Council Chambers, in the City Hall, in said City, on October 12th, 1925, at 8 o'clock P.M: Meeting called to order by President Weeks. ,Roll Call: Present: Weeks, Adler, Bach, Cook, Kitzman, Postier, Wright, Absent: None& Alderman Weeks announced that this was the time ands. pCe fixed for a hearing on the levying of special assessments for the'paving, repaving and curbing of Second Avenue Southwest from the South line of Center Street West to the North line of Third Avenue Southwest; and.asked if there was any person Present who wished to be heard .relative to b1.ther or any of the said improve-. merits. :r a � i There was no person present who wished to hs•heard in any matter con- cerning the said paving, repaving or curbing. Motion by Cook second by Bach carried that further proceedings in the matter of the levying of special assessments,for the above mentioned improve- ments be adjourned and continued to October 19th, 1925, 4t 8 o'Qlock P.M. t President Weeks announced that this was the time and 'place fixed for adjourned and continued action on the levying of spectal assessments for the construction of curb and gutter on and. the grading of First 'Place Southeast a . from the South line of Fourth Street Southeast to the North. line of "I, fth Street Southeast and asked if there was any person presentwhowished to be�,heard relative to the said improvements r s There was no person present who wished to be heard. 'President Weeks announced that this was the time and place fixed for a hearing on the levying of special assessments for the gn ding of the East and West alley running through Block 1 in Head'and McMahon's Addition, and the grading of Tenth Street Northeast from the East line, of First Avenue Northeast G to the West line of Second Avenut Northeast, and asked if there was any person present who wished to be heard in any matter concerning either of the said improvements. There was no person present who wished to be heard concerning either of the skid improvements. The following reports of cost were each separately read, and on mo- tion by Cook second by Adler the some were ordered placed on file: a " October 12th, 1925. The report of the Aealth Officer for the, City Farm .for the month of September 1925, showing receipts in the amount of $2s59, disbursements in the amount of $2354, 31 and a b4l ance on hand in the amount of $5521 37, was read, and on motion by Adler second by Wright the same was ordered placed on file,: I The report of the City Treasurer for the month of August 1925, show- ing, $323.343.1.6 as being on hand and the report of the City Treasurer for the month of September 1.925, showing $364,481.97 as being on hand., were each. separately react, and on motion by Kitzman second ty Postier, were ordered plac- ed on file.. ' The following applications for permit to hold, give and conduct pub- : lic dances, were each separately read: The Queen City Club for A.O.U.W. Hall, on October 17th, 1925; Lincoln Women's Relief Corps, A. 0. U. W. Hall, on October 159 1925; I Junior Club; for Woodman Hall, October 15th and 29th, 1925; B. P. 0. E., Ko4 1091, at Armory, October 15th, 1925; I jI Girls' Get-To-Gether, at Armory, October 23rd, 1925; Veterans of Foreign Wars. at Armory., October 22nd, 192-5. The application of the Rochester Tire. Service by C. H. Wooldridge, for permission to move their licensed 'sign, from 313 First Avenue Southwest to a 16 First Street Northwest, was read, and on motion by Postier second by Wright per-, mission was granted: Plans, profiles, specifications and estimate of cost for the road and bridges neeessar.i, for the completion 'of the so-called " Kurth Road " in Oronoco IITownship, prepared by Theodore H. Keeler, Resident Engineer, for the Minnesota High- way Department, were laid before the Common Council and on motion by Postier second by Cook the same were ordered placed on file. The application of Mrs. Frank Satoris and of Mike Boosalis for permits to place and maintain signs were each separately read, and on motion by Postier second -11 by Wright permits were granted. The petition of H. G.