HomeMy WebLinkAbout04-12-1954Record of Official Proceedings of the Common Council ° of the City of Rochester, Minn., April 12, 1954 1 r• d 1 Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City, on April 12, 1954• President Bach called the meeting to order at 7:30 o'clock P. M., the following members, being present: President Bach, Alderman Ackerman, Anderson, Moody, Morris, Schroeder and Whiting. Absent: None. Upon motion by Morris, second by Ackerman, the minutes of the meetings of April lst and April 5th, 1954 were approved. President Bach stated this as being the _time and place set for the following hearings: First hearing on the construction of a curb and gutter on 9th Avenue Southeast from 9th to 10t,h Street Southeast. There was no one present wishing to be heard. First hearing on the construction of a curb and gutter on 12th Avenue Northeast from Sth Street to the north line of West's "Sub -Division.. There was no one present wishing to be heard. First hearing on the construction of a curb and gutter on 2nd Avenue Northwest:f rom llth to 12th Street Northwest. There was no one present wishing to be heard. First hearing on the construction of a curb and gutter on loth Street Southeast from 6th Avenue to 7th Avenue Southeast. There was no one present wishing to be heard. . First hearing on the grading, surfacing and construction of a curb and gutter on 15th Avenue Southwest -from 7th Street Southwest to the south line of Dresbach's Addition. There was no one present wishing to be heard. First hearing on the grading and surfacing of 7th Street Northeast abutting Outlot 1, of E1 Rancho Sub -Division. There was no one present wishing to be heard. President Bach stated this as being the time and place set for reodving and opening bids for construction of Fire House No. 2. The following bids were each received and opened and upon motion by Morris, second by Ackerman, the same were referred to the Fire Committee, the Chief of the Fire Department and the Architect for tabulation and report: General Construction - C. C. Pagenha rt in the amount of $74,900.00; Donald A. Ramthun in the amount of $82,586.00 and Alvin E. Benike in the amount of $82,990.00. Electrical Work - Squires Electric Company in the amount of $4,598,00; Adair Electric Company in the amount of $5, 678.50; and H & H Electric Company in the amount of $5,175.00. Plumbing Work - H. Dornack & Son in the amount of $6,650.00; Maass Plumbing and Heating Co. in the amount of $7,500.00 and The Sanitary Company in the amount of $6, 995.00. Heating & Ventilating - Woodhouse Brothers in the amount of $2,357.00;_ "Mengedoth Sheet Metal Shop in the amount of $4, 333.:75V,,Edw4•rds Sheet Metal in the amount of $3,350.00; Alpek'Shee"t Metal Works in the amount of $2, 500.00; Thompson -Yaeger, Inc. in the amount of $3, 557.00 and Utility Sales & Engineering Company in the amount of $3,285.00. 2 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., Apr 11 12, 19 54 • The following reports signed by the entire Fire Committee, the Chief of the Fire Department and Daniel M. Robbins, Architect; were each read and upon motion by Ackerman, second by Whiting, the same were•approvedt "We, the undersigned, recommend that the bid of C. C. Pagenhart Construction Co. for General Construction for the Fire House No. 2, Rochester, Minnesota, according to plans and specifi- cations prepared by Daniel M. Robbins, Architect, be accepted at the sum of $74;900.00 and checks returned to the unsuccessful bidders." "We, the undersigned, recommend that the bid of H. H. Dornack Plumbing Company for plumbing work for the Fire. House No, 2 Rochester, Minnesota, according to plans and specifications prepared by Daniel M. Robbins, Architect, be accepted for the sum of $6,650.00 and checks returned to the unsuccessful bidders." • "We, the undersigned, recommend that the bid of Squires Electric Company for Electrical Work for the Fire House No. 2, Rochester, Minnesota, according to plans and specifications prepared by Daniel M. Robbins, Architect, be accepted for the sum of $4,598.00 and checks returned to the unsuccessful bidders." "We the undersigned, recommend that the bid of Woodhouse Brothers Sheet Metal Co. for Heating & Ventilating for the Fire House No.