E' Herman Naass requested that the sanitary sewer in Eighth Street Northwest be e:aended west to a point, where it would be accessible to his Fr E property in Lot fourteen (14) Block twenty two (22) in Northern Additionq There were no other persons -present who wished to be heard in regard to either or any of the above described sanitary sewers. President Smith stated that this was the time and place set for a hearing on the grading of Sixth Street Southeast from Sixth Avenue Southeast ram; to Eleventh Avenue Southeast, and asked if there was any person present who -. wished to be heard in regard to said grading. There was no one present who wished to be heard:• President 3nith stated that this v.ras the time and place set for a _ i' hearing on the proposed sprinkling of parts of Sixth Street Northwest and i Fourth Avenue Northwest, and asked if there was any person present who wished 24 0 to be heard in regard to said sprinkling: ' There was no one present who wished to be beard. Doctor W. F. Bleifuss and T. J. Dansir_gburg, as members of a Committee from the Civic and Commerce Association in the matter of a public Comfort Station, were before the Common Council and stated that they had investigated the matter verb, ' carefully and had decided that the logical location for such would be in the base- ment under the Massey Store and that it could be fitted up for the use of men only f for about two thousand dollars and that the rental on a four and a half year lease =" would be at the rate .twenty five (25)__ dollars per month which e:cpense might be ,1 ,of cut by the granting -of concessions and_ the. installation of some pay compartments. j. The need of such a convenience was discussed, and motion by Case second by Schroeder car -tied that she matter- be -referred to the Public Grounds Committee for further investigation. V" " condition of the street in front of his property on Fifth Street Northeast, an w t =k' motion by Miner second by Schroeder carried that the matter be referred to the Street -and Alley Committee: The report of the City Weighmaster for the month of July, 1920, showing receipts in the amount of $13:70• was read, and motion by Miner second by Olson carried that the said report be referred to the Finance Committee. r Representatives of the Rochester Utility Company requested further action t 4q i §k upon the ordinance granting them the privilege to charge a hfgher rate for gas. Y— •,a..r Motion by Rommel second by 'I:4iner carried that the rules be suspended an that an ordinance authorizing 'the Rochester Utility Company, its successors and .4= rU } =fr,' assigns, to charge a higher rate for gas than provided for in the ordinance now held by said Company, be given its second readings and it we.s given its second read- ; y� in •accordingly. g f s=� Motion by Case second by Witzke carried that the President of this Common {�drx Council appoint a Committee of three to investigate inregard to an cutomobi e or use of the City Engineer. President Smith accordingly appointed the Chairman of the Finence Committees r; the Chairman of the Purchasing Committee, and the Chairman_ of the Street and Alley Committee as members of the above mentioned Committee. a; The report of the Public Utility Board, Electric Departments for the month of July, 1020, showing receipts in the amount of 415059.43 and disbursements in the amount of $13, 536.03, and the report of the Public Utility Board, Water Department, for the month of July, 1920, showing receipts in the amount of $10151141 and dis- hursements in the amount of 310351.78 were each separately read, and motion by e� 01sor_ second by rommel carried that the said reports be placed on file. 2(-)(-)' 0 The following report of the Acting Iiealth Officer was read, and motion by Schroeder second by Olson carried that said report be placed on file: 'Iiealth Department Rochester, Minn. To the Mayor and Common Council: For the month of July the following report is submitted: Vital Statistics Births - - - - - - - - - - - - - - - - - - - - - - 21 Deaths- - - - - - - - - - - - - - - - - - - - - - 16 Communicable Diseases Chickenpox- - - - - - - - ------ - - - - -- 2 Diphtheria - - - - - --------- - - - - -- 1 Measles- - - - - - - - - - - - - - - - -- - -- 8 ,Smallpox - - - - - - - - - - - - - - - - - -- -- 3 Tuberculosis ---- --------- - - - - -- 1 Whooping Cough --- ---- ---- - - - - -- - 40 Most of the cases of whooping cough were so light that no phi►sician was summoned nor was the health officer notified, these being located by search of suspected neighborhoods. An attempt will be made to have sewer connections made on all