of the City of Rochester, Minn., May 25, 1956
Minutes of a special meeting of the Common Council of the City of
Roohester, Minnesota, held in the Council Chambers in the City $all, in said City,
on May 25, 1956.
President Bach called the meeting to order at 5:00 P. m., the following
(members being present: President Bach, Aldermen Anderson, Moody, Schroeder,
Tingley, Whiting.
The call of the special meeting was read and President Bach ordered the
same placed on file, the said meeting having been' called for the purpose of
1considering the plat of Hutchinson's "Northgate Addition".
A plat of land to be known as "Northgate Addition" was presented. Letters
from the'Planning and Zoning Commission stating that they approved the plat as to
lot layout and street alignment; from the City Engineer stating that it complies
with the requirements'of the Ordinance governing plats and recommending the plat
for acceptance and from the General Manager of Utilities stating that sufficient
utility easements have been granted, were each read. A motion was made by Anderson,
second by Tingley, that the plat be approved. All voted in favor of the motion.
A motion was made by Schroeder, second by Anderson, that the Council
consider other business at this meeting and upon roll call all voted in favor
thereof.
A petition signed by A. J. Osman, Irene K. Osman, Charles R. Hutchinson
land Elsa B. Hutchinson to have the following described property annexed to the City,
same to be known as "Northgate Addition", was read:
"That part of the Northwest Quarter (NWJ) of Section No.
Twenty-seven (27), Township No. One Hundred Seven (107),
Range _No. Fourteen (14), lying northerly and easterly of
the centerline of U. S. Trunk Highway No. Fif ty-two(52)
as laid across said quarter -section."
An Ordinance annexing to the City of Rochester, Minnesota, a part of the
Northwest Quarter of Section Twenty -Seven, Township One Hundred Seven North, Range
Fourteen West, in Olmsted County, Minnesota, to be known and designated as
INorthgate Addition, was given its first reading.
Upon motion by Tingley, second by Schroeder, and upon roll call and all
(voting in favor thereof, the rules were suspended and the ordinance was given its
I s econd reading.
Upon motion by Moody, second by Anderson, and upon roll call and all
Ivoting in favor thereof, the rules were suspended and the ordinance was given its
(third and final reading.
Upon motion by Schroeder, second by Moody, that the said ordinance be
Iadopted as read, and all voting in favor thereof, Presideht Bach declared the said
ordinance duly passed and adopted.
Alderman Schwanke arrived at 5:30 p. m.

construction of water mains with service connections and hydrants, grading, base
construction and bituminous surfacing of streets and construction of necessary
storm sewers, if any, in Northgate Addition was read. Also a.letter from Charles
R. Hutchinson requesting that he be given an opportunity contract for and do the
construction of such improvements himself, by separate contract with the City of
Rochester, was read. Upon motion by Schroeder, second by Moody, the same were
referred to the Street & Alley Committee and the City Engineer.
A letter from Franklin Michaels, attorney for Drs. Thompson, Hartman,
Pratt and Berkman rind Mr. Barrett, inquiring whether or not a final decision had
been reached on the matter concerning the proposed annexation to the City, of
Rochester of the property of the said parties presently outside of the City was
read. A motion was made by Schroeder, second by Schwanke, instructing the City
Clerk to write to Mr. Michaels telling him that the matter was still -under
advisement. All voted in favor of themotion.
The following letter from C. A. Armstrong, City Engineer, was read and
upon motion by Schroeder, second by Moody, the resignation of Melvin Koch was
accepted and the appointments of Ernest C. Thorsen, Alvin Koch and Wayne Henslin
were conf irmed.

Gentlemens
Attached is the resignation of Melvin Koch, Mechanic & Chief
Operator at the Sewage Treatment Plant.
Subject to your approval, Mr. Hogenson and I recommend the
following promotions (effective June 1, 1956) of presentemployees
to fill the vacancies caused by his resignation.
1. Appoint Barest C. Thorsen (present relief Operator) to
the position of Acting Mechanic and Chief Operator for
a period of three months, at an'annual rate of .$4500;
with the full annual salary of WOO and appointment as
Mechanic and Chief Operator at the end of three months,
if his work is satisfactory.
2. Alvin Koch (Present laborer -truck drive) to the position*
of Acting Relief Operator at. the full base salary of
$4200 annually.
3. Appoint Wayne Henslin (present laborer in Street & Alley
Department) to the position of laborer -truck driver) at'
the base salary of $3600 annually.
Mr. Henslin was a new employee as of May 1, and his
actual wages, by the Work Policy, will be 9O% of base
salary until November 1. 95% of base salary for the
next 12 months, and full base salary on November 1, 1957.