-2, Rochester, Minnesota, according to plans and specifications prepared by Daniel M. Robbins, Architect, be accepted for the sum of $2, 357.00 and checks returned to the unsuccessful bidders." The following recommendation of the Street & Alley Committee was read and upon motion by Schroeder, second -by Ackerman, the same was approved: "Honorable Mayor & Common Council City of Rochester, Minnesota Gentlemen: We, the undersigned, recommend that up to 36 men be regularly employed in the City Engineer's Department (Street and Alley Crew) in the following classifications: 1 General Foreman 1 Street Foreman 1 Sewer Foreman 1 Mechanic 1 Asst. Schroeder" • The following recommendation of the Sewer Committee was read and upon motion by Morris, second by Ackerman, the same was approved: "Honorable Mayor & Common Council City of Rochester, Minnesota Gentlemen: We,. the undersigned, recommend the classification of employees for the Sewage Treatment Plant be established and authorized as follows for the ensuing -year: 1 Superintendent 1 Mechanic and Chief Operator 5 Plant Operators 1 Laboratory Technician 1 Labor -Janitor Seasonal.Laborer as required, 2000 man hours Respectfully, (Archie M. Also the recommendation of the City Engineer that the said plat be approved was read and ordered placed on file. The following appointments in the various sections of the City Engineer'! A letter from the Olmsted County Department of Highways transmitting three copies of maintenance agreement form covering State Aid Roads 2, D, I and U in the City of Rochester for the year 1954 was read together with the agreement. Upon motion by Schroeder, second by Morris, the Mayor and City Clerk were instructs to execute the said agreements. The request of The Gideons to hold a street meeting on the First National Bank corner at 8:30 P. M. on the 24th day of April was read and upon motion by Ackerman, second by Moody, their request was granted. The quotations of the Alpek Sheet Metal Works in the amount of $275,00 and Woodhouse Brothers in the amount of $26s.00, covering repairs on the City Hall roof, were each read and upon motion by Schroeder, second by Whiting, the same were referred to the Public Grounds Committee with power to act. The following resolution adopted by the Public Utility Board was read I L� and President Bach ordered the same placed on filet r4 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., Apr 11. 12, 19 54 • 'WHEREAS, The Kahler Corporation is petitioning the Common Council to annex Watson's Addition to the City of Rochester, and WHEREAS$ The Kahler Corporation is requesting water service for block One of said addition, and WHEREAS, approximately 1,370 feet of water main extension will be requested to extend said main from the end of the present main in lot Street Northwest, thence across Highway 52, thence Southerly to the North line of 2nd St. Southwest, and from the Northeast corner of block -Two of said Watson's Addition, Northwesterly to the proposed water main extending along Highway 52. THEREFORE; Be it is'hereby resolved by the Public Utility Board of the City of Rochester, Minnesota, that the water main extension herein described is hereby approved by the Public Utility Board subject to the following stipulations, 1. That the total cost of the said main be paid for by the Kahler Corporation. 2. That the Kahler Corporation be reimbursed on a per feet basis of the total cost of the extension in the following manner. (A) The Kahler Corporation will be reimbursed for 400 feet of the said main at such time as the water service for block One is connected to the City System. (B) That the Kahler Corporation be reimbursed on per feet basis at such time as the property between block One of Watson's Addition and 2nd St. Southwest is connected with the City Distribution System. (C) That the balance of the cost of the main will be refunded to the Kahler Corporation at such time as the area west of Watson's Addition is annexed to the City of Rochester and the majority of the remaining area of West Zumbro Addition is connected with the City Water System, 3. The per -foot basis shall be the total cost of the main divided by the number of assessable feet on Highway 52. Be it further resolved that the Common Council be requested to approved the contents of this resolution." . , of. a plat The petition of Mr. Fred L. Saner for the approval /: of lands to be known as Sauer's First Subdivision was read together with petitions for sanitary sewer, water main and.grading of streets in the proposed Addition. Upon motion by Schroeder, second by Whiting, the petitions were referred to the Street & Alley Committee, the Sewer Committee, the Water Committee and the City Engineer. The Mayor's appointment to the Planning Commission of the following named persons was read and upon motion Ackerman, second by Morris, the appoint - meats were approved: W. W. Hendricks, Darrel E. Brown and Clement J. Feldmann, these appointments are for three years each, terms to expire on the second Monday in April, 1957. The City Treasurer's Statement of Funds for the month of March, 1954 was read and President Bach ordered the same placed on file. The report of the Board of Park Commissioners for the fiscal year of 1953-1954was presented and the same was ordered placed on file. The annual report of the Public Utilities for the year ending March 31, 1954 was presented and the same was ordered placed on file. The following proposals for being designated as Depositories for City funds were each read and the same were ordered placed on file., The First Natio