streets where severs have been laid, so that the number of out -houses may be reduced. An average of 4 or 10 inspections per day were made by the health officer and sanitary inspectors Thirty notices were sent, con- cerning unsanitary conditions, to property owners. IN. Ensrud for a taxi license was read, and motion by diner second by Witzke carried that the said application be re- ferred to the License Committee: . The application of Carl W. Ranfranz for a driver's license was read, and motion by Olson second by Schroeder carried that the said aiplica- tion be referred to the License Committee. The application of Theodore II. Berg for a driver's license was read, and notion by Tuner second by Vditzke carried that the said license be nct granted. The application of Walter i. Bunge for a license to sell raw milk and creom was read, and motion by Rommel second by Miner carried that the said license be grantedii • The application of A. 71. Alderman, Schroeder introduced the following resolution which was s• :."" read: -- Whereas The Common Council of the City of Rochester, at a meetirl - held on August 2nd, 1920, did adopt a resolution declaring it expedient and =;.;-;:F necessary that local improvements be constructed ,in said City in the fellow- ing named streets and avenues:- That a sanitary sewer be constructed in Ninth Avenue Northwest frcm;,,,.` the north line of -Center Street Test to the center,of Second Street Northwest; That a sanitary sewer be constructed in Ninth Street Northwest from = Broadway Street North and running west to the west line df the west alley in t S of Block 23 in the Northern Addition to the City of Rochester; �, That a sanitary sewer be -constructed in Second - Avenue Northwest i from Fifth Street Northwest to the center of Sixth Street Northwest; i That a sanitary sewer be ¢onstrueted in Ninth Street Northeast from Second t C Avenue Northeast to the alley first east of Broadway; That, Sixth. Street Southeast from Sixth Avenue Southeast to i;leventh Avenue Southeast be graded to an established grade; That a sanitary sewer be constructed in Eighth Street Northwest from Broad- way Street to a point 400 feet west of west line of said Broadway Street; i That a sanitary sewer be constructed in Second Street Southeast from Fifteenth Avenue to a point 100 feet east of the east line of Eleventh Avenue South- east; and ordered that a public hearing of all persons interested in said improve- ment be held at 8 o'clock P.1-: on August 23rd, 1920, at the Council Chambers in the i City Hall in said City, and directed the City Clerk to give due notice as required by law of the time, place and purpose of said meeting and hearing, and said resolu- tion was approved and signed by the Mayor of said City; and Whereas, said City Clerk did duly and in due time publish a notice of the 'I time and place of said hearing and meeting in the Rochester Daily Bulletin, the official paper of said City, on August 6th, 1920, and August lath, 1920, and � Whereas, at 8 o'clock P.M. on August 23rd; 1920, said Common Council met at the Council Chambers at the City Fall in said City and said public hearing and meeting was then and there duly held, and all persons interested in said improvements who -were present were heard before said Common Council concerning and relating to the said improvements and said Common Council having duly considered the matter of con- structing the said improvements and having considered the reasons and arguments for 11 and against the same, and deeming it expedient and necessary that said improvements be constructed; i Therefore, Be it resolved by the Common Council of the City of Rochester: i That said improvements be constructed and are hereby ordered constructed in the above named streets and avenues; i Be it resolved further by the said Common Council; that the seer pipe used in said sewers shall be 8 inches inside diame.ter, and shall be salt -glazed vitrified clay pipe of standard thickness: All joint -e in pipes shall be filled with Portland Cement. "Y" branches for house connections shall be placed at such inter- vals as the size of abutting lots may require4 That said grading shall be done so that said street shall be graded to an established grade to a width of 50 feete Be it further resolved by the said Common Council: e That the City Engineer of said City be and he is hereby ordered and dir- ected to prepare and file in the office of the City Clerk detailed plans, profiles and specifications for the said improvements and to make an estimate of the cost and expense of each improvement and report, said estimates to this Common Council. 