Alderman Rommel introduced the following ordinance vhich was given its first
reading:
AN ORDINANCE, Authorizing the Rochester Utility Company, its successors and
assigns, to charge a higher rate for gas than provided for in the ordinance now held
by said Companyi
The Common Council of the City of Rochester do ordain:,
Section la That from and after the Ist day of August, 19.210 to and including
the 31st day of July,'1921, the Rochester Utility Co' any, its successors and assigns,

be and is hereby authomised to charge and receive for gas sold by it in said City the
sum of One Dollar and Seventy-five cen ts.01875) per thousand cubic feet neta That
said Company may bill its patrons at the rate of One Dollar and Eighty -five cents
tl.85) per thousand cubic feet and said pe�.trons shall be entitled to a discount of
F -fivd
Ten Cents (10�) per thousand cubic feet from said price of One Dollar and Aghty
Cents ($li85). provided payment therefor is made on or before the 10th day of each
month at the office of said Company for gas consumed during the previous month.
Section 21 Excepting as herein provided, the ordinance pasaed July 3rd,,
1903 by the Common Council of the City of Rochester, granting to the Roche ter Gas
Company a franchiseto acquire, construct, maintain and operate gas works in the City
of Rochester, and which said franclise is now held by 15he Rochester Utility Company,
shall remain in full force and effect the same as though this ordina]xce had not been
passed*
Section 3a This ordinance shall take effect and be in force from end after

line of Broadway Street North to the east line of Fourth Avenue Northwest:

install sanitary toilets and the use of outhouses will be disqontinued.
There was an entirely unnecessary number of contagious diseases
during -the month. Hardly more than half of these were reported to this
office, as the law requires, by physician or parenta The rest were found
by following clues furnished by neighbors or by investigating absence from
school@ Many were found in the second or. third week of trheir illnesso after
having infected others in the neighborhoodi In twelve instances physicians
failed to report diseaues and no quarantine was maintained except for the
few days during which the patient was unable to get outi In many families
quarantine rules were not entirely , carried ol-l"t beer -use of' apparent inabil-
ity on part of the parents to control their childrena These p"ple cannot
be punisheC 1)mless -the quarantine laws are wilfully and purposely disre-
gardeda Where diseases v7ere not reported by parents the excuse usually
given is ignorsnee of the law or failure to recognize the diseasei Several
mOlt,h*ers 'Purposely exposed their children to measlesi In two families
there was wilful concealment of smallpox, the it would have been difficult
to prove this in courts- An unknown number of people weri exposed to this
disease@
There is no greater need in the city today than a more general
knowledge of the principles underl'ying the prevention of disease and the
preservation of health, The health officer could profitably spend all of
his time on this work alonea
A circular of information is being prepared for new residents con-
taining all particulars concerning the reporting of diseases and quarantine
regulations, concerning unsanitary conditions and laws relating to them,
garbage disposal, etas
We have requested the sanitary Division of the State Board of Health
to make an analysis of the river water to determine the Emount of pollution
outlets@ n1his will be done
from sewage at varions points below the sew-er
as soon as the river is loweri

Mr. Lewis La Rue who was a resident of Rochester for about 3 years
was removed last fa,11 by Mrs La Rue from your city in a helpless condition to here.
Mrs La Rue claimo they had a little money and she took care of him untill
late this spring untill she was also taken sick and asked the City of Glenwood for
aid, Mr. La Rue I am told by the Doctors has Brights desease and it has effected his
brains so that his m1nd is a bltmko The Doctors thought he probably would not live
more than a month so we sent him to a hospital Apr 20th at a expence of $15iOO Per
week which is a very reas mable price
We have established the fact that his legal residence is your city and
according to law you are duty bound to support him.
The Cit-y commission instructed me to write you and trust you v.111 favor
us vrith an early reply.

Civic League f9r the WQmen's Rest Room expenses for the monthsof June, July and
August, 1920. ,
Motion by Schroeder second by Case -carried that the o�-ners of Hotel Carlton
be granted permission to construct a canopy over the sidewalk at the said hotel accord—
ing to the sketch submitted to this Common council and that such sketch be placed on

appropriated from the Permanent Improvement Revolving Fund for use of the Street and

The City Lhgineer called the attention of the Common Council to the fact
that the contractors hwre promised to remove the dirt from the boulevards along
Eleventh Avenue Northeast which was left there after the completion of their paving
contract.