City Engineers
C. A. Armstrong, City Engineer, requested authorizAtion to sign the
-applications for a permit to engage in an offensive trade for the year beginning
June 1, 1956 at the Sewage Treatment Plant and the City Dump Grounds and upon
motion by Schroeder, second by Whiting, the City Engineer was authorized to execute
the said applications.
The recommendation of the Sewer Committee that a sanitary sewer be coa-
structed in 7th Street Northwest from a point 114 feet west of'13 th Avenue N. W.

to 19th Avenue N. W. in Yalleyhigh Addition and that the cost of this project
be assessed against the property in Yalleyhigh Addition, who are the sole petition -
ere of this project, was read and upon motion by Schroeder, second by Anderson,
the recommendation was approved.
The recommendation of the Street & Alley Committee that the proposed
preliminary plan for the platting of E. A. Rundell ' s property - west of loth Ave.
S. W. is not acceptable because of the street width of less than 60 feet and the
poor alignment and further recommending that a 60 ft. wide street on the.approx-
imate alignment as indicated in red on the print as the minimum street and that
the 20 ft. wide lane shown on the print be a private rather than a public drive,
was read. Upon motion by Whiting, second by Anderson, action on the same was
deferred until the meeting of June 4, 1956 and the City Engineer was instructed
to notify Mr. Rundell that he could be heard at this time. All voted in favor of
the motion.
The following resolutions were.each introduced and read and President
Bach declared the same duly passed and adopted:
Resolution ordering hearing on _the construction of a sanitary sewer in
7th Street Northwest from a point 114 feet west of 13th Avenue Northwest to 19th
Avenue Northwest in Yalleyhigh Addition. Upon motion by Anderson, second by
Moody, resolution adopted.
Resolution accepting plans and specifications and ordering bids for
grading, base construction and bituminous surfacing on Sth Avenue Northwest and
15th Street.Northwest in Washington Sub -Division. Upon motion by Moody, second
by Schroeder, resolution adopted.
Resolution accepting.plans and specifications and ordering bids for
grading, base ,construction and bituminous surfacing on 4th Avenue Northwest and
16th Street Northwest in Lemke Sub -Division. Upon motion by Schroeder, second by
Schwanke, resolution adopted.

motion by Schwanke, second by Tingley, resolution adopted.

ions in Sth Avenue Northwest and 15th Street Northwest in Washington Sub -Division.
Upon motion by Tingley, second by Whiting, resolution adopted.
Resolution accepting plans and specifications and ordering bids for the
construction of grading, base construction and bituminous surfacing on llth Avenue,
12th Avenue and 81 Street Southeast in South Rome Addition. Upon motion by Whiting,
second by Anderson, resolution adopted..

Resolution accepting plans and specifications and ordering bids for the
construction of a sanitary sewer, water main and sewer and water service connect-
ions in llth 12th, and 13th Avenues and 8j Street Southeast in South Home
Addition. Upon motion by Anderson, second by Moody, resolution adopted.
Mayor McQuillan stated that the Art Center Board wished to have an
informal meeting, in Hollands Cafeteria, on Monday night, May 28, 1956 at 7:30
p. m., with the Common Council and the Park Board in regard to, the matter of con-
structing an art center building in one of the parks.
An Ordinance amending an ordinance entitled, "An Ordinance for the
purpose of promoting health, safety, order, convenience and gerneral welfare by
regulating the use of land, the location, size, use and height of buildings, and
the arrangement of buildings on lots, and the density of population within the
City of Rochester, Minnesota, all in accordance with a comprehensive plan (change
Lot 1, Block 45, Morse & Sargents Addition from,a residential to a commercial zone),
was given its first reading.
Upon motion by Whiting, second by Tingley, and upon roll call and all
voting in favor thereof, the rules were suspended and the ordinance was given its
second reading.
Upon motion by Tingley, second by Whiting, that the said ordinance be
given its third and final reading, and upon roll call Alderman Schwanke voted "no",
A motion was made by Tingley, second by Schwanke, that the City Attorney
be instructed to amend the Anti Noise Ordinance (No. 917) to specifically exempt
fvom that ordinance bands, drum corps, the Clinic chimes,fireworks under the super-
vision of the City and parades conducted under the supervision of the Police
Department. All voted in favor of the motion.
Upon motion by Schroeder, second by Whiting, Mr. Garnet Spring, Buidling
Inspector; Mr. Tom Moore, Planning Director; Mr. Don Grue, President of the Planning
and Zoning Commission and Mr. H. V. Ehric, City Attorney, were authorized to go to
Eau Claire, Wisconsin, at city expense, to meet with the City. Manager_ of ,that City
.to study their zoning ordinance. All voted in favor of the motion.
Upon motion by Schroeder, second by Moody, the meetingwas adjourn&.