219 Motion by Case second by Miner that said resolution be adopted as a ' read: Roll Call: Ayes: Case, Schroeder, Rommel, Miner, Olson, Witzke. Alderman Schroeder introduced the following resolution which was L_ F read: Whereas, the Common Council of the City of Rochester, Minnesota,`;_' at a meeting held on August 23rd, 1920, after due notice given and hearing had as provided by laws did pass and adopt a resolution ordering that local improvements be made in the following streets and avenues:- That a sanitary sewer be constructed in Ninth Avenue Northwest from the north line of Center Street West to the center of Second Street ter" Northwest; That a sanitary sewer be constructed in Ninth ,treet Northwest from Broadway Street North and running west to the Yrest line of the west . +; alley in Block 23 in the Northern Addition to the City of Rochester; n } That a sanitary sewer be constructed in Second Avenue Northwest from Fifth Street Northwest to the center of Sixth Street Northwest; That a sanitary sewer be constructed in Ninth Street Northeast from Second Avenue Northeast to the alley first east of Broadway; That Sixth Street Southeast from Sixth Avenue Southeast to -- .- i Eleventh Avenge Southeast be graded to an established grade; That a canitary sewer be constructed in Eighth Street Northwest from Broadway Street to a point 400 feet nest of west line of said Broadway Street; That a sanitary sewer be constructed in Second Street Southeast "-- from Fifteenth Avenue to a point 100 feet east of the east line of Eleventh' Avenue Southeast; and in and by said resolution directed the City Engineer of said City to prepare and file in the office of the City Clerk detailed plans and specifications for the said improvements, and to make and report an estimate of the cost, and expense of said improvements in said avenues 213 Ina 'J C and streets: Therefore, Be it resolved by said Common Council: That the plans, profiles and specifications for said improvements as speci- ficd in the resolution of said Common Council passed on the 23rd day of August, 1920, as prepared by the City Engineer and filed by him in the office of the City Clerk, be and the same, are hereby approved and a,4opted; and that the estimates of the cost of said improvements as reported to said Common Council by the City Engineer, be and all the same are hereby accepted and ordered filed in the office of the Pity Clerk. Be it further resolved by said Common Council: That the whole cost and expense of said improvements in said City of Roch- ester, Minnesota, according to the plans, profiles and specifications for the said improvements as prepared by the City Engineer and filed in the office of the City Clerk, shall be assessed upon and against each lot, piece and parcel of land benefited by said improvement, without regard to the cash valuation of said lands ratably and in proportion to the special benefits conferred upon each lot, niece and parcel of lend by oa.id improvement. I Be it further resolved by said Common, Council: That a meeting of said Common Council will be held at 2 o'clock PeMa on September 7th, 19209 iri the Conrail Chambers, in the City Hall, in said City, at which time and place all persons inter- ested in said improvement may appear and be heard before said Connon Council in relation to the said improvements, or to the mode of aissessment for the cost and expense thereof, or any other matter or objection relating to said improvements upon which they may de- sire to he heard& FIhe City Clerk is hereby ordered and directed to prepare lists T'Jhich shall contain a description of each and all of the properties abutting upon said part of said avenue and streets 'and the 'names of the owners of said properties so far as the same ma,y be known, which lists, together with a notice of time end place of said meet- ing and hearing above mentioned, he sh°11 cause to be published once in the official paper of said city at least ten days before the date of said meeting and hearing. Be it further resolved by said Common Council: That the said City Clerk of said City be and he is hereby ordered and dir- ested to advertise for bids as provided by law for furnishing all materials and doing all the work for said improvements herein described. Said bids shall be received and opened by said Common Council at a public meeting thereof to be held at 2 o'clock n.M4 on September 7th, lc20, at the Council Chambers in the City Hall in said City. Each bid must be accompanied by a certified check upon some reputable bank payable to the order of the Mayor of said City, for at least ten per cent of the amount of the bid.
