Roll Call, Present: Liddle, Erickson, Hicks, Lemmon, Miller.

This being the time and place fixed for the opening of proposals
for the reconstruction of the surface drainage sewer in Third Street

Northeast, between Broadway Street North and First ,Avenue Northeast, and
the construction of a surface drainage sewer in Third Street Yortheast,

between First Avenue Northeast,' and. the Zumbro River, the following bid of

Wm. C. Fraser & Son, was ppened and read: 21" vitrified pipe sewer "1.83

per ft., manholes `;'50,00 each.
Alderman Schroeder came in at this time and took his Chair.
Alderman Hicks introduced the following resolution, which was read:
Be it r.asolved by-'the,Cgmmon Council of the City of Rochester,
Minnesota:
That the bid and proposal of Wm. C. Fraser & Son, for the furAishing
of all labor and materials necessary for the reconstruction of the surface
drainage sevier in Third Street Northeast, between Broadway Street North
and First Avenue Morthea,st, and the construction of a surface drainage
sewer in Third Street northeast,, between First Avenue Northeast and the
Zumbro River, in accordance with the plans, profiles, and srecifications
for the said reconstruction and construction, Viz:
657 ft. of 21" vit, pipe sewer, ( 1.83
4manholes at (esch). . . . . . . . 9 5C'.00
be and the said bid and proposal id hereby accepted.
The amount of the bond to be riven by the said contractor is hereby
fixed at thesum of
Upon motion by Erickson, second b-T Hicks, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.

Upon motion by Schroeder, second by Hicks, W.E.Mitchell./Superintend-
ent of the Dumping Grounds, was grantied a ten day vacation beginning;
on September 25th,19;?8, and ending October 5th,1928.
The following petition was read, and President Liddle ordered that
the same be placed on file:

Upon notion by Erickson, second by Hicks, and all voting in favor
thereof, Recess was taken in order that the entire Council meet with the property
owners to view the grade at the intersection of Fourth Street Southeast and Sixth
StrE,et Southeast.
Pursuant to recess taken, the Council again convened and were called to
order by President Liddle.
Roll Call. Present: Liddle, Erickson, Hicks, Le,-jmon, Miller, Schroeder.
Absent: Rommel.
Paul McGeary, J. H. Schiltz, and Frank Case, appeared before the Common
Council and explained the need for a storm sewer in First Avenue Southvest between
Third Street and Fourth Street, and upon motion by Lemraon, second by Hicks, the
same was re&erred to the Seger Committee and the City Engineer for their report at
the next meeting of this Common Council.
Upon motion by Hicks, second by Erickson, and all voting in favor
-trhereof, the Purchasing Committee were authorized to make the necessary purchases for
the completion of the equipment for testing of butter fat in the office of the
'lilk Inspector.
Emergency autholi;Ations covering the building of a sidewalk through
',Aayo Park and the moving of the Band Shell in llayo Park_, were read, and upon motion
by Hicks, second by Erickson, and all voting in favor thereof, the Mayor of the City
of Rochester, Minriesot^,, was requested to sign the same.

Upon motion by T,emmon, second by Nicks, an appropriation was made
from the nark Improvement 11tind to the Mayo Trust Fund, covering;
1486.95
payrolls .for labor, for the week ending September 7th,192.8/ ^,nd the Park
Board was requested to furnish .a duplicate of the said payroll to the
City Clerk; the said approprii tion to be qualified by resolution at meeting
September 26, 1928.
Upon motion by Hicks, second by Erickson., 'Council 'adjourned to
