount of $1,725.00 was read and the same was ordered placed on file. The recommendation of the Water Committee that the contract for the installation of a watermain in 14th Avenue Northeast from 9th to loth Street gortheast be awarded to Carlisle G. Fraser for the sum of $2,760.80 was read and the same was ordered placed on .file. ' The recommendations of the Street & Alley Committee recommending approv61 j of a petition for installation of a curb and gutter in 2nd Street Northeast from llth to 13th Avenue; curb and gutter in 5th Avenue Southeast from loth to llth ,Street Southeast; curb and gutter on the east side of 5th Avenue Northwest from ,Center Street to lot Street; and sidewalks along the west side of 12th Avenue ' I Southeast from 6th Street to Sth Street and on the south side of 6th Street Southeast from loth to 12th Avenue, and directing the City Engineer to make plans and specifications for the same, were each read and upon motion by Yaeger, second by Fox, the same were approved and ordered placed on file. The.following recommendation of the License Committee was read and upon motion by Kjerner, second by Akenhead the same.was approvedi "Hon. Mayor and Common Council City of Rochester, Minnesota Gentlemen: We, the undersigned License Committee of the Common Council, recommend that forty (40) taxi cab'liceuses be the -maximum number of licenses granted at this time. We recommend granting 26 licenses to the Yellow Cab Company, 9 licenses to the Service Cab Company and 2 licenses to the ' McGoon Taxi Company. Respectfully submitted, I. Kennedy, Member" Upon motion by Yaeger, second by Kjerner, the City Clerk was authorized to return the certified checks of the unsuccessful bidders who submitted bids for the construction of sanitary sewer, watermains and curb and gutter. Alderman Yaeger introduced a resolution accepting the bid of Gordon Winslow.Company for construction of a curb and gutter in 10th Street Northwest from Broadway_to 2nd Avenue Northwest, which was read. Upon motion by Fox, second by Kjerner, that the said resolution be adopted as read, and all voting in favor thereof. President pro tem Fryer declared ,the said resolution duly passed and adopted. Alderman Kennedy introduced a resolution accepting the bid of C. M. Alderman Akenhead introduced a resolution authorizing the City Engineer,, to publish notice regarding the construction of sidewalks on the West side of 12th ,Avenue S. E. from 9th Street to 6th Street S. E. and on the South side of 6th Street S. E. from 12th Avenue to loth Avenue Southeast, which was read. I' Upon motion by Kennedy, second by Akenhead, that the said resolution be+ r adopted as read, and all voting in favor thereof, President pro tem Fryer declared the said resolution duly passed and adopted. Alderman Akenhead introduced a resolution granting a public dance permit to Cecil S. Vernon, "Little Ole Show", which was read. Upon -motion by Yaeger,'second by Akenhead, that the said resolution be adopted as read, and all voting in favor thereof, President pro tem Fryer declared the said resolution duly passed and adopted. ' Alderman Kjerner introduced a resolution appropriating $90.'06 from the General Fund, $2.00 from the Street & Alley Fund, $2. 25 from the Fire Protection Fund, and $3393• 95 from the Lighting Fund and ordering payment made to City of Rochester, Public Utilities,"which was read. Upon motion by Fox, second by Kjerner, that the said resolution be - adopted as .read, and all voting in favor thereof, President pro tem Fryer' declared the said resolution -duly passed and adopted. Alderman Kjerner introduced a resolution appropriating $464- 50 "from the Park Improvement.Fund and -ordering payment made to Whirlwind Lawn Mower C`orp., which was read. Upon motion -by Kennedy, second by Akenhead, that .the said resolution be adopted as -read, and all voting in favor thereof, President -pro tem Fryer declared the said resolution duly passed and adopted. Alderman Fox introduced a resolution approving the salaries in the Park Department, which was read. Alderman Fox introduced a resolution ordering the first hearing on construction of a sanitary sewer and watermain in loth Avenue N. E. from 5th Street to 183 feet South, which was read. An Ordinance amending an Ordinance entitled, "An Ordinance for the purpose of promoting health, safety, order, convenience and general welfare by regulating the use of land, the location, size, and height of buildings, and the arrangement of buildings on lots and the density of population within the City of Rochester, Minnesota, all in accordance with a comprehensive plan, as amended by Ordinance No. 560," was given its first reading. City Engineer, Francis J. Magnuson, presented a proposed ordinance to the City of Rochester which would regulate cement contractors doing work on the streets and the highways of the City of Rochester. Upon motion by Yaeger, second by Kennedy, the City Attorney was instrmicted to prepare such an ordinance. Chief of the Fire Department, C. E. Ginther, stated that he had received' an invitation to attend the Presidents Conference on Fire Prevention to be held in Washington D. C. on May 6, 7 and S, 1947, and upon motion by Akenhead, second • �by Kennedy, Chief Ginther was authorized to attend same at City expense. Upon motion by Yaeger, second by Kennedy, the meeting was adjourned. • City Clerk