Bank, $600,000.00; Olmsted County Bank & Trust Company, $250,000,00 and the Union National Bank, $300,000.00. The proposal of the Rochester Post Bulletin to publish the official printing and advertising for the City of Rochester was again read and upon motion by Ackerman, second by Morris, the matter was referred to the Purchasing Committee. The applications of Paul Dornack for reappointment as foreman at the City Dumping G rounds,.Fred Zimmerman for reappointment as assistant foreman at the City Dumping Grounds and Norbert Hutting for reappointment as machine operator at the City Dumping Grounds were again read and upon motion.by Schroeder, second by Moody, the same were referred to the City Engineer. The applications for license to construct cement walks, curb and gutter and cement driveways of Robert J. Smith, Alvin E. Benike, Stephan Woodward, Doyle Conner, Donald A. Ramthun, Leland Fay, C. C. Pageuhart, C. R. Thompson, E. J. Pouch, 0. A. Stocke & Company, The Kruse- Company, Earl F. Cooke, -Edward Mahoney and C. M. Boutelle were again read and upon motion by Schroeder, second by Ackerman, the same were granted. The application of .the Rock Amusement Company for theatre licenses for the Lawler Theatre and the Empress Theatre was read and upon motion by Morris, second by Whiting, the licenses were granted. The applications of Harold Roth .and Edw. D. Hines'.for license to sell non -intoxicating malt liquors "off sales were each read and upon motion by Ackerman, second by Anderson, the licenses were granted. The applications of Gordon Kranz., Walter H. Van Lith, Edw. D. Hines and Harold Roth for license to sell cigarettes were each read and upon motion by Moody, second by Ackerman, the licenses were granted, The application of Harold Dornack for a Master Plumbers License was read and upon motion by Anderson, second by Morris, the license was granted. The application of Leland W. Nelsen for a Journeyman Plumber's License was read and upon motion by Ackerman, second by Moody, the license was granted. The application of Martin Paulson for. a license to connect with sewers and drains was read and upon motion by Morris, second by Ackerman, the license was granted. The applications of Harold Roth, Samaritan Hotel, Edw. D. Hines, Gordon Kranz and Walter H. Van Lith for license to sell soft drinks were each read and upon motion by Ackerman, second by Morris, the licenses were grafted. • The applications of Andrew H. Shriek in the amount of $500,00 with the Saint Paul Mercury Indemnity Company as surety; Chester A. Cottingham and C. Archie Armstrong each in the amount of $500.00 with the American Surety Company as surety and Robert Duane Miller in the amount of $500.00 with the Western • Surety Company as surety; and the license bonds of Harold Dornack in the amount of $1,000.00 with the National Surety Corporation as surety; • A. D. Mills in the amount of $1, 000.00 with _the Fidelity & Casualty Company of New York as surety .and Andrew H. Story in the amount of $j, 500.00 with the Hartford Accident & Indemnity Company as•surety, were each read and upon motion by Ackerman, second by Schroeder, the bonds were approved, the surety thereon accepted and the same were ordered placed on file; The contract bonds of Rochester Ready Mix Concrete Company in the amount of $1,087.50 with -the Western Surety Company -as surety and Standard Oil Company in the amount of $15, 197.00 with the Indemnity Insurance Company -of -North America as surety were each read and upon motion by Ackerman, second by Schroeder, the same were referred to the Mayor for his approval. Resolution accepting the collateral of the Union National -Bank in lieu of a Depository Bond.' An Ordinance .annexing to the City of -Rochesterr, Minnesota, a part of* the West of •the Southeast j of Section 25 Township 107 North of Range 14 West, in Olmsted County, Minnesota,- to be known and designated. as Jefferson S1'opes, Rochester, Minnesota, was given its second reading. Two Ordinances, etch introduced by Alderman Whiting, specifically repealing certain ordinances which are now obsolete or which heretofore have been repealed by implication were each given their first 'reading. The matter of allowances to members of the Rochester Police Department for purchase of clothing was discussed by -the Council and upon motion by Morris, seco-nd-by Ackerman, the City Clerk was instructed to pay all balances due to members of the Police Department on April 1, 19.54, for the purchase of clothing, on signed• claims to whom the said balances are due and' at the end of each quarter -of the City's fiscal year pay to each member of the said Police Department the allowance due him when a signed claim is presented for same. After April 1, 1954 all unpaid accounts for police uniforms and future purchases of items for uniforms shall become the obligation of the individual purchasing' same. All voted in favor of the- motion.
