Minutes of an adjourned regular meeting of the Common Council of the City of Roc tester, Minnesota, held in the Council C h�.mbers, in the City Hall, in said City; on August 29, 19211 at 8.o'clock, P.M. f Meeting called to order by President Weeks. Roll Call: Present: Weeks,. Case,,. Erickson, Frank, Miner, Olson, Witzke. Ab s edit : None. Motion by Witzke second by Erickson carried that the minutes of the two i i meetings held on August 8, 1921, the meeting held on August 15, 1921 and the meeting held on August 19, 19?1, be eac h.approved. President 1Veeks stated that this was t lie time and place fixed for a hearing on the levying of special assessments.. for the cost and expense of making the follow- ing described local public improvements, and asked if there was any one present who wished to be heard in regard to either or any of them: For the grading of Ninth Street Northwest from the west line of Broadway Street North to the east line of Second Avenue Northwest; For t Yee construction 'of a sanitary sewer in Fourth Avenue Southeast from t he center of Sixt h zDtreet Sout he"t to a point 80 feet nort h of t he port h line of Seventh Street Sbut heast and from the center of Seventh Street Southeast to the center of Eighth Street Southeast; For the paving and curbing of Second Avenue Southeast from the north line of Second Street Southeast to the, south line of Center Street East; For the paving and curbing of First Street Northwest from the west line of r Seventh Avenue Northwest to the east line of Eleventh Avenue Northwest; For the paving and curbing of First Street Northwest from the west line of Second Avenue Northwest to the east line of Seventh Avenue Northwest; For the paving and curbing of Eleventh Avenue Northwest from the north line of Center Street Test to the. north line of Second. For the paving, and curbing of First Street Southeast from the east line of First Avenue Southeast to the east line of Second Avenue Southeast; There was no one present who wished to be heard in any matter concerning the levying of special assessments for the cost and expense of the above described local public improvements. Hanson, asked whether or not it was the intention of the City of Rochester to lay sidewalks from the north and west sides of the residence at the Southeast corner of the intersection of Fifth Street Southwest and Seventh Avenue Southwest;, and motion by Miner second by Olson carried that this matter be referred to the Street and Alley Committee and the City Engineer with power to act. The application of Junes A. Connelly for a license as milk producer and milk distributor of raw milk, was read, and motion by Witzke second by Erickson carried that the said license be granted. The following communication was read, and motion by Olson second by Erickson carried that the same be placed on file: "Rochester, Minnesota 8/29/21. T he Mayor and the Hon. Gentlemen - At a meeting of the Public Utility Board, held on this date and pursuant to advertisements for bids for Boiler Feed Pump, 'the• following resolution was adopted; 'Be it and it is hereby resolved that the bid of the John W. Hildred Co. St, Paul, Minn., for one 14x82x12 McGowan Packed Piston Boiler Feed P-Qnp f or t he amourit of $$925 F.O.B. Rochester, be accepted and that the Honorable Common Council be asked permission to enter into contract accordingly.' Respectfully., ' Public Utility Board., A. J. Lentfer Secretary." A detailed report`ineluding some recommendations will soon be sent you. Now that your city is in a different classification a rerating of each individual risk is necessary, and the Rating Bureau informs ine that this will be done I 92 as soon as possible. Center Street East and Eleventh Avenue Northeast, the Committee gave the driver orders to drive as far west of hydrant as hose will permit, which will give people full view of any one approaching from any direction. Shepley of Fielding and Shepley, Incorporated, in regard to notice 112 served on his company by the City Engineer calling for the repair of the paving, laid. by then on College Street, now Fourth Street Sout Yeast, Cherry Street, nocr Sixth Avenue Southeast, and Central Street., novr Eleventh Avenue Southeast, said they considered the paving on these streets to be in first class condition v,rit h t he exception that there was not tar enough between the blocks, which has come about by the constant,, use of a power flusher on these streets, and made the assertion t lvet light travelled streets such as these should never have been paved with creosoted wooden blocks as this trouble always developed where they have been used under those conditions; heavy traffic serving to keep the interstices full and t1ms keep out the water that gets under the blocks and makes them bulge. He said that he thinks his company is not responsible for the present condition of this paving and that it is not up to them to spend any money to remedy the defects. In connection with pavement repairs, hie called attention to the fact that t TAs company expended in the neighbor hood of 12, UOG in raking pave lent repairs, on a great deal of which they felt they were going beyond their responsibility. Aldez;;ian Case introduced the follo vuing resolution which rras read.: Be it resolved by the Common Council of the City of Rochester: That the City Clerk of said City be instructed to advertise for bids for the furnishing of 300 barrels of Portland.Cement, in accordance �-;itb .'specifications adopted by said Common Council on March lst, 1921; said specifications to apply except as to time of delivery, which shall be at once upon award of contracts Said bids shall be deceived and opened.by said Common Council at a public meeting thereof to be held at 2 o'clock P-Mle on September 6t h,1921, at t he Council C hvnbers in t he City Hall of said City. Eac h bid .must be accompanied by a certified check for at least ten per cent of the amount of the bid. The Bright is reserved to reject any and all bids.
