Minutes of a special meeting o .the .Common Ctiuncil of the City of
Rochester; Minnesota, held in' the. Council -, -Chambers ,.,,in the City Hall, in

The call for the special meeting was -;reads - said meeting ,being
called for the purpose of consulting with the City ,Asssessor. in regard to
finishing of the 1920 assessment, and any other business which the said
Common Counall,might deem proper:
City Assessor Nelson was asked how much longer it would take to
complete the 1920 assessment, and he said that it would be impossible to
say as it would all depend on how much more work there is on the property
books,but thought that another month for him and his deputy,•_: would be
sufficient:
-Under questioning, he stated thah;,be understood fully that the
salary fixed at the beginning of the official year was for the completion

of the work and that the Common Couneil_did•not have to pay any more than
such as was fixedg
He stated •that it•wa,s his intention to have been through with
this work by�August 1st, 1920, but as that,, time arrived, it found him still
with much work to do, and he claimed that at that time he called the atten-
tion of members of the borpon Council to the f,aet that the money, when
considered as living wages, would be.ggne at,,-thattime, and while he had no
definite arrangements in,regard to further compensation, he felt that the
Common Council knew the work that he was doing and would eontinue•him at

Two Hundred Dollars per month for himself and deputy, for such time after
that date as might be necessary to fully complete the work.
A further statemeht made by him was that he could have done this
work in two months or less providing that he had done it in the man.w r in
which it was done by the previous A,ssessorso
City Attorney Eckholdt was asked for a ruling -in the matter, and
he stated that, as provided by the Charter of said City, no officer can be
allowed more salary than such as was fixed for the' official year, except
for extraordinany services rendered^.
Motion by Rommel second by Case carried that the sum of $199900
be appropriated from the General Fund and paid to.Nels M: Nelson, City
Assessor, for use in employing extra clerk hire in'completing the 1920
! assessment; the vote on said motion being, Ayes: Case, Rommel, Smith:
Nays: Schroeder, Olsonw