-Richman, James Borkey and A. L. Peplinski asking that a•sidewalk be constructed on the North'side of Ninth Place Southeast from Third Avenue Mztttheast to First Avenue Southeast, was read, and on motion by Kitzman second by Adler the said petition was ordered placed on file. On7notion by Cook second by Adler the City Attorney was instructed to draft an ordinance providing for the repeal of the ordinance providing for the regulating the collection of garbage in the City of Rochester., Minnesota, and the disposal thereof. On motion by Wright second by Cook the sum of $1.00 was appropriated from the General Fund and ordered _pgid.._-:j to H. A. Huney, for cutting weeds on the proper - ter of Carl A. Theel. On motion by Kitzman second by Wright the sum of $3.76 was appropriated from the Generl Fund and paymerit:'ordered+ made to Job No. 379, for the sprinkling of the' circus grounds during the season of the year 1925, aftd,the surn of $10.69 was appropriated from the Dark Improvement Fund and pay'meiit ordired't. made to Job 379, for the sprinkling of Mayo 'ark driveways during the season of the year 19259, Final estimate prepared by C. H. Armstrong, City Engineer, in favor of t Purington Paving Brick Company for the furnishing of paving brick, showing the sum of $4234.09 as being due to the said contractor after the deduction of freight paid, was read, and on motion by Bach 'second by Adlarr,-the said estimate' was ordered placed on file. First and final estimate prepared by C. H. Armstrong, City Engineer, in favor of John J. Kerr, 'showing the sum of $1158.90 as being due to the said con- f tractor for the .construction of curb" and gutter on and the grading of First Place Southeast, from Fourth 'Street to Fifth Street, was read, and on motion by Cook second by Adler the said estimate was ordered placed on file. i The City Clerk reported, that as yet no public market rentals have been collected for the season of the yeat 1925. The recommendation of the Lighting Committee that a street light be installed. It the intersection of First Street Northwest and Third Avenue North- west, was read, and on motion by Adler second by Cook the said .recommendation - II was ordered placed on file, and the City Clerk was inttructed to request of 1.1 the Public Utility Board that installation be made accordinglyo i The recommendation of the Water Committee that a water main be laid in Sixth Avenue Southeast from the center of Eighth Street Southeast to a 11 point 200 feet South, was .read, and � on motion by Cook second by Wright, was ordered placed on file. Alderman Kitzman introduced a resolution authorizing and directing the Public Utility Board to lay a water main in Sixth Avenue Southeast, as above described, which was read. Upon motion by Cook second by Bach that the said.resolution be adopt- ed- as _read, and -all voting in favor- thereof, • President Weeks declared the said resolution duly passed and adopted. Alderman Adler introduced a resolution appropriating '$434.08 from the Sewer Fund and ordering payment made to the Permanent Improvement Revolving Fund for construction of sanitary sewer in Second Avenue Northwest along the East side of Cascade Park, which was read. Upon motion by Adler second by Bach that the said resolution be adopted as read, and all voting in favor thereof,President Weeks declared the said resolution duly passed and adopted. Alderman Wright introduced a resolution appropriating $64 6.80 from the Permanent Improvement Revolving Fund. and .ordering payment made to the Rochester State. Hospital for 392 yds. crushed rock, furnish:e.d, during September 1925, in accordance with their invoice dated October 6th, 1925, which was .read. Upon motion by Wright second by Adler that the said resolution be adopted: as read, and all voting in favor thereof, .President Weeks declared the said resolution duly passed and adopted. r Alderman Wright introduceda resolution appropriating $1616.06 from the. Per anent Improvement Revolving Fund and ordering payment made to the r Chic. G. W. R. R. Company for,. freight on .16 cars of paving brick, which was read. , Upon motion by Cook second by Kitzman that the said resolution be _ adopted}as read, and all voting in favor thereof, President Weeks declared the V said resolution duly passed and adopted. Alderman Postier introduced a resolution appropriating $1158.90 from i the Permanent Improve meat Revolving Fund and ordering payment made to John J. 1 Kerr, in payment of first and final estimate on contract for the construction of curb and gutter on and the grading of First Place Southeast from the South o 479 ' line of Fourth Street Southeast to the North line of Fifth Street Southeast, which j was read. Alderman Bach introduced a resolution appropriating $3604.82 from the Permanent Improvement Revolving Fund and ordering payment made to the Purington i Paving Brick Company for 131, 475 - 3" paving brick, less freight, furnished for the paving and repaving of Second Avenue =Southwest, in accordance with the City Engineer' estimate made under date of October 8th, 1925, which was read. ( Upon motion by Cook second by Bach .that the slid resolution be adopted as read, and all voting in favor thereof, President Weeks declared the said resolution duly grassed and adopted. 