Meeting called to order by President Liddle. HlokB, Roll Call, Present: Liddle, Amundson, Dallman.,/Miller, Rommel, Vihstadt,. Absent: None* ifl The report of the City Treasurer for the month ending September 30*7 .A.1930, showing $257871.53 as being on hand was read and President Liddle ordered that the same be placed on file. The report of the Clerk of the Municipal Court for the Is week ending Sepember 29th.1930, showing criminal fines collected $216,00, civil fees received $4,25,, Olmsted County check for local Municipal Court fees for August.1950, received in the amount Of $109,75,, and court costs charged to Olmsted County $6,75, was read, and President Liddle referred the same to the City attorney, The application of Charles J* Wilber for an electrician's license was read,, and upon motion by VIhstadt,, second by Miller, license was granted. The electrician's li-cense bond of C. J. Wilber with Clarence -R. Thompson and Wm. G.Roeder as sureties thereon.each in the amount of $l,OOOaOO was read, and upon motion by Hicks, second by.Dallman, the said ail sureties were accepted, the said bond was approved and it was ordered 01 that the said bond be placed on file. The application of J. C. Adams for a transfer of taxicab license No.26 covering Ford sedan 5 passenger taxicab with Minnesota license No. B155686 to cover a Ford Town Sedan, 1930 model, with State license No. B30481 was read and upon motion by Vihstadt a econd by Rommel, transfer was granted. The application of Leo Fe CavarAugh for permission to illy Install two gasoline pumps at the curb In front of his location at 218 Broadway Street North was read,, and a motion by Hicks, second by Amandeen that such permission be not granted,, carried by all voting in favor thereof. If Copy of requisition by the Health Officer up&3& Saint Mary's Hospital for the isolation of Miss Clara Stumpe diagapeed to be suffering from scarlet fever, was read, and President Liddle ordered that the same be placed on file. Upon motion by Hicks, second by Dallman,, the City Clark was II instructed to write off the value of the City Toolhouse as It has been wrecked and also attend to the cancellation of,the,inBurance on the building I 4 6R'7 and to the transfer 'of the insurance on the contents to cover the same while .in the City Warehouse. ; The following recommendations of .the Equalization Board was read and President Liddle ordered that the same .be placed on file: " Rochester, Minnesota, October .3, 1930. Honorable Common Council... City of Rochester, Minnesota: Gentlemen: We, the City Board of Equalization of this. City respectfully report that on this date we affixed our signatures .to ,the City. Assessor's Record Book for the 1930 real estate valuations, each with the reservation that we are not satisfied with the assessments as we leave them, The intent of the lsw is not that the Equalization Board shall :Hake the assessment, so after having disposed of the protests of those who appeared before the Board, we have signed the Assessor's 1930 real estate tax books and have passed on to the next reviewing Board 1930 taxable values in which inequality predominates to such an extent that the time available precludes the possibility of making any showing toward the correction of them. The appointment by Chas, Sheard, President of the Kiwanis Club of Mr, J. A. melone to .serve as a member of the Citizen's Clock Committee from that organization, and the appointment by Dr. Wm, Carpenter MaoCarty, President of the . . Rotary Club of Mr. -Harold Thompson as a member of the Citizens' Clock Committee from that organization were each read, and President Liddle ordered that the same be placed on file. The guarantees of Heffron & Fitzgerald and of the H. J. O'Neil, guarantee the roof on the new central fire station building for a period of fifteen years and also guaranteeing the fleshings for a period of ten years, were each read, as was the guarantee of Heffron & Fitzgerald to remove and replace t�-� top cement finish that now show in areas yA hair cracks provided the surface becomes entirely loose from the under slab within a period of one year, and upon motion by Miller, second by Vihstadt, theseguaran"es were accepted, and it was ordered that the same be placed on file. A statement of the costs of operation of the local sewage disposal plant during the period October lst,1929 to September 30th,1930, inclusive, showing a total of $12027.69 as prepared by the, City Clerk of said City, was laid before the Common Council and President-Liddle-ordered that the same be placed on file. 91 Upon motion by Miller, second:by:Vihstadt, the City Clerk was instructed to bill Saint Mary.'s Hospital for 6.11 per cent of the above costs,and the Rochester State Hospital for 11.89 per cent of the above costs, as being their share of the expense of operation of the local sewage disposal Plant fo the period above mentioned. • .The following aammunications from the Board of Directors of the Public Library, were each read, and President Liddle ordered that the same be placed on file: " October 4,1930 Mr., A. Wright, City Clerk, Rochester, Minnesota. }: • Dear Sir: t At a regular meeting of the Directors of the Rochester Public Library,, -held October 3rd,1930, - the following resolu- tions were adopted: "WHEREAS, the Repairs and Improvement Account (Code Nd.7) of the Library Fund is now overdrawn, WHEREAS, -the Miscellaneous and Expense! Account (Code Noll) of the Library Fund has a surplus above present needs, therefore be it RESOLVED, that,four hundred dollars, 1$400.00) be transferred from the Miscellaneolp and Expense Account (Code Noll) to the Repairs and Improvement+ Account, '(Code #?) and that an order be drawn for the. amount • on, the MisawlUneous and Expense Account." In response to our publication for bids for an oil burner heater for the Library, the following bids were received: Stolz & Finch $ .726000 (Silent Automatic) Heating Specialty.Company $ 767.00 The above bids conform to the specification as required by the Library