0 t The claim of St. Mary's Hospital for isolation Hospital services in the eStablishing, maintaining and releasing of quarantine in the case of:9',1rs. Rollo Campbell, as a typhoid fever. patient,- for ninbtben days at $2.50 per day, $47,50, was read, and on motion by Bach second by Adler the said sum was approprifted from i the General Fund and payment ordered, and the City Clerk was instructed to bill i Olmsted County, Minnesota, for one-half of said charges. On motion by Bach second by Adler the City Attorney was authorized and directed to proceed in the collection of charges for I.solation.Hospital services in the establishing, maintaining and .releasing of quarantine, which have been hereto- fore paid by the City of Rochester, Minnesota. i The following claims were read, and on motion by Kitzman second by Cook the same were allowed and the Mayor and City Clerk were authorized and directed to e tI { draw warrants upon the City Treasurer and make payment accordingly: i k From the General Fund Olaf Weibe-Eg, $21.55; Rochester Plumbing & Heating Co., $14.14; Standard Oil Co., $27.32; Quality Print*Shop, $6.00; W. Cudmore, $103.35; Motion by Cook second by Bach carried that the City Engineer be authorized to purchase crushed granite or trap rock, in an amount not to exceed $200.000 , On motion -by Adler second by Kitzman the City Engineer was authorized to buy another barrel of paint for parking spaces,if necessarya The City, Engineer submitted an estimate of cost for forty-four park- ing signs and thirty through street stop signs, which was considered by the Common Council, the said estimate of cost being $482„60. Alderman Cook introduced a resolution authorizing and directing the City Engineer to purchase thirty through street stop signs and forty-four curb z parking signs, at a cost of $482.60, which was read. Upon motion by Adler second by Bach that the said resolution be adopted as read, and all voting in favor thereof,. President Weeks declared the said resolution duly passed and adopted. Alderman Wright introduced a resolution appropriating $49900 from the Fire Protection Fund and ordering payment made to the City of Dubuque,, Iowa, as payment in full for one horse drawn steamer,. purchased August 20th, 19259 which was read. Upon motion by Bach. second by Cook thit the said resolution be adopted as read, and all voting in favor thereof, President Weeks declared the said resolution dulypassed and adopted. s Alderman Bach introduced a resolution granting permit to the Veterans of Fbreign Wats to hold, give and conduct a public dance in the National Guard Armory on October 22nd,. 1925, and fixing the fee at the sum of $1. 0 0 , which was read. Upon motion by Cook second by Bach that the said resolution be adopted as read, and all voting in favor thereof, President Weeks. declared the said resolution duly passed and adopted. s Alderman Adler introduced a.resolution granting permit to the Lin- coln Women's Relief Corps, to hold, give and conduct a public dance in the A.O.U.W. Hall on October 15th 3.9259 and fixing the fee at the sum of $1.00 which was read. Upon motion by Adler second by Bach that the said resolution be adopted as read, and all voting fn favor thereof, President Teeks declared the said resolu- tion duly passed and adopted. Alderman.Kitzman introduced a resolution granting permit to the B. P. 0. E t ,. No. 1091, to hold, give and conduct -)a public dance .in the National Guard Armory on October 15th, 1925, and fixing the fee at the sum of $1.00, which was .read. Upon motion by Postier second by Mright.that-the said resolution be adopted as read, and all voting in favor thereof, President Meeks declared the said resolution duly passed and adopted. Alderman Postier introduced a resolution granting permitoto the Queen City Club to hold, give and conduct a public dance in the A. 0. U. `TFI. Hall, on Octob l7th, 1925,E and fixing the fee at the sum of $1.00„ which was read. Upon motion by Bach second by Cook that the said resolution be adopted as read, and all voting in favor thereof, President Meeks declared the said resolu- tion duly passed and adopted. Alderman Cook introduced a resolution granting permit to the Junior.Club to hold, give and conduct public dances in the Woodman Hall, on October 15th, and 19259 and fixing the fee at the total sum of $2.00, which was read. Upon motion by=Cook second by Adler that the said resolution be adopted as read, and all voting in favor thereof, President Meeks declared the said resolution dully passed and adopted. Alderman Postier introduced a resolution granting permit to the Girls' Get-To-Gether, to hold, give and conduct a public dance in the National Guard Armory on October 23rd, 19259 and fixing the' fee at the sum of $1.00, which was read. Upon motion by Cook second by' Bach that the said resolution be adopted as read, and all voting in4.N;ivr thereof, President .Meeks declared the said resolution duly passed and adopted.