Board. Fraser & 3on for the construction of a surface drainage sewer in Kutzky Park, showing the sum of $703.80 as being due the said contractor, were each read, and President Liddle drdered that the same be placed on f ile . The following report of costs for sprinkling, flushing and calcium chloride application, during the sprinkling season of 1930, was read, and_President Liddle ordered that the same be placed on file: . Gentlemen: I respectfully report that the disbursemcats for sprinkling, flushing and placing ,of calcium chloride (actual disbursements) during the period April.lst,1930, to September 30th,1930, were $10967.58, to which shall be added $529.00 for bills contracted during that period and which remain unpaid and for City Engineer's payroll items remaining unpaid from that period, and'to'which shall be added the sum of $2407.36 for depreciation of the motor driven sprinkler -flusher as a continuation of the depreciation basis of 7•s*t,,- year wherein the disbursem,4ats for flusher -sprinkler operation during the above mentioned period consisting of gasoline, oil, repairs and insurance, totaling $939,64, were deducted from the actual hours of ,operat ion at $2.00 per hour, totaling $3347.00, the subtraction leaving the above mentioned $2407.36, and continuing the last years depreciation of,$25.00 on the sprinkling wagons, making a total bf $13928.94, to 'whioh is added 1/6 of the said total to set up an est Imated expenditure for the month of October,1930 of $2321.49, which makes the total for the 1930 sprinkling season to be !$l6250e43. Upon motion by Hicks, second by Amundsen, that the said resolution be adopted as read, and All'voting "in favor thereof, President Liddle declared the said resolution duly passed and adopted: Alderman Hieks,introdueed a resolution authorizing the Board of Directors of the Public Library to transfer $400.00 from Code 11 for miscellaneous expenses in the Library Fund to Code 7 for repairs and improvements in the Library Fund, which was read. . Upon motion by:Rommel, second by Miller, that the said resolution be adopted as read, and all voting in favor thereof, Vresident Liddle declared the said resolution duly passed and adopted. Alderman Vihstadt introduced the following resolution, which was read: "WHEREAS, A crack has developed in one of the sections of the heating boiler at the Sewage Disposal Plant, which necessitates the removal of this defective section and the installation of a new one, and WHEREAS., the need for this heating equipment at the sewage disposal plant is such that the delay occasioned by the advertisement for proposals for the installation of this new section would greatly hinder the operation of the sewage disposal lant; SO THEREFORE, Be it resolved by the Common Council of the City of. Rochester, Minnesota: That the Sewer Committee and.the City Engineer o r said City be and they hereby are authorized and directed to secure the necessary labor, materials,etc., and install this new boiler seat ion shove mentioned." Alderman Vihstadt introduced a resolution appropriating $29000.00 from the Street and Alley Fund for use, of the Street and Alley Committee, which was read. Upon motion by Amundsen, second by Romme i, that the said resolution be adopted as read, and all voting in Pavor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Dallman introduced a resolution appropriating $850.00 from the Sewer Fund anti ordering payment made t o Martin Paulson for apply OR contract for construction of a surface drainage sewer in Seventh Street Northwest, Second Avenue Northwest to Sixth Avenue Northwest, which was read. Upon notion by Vihstadt, second by.Miller,:that the said resolution be adopted as read, and all voting i;L favor . thereof, President Liddle declared the said resolution duly passed and adopted, Alderman Miller introduced a resolution appropriating $703 .SO from the Sewer Fund and ordering payment made to.Wm. C.'Fraser & Son terapply on contract for construction of a surfaos •drainage sewer in Kut ley' par] , • which was read. Upon notion by Rommel, second by Vihstadt, that the said resolution be adopted as read, and all voting in -favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Vihstadt introduced a resolution appropriating $626.09 from the Permanent Improvement Revolving Fund and ordering payment made to Kris Nielson for the grading of Seventh Averaie Southwest from Sixth Street Southwest to Eleventh Street Southwest; which was read. Upon notion by Vihstadt, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Romthel introduced a resolution appropriating $1851.10 from the Park Improvement Fund and ordering payment made to the Mayo Trust Fund for payrolls for labor during the period. of the weeks ending September ` 19th, September 26th, and October 3rd,1930, which was read. ' IIpon motion by Hioks, second by Rommel, that the said resolu- tion be adopted as read, and all voting in favor t lereof, President Liddle ` declared the said resolution duly passed and adopted. 697+1. Alderman Rommel introduced a resolution -fixing 7:30 o'clock P,M., October 20th,1930,.as the time for a hearing on the levying of special assessments for the cost and expense or.zjpiftkttb, sidewalks, which was read. Upon motion by Miller, second by I?allman, that the said resolution be adoptedas read, and all voting in favor thereof, President Liddle.declared the said res olutiQn duly passed aril adopted; Aldermsn•Vihstadt introduced a resolution levying special assessments for sprinkling Groadway Street North and .South •fr.om Sixth Street Southeast and Southwest to Thirteenth Street Northwest and Northeast# which was read. Upon motion by Amundsen, second by Dallman, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said Tres olut ion duly passed and adopted, Alderman Vihstadt introduced a resolution levying special assessments for sprinkling First Avenue Southwest and First Avenue Northwest from the South line of Fifth Street Southwest t o the South line of Sixth Street Northwest, which was read.
