Meeting called to order by President Liddle. Roll Call. Present: Liddle, Amundsen, Dallman, Hicks; Miller, J Moody. Absent: Norton. Upon notion by Moody, second by Hicks, the minutes of the meeting held on June 15th;1933; were approved: This being the time for adjourned and continued action on the proposals of Fraser & Feller, H H: Frankamp, and Phelps -Drake ComparW9 for the construction of a trunk line sanitary sewer in parts of Broadway Street North and Fourth Street Northeast, or Broadway Street Northland Sixth Street Northeast, Ald Moody introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesotah That the bid and proposal of C: G. Dr. J: E: Crewe talked of the need for a public parking grounds with proper supervision and President Liddle referred his suggestion to the Public Grounds Committee: Alderman Norton came in at this time and took his Chair: Roy Goodenough asked for refundment of the $7.00 which he paid for a barber shop license some years ago in that the ordinance was declared uncon- stitutional by the supreme court of Minnesota, and he also made request that he be reimbursed the $500 which he had to pay for repairs to his automobile after a collYsion with one of the city owned trucks driven by Carl Boliou, and President Lidd e referred these two matters to the City Engineer and the City Attorney: The report of the Clerk Of the Municipal Court for the week ending June 19th919339' showing criminal fines Collected $53409 civil fees received $2.009 conciliation court fees received $3.001, court costs charged to Olmsted County $7000, and pines collected due to Olmsted County $10.00, and for the week ending June 26t)t919339; showing criminal fines Collected $83:00, civil fees received $4:25, conciliation court fees reoeived $8.759 and court costs charged to Olmsted < County $5:409 were each read, and President Liddle referred the same to the City Attornor. Vpon motion by Hicks, second by Amundsen, the s= of $10.00 was appropriated from the deneral Fund, and it was ordered that the said Isum be paid to Olmsted County, Minnesota, for local municipal Court fines collected due to Olmsted County$ Minnesota. t The appliobtionsof Earl J. Treasurer Of said City for the payment of the above set forth salaries and compensations for extra engagements, which payments are to be made upon the 16th day of each montl and upon the last day of each month during the said ten weeks period for such sums t may be due each of said persons after deductions for not appearing at concerts or rehearsals, plus what they may have coming for extra engagements, which payments shall be made only after the certificate of the Secretary of the Band Committee filed not later than the fifteenth day of each month and next to the last day of each month showing what amount is due each person in the said Rochester Park and Municipal Hand personnel. * Upon motion by Amundsen, second by Miller, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Senator Shipsteed that this Common Council concur with the request of the Rochester Chamber of Commerce and ask that he use his influence toward the changing of the sidewalks mentioned: * June 28,1933 Honorable Mayor and Common Council City of Rochester Gentlemen: Our committee has given consideration to the location of sidewalks around our new post office building: We are inclosing a copy of letter which we sent to Senator Shipstead seeking his support and influence in this matter: We would like to have the City of Rochester send a letter of like nature. Arnstrong City Engineer: Upon motion by Hicks, second by Amundsen, the Chair was requested to appoint a Committee to keep in touch with regulations,etc:, relative to governmental assistance under the Public Works and Industrial Recovery Legislation i and President Liddle accordingly appointed the Street and Alley Committee, the City Engineer and the City Attorney as the committee for that purpose and made request ,that the Mayor serve with then: The City Clerk asked that this public record be made of the intensive campaign he, as a member of the Public Employes Retirement Association Board, did make toward having all local membership possibilities familiar with the provisions and the benefits to be derived from membership in the Association set up by Chapter 3079 Session Laws of 19319 as amended by Chapter 3749 Session Laws of 1933 his object in establishing this record being that in the future when those who now stay out commence to expect sympathy for the financial condition they find themselves in and a continuity of appointments (pension at the expense of the tax payers) it may rest here as indisputable evidence that the fault laid with the individual personally i the for not having taken,/advantages offered: The following circular letter was offered a I the last semi-monthly plea, explanation, etc., put out by the said City Clerk since the adoption of the said legislation by the City of- Rochester, Minnesota, May 5, 1931 p (The Mayor, Judge of Municipal Court and City Clerk held a meeting in the City Hall Community Room the evening of June 269 19339 for discussion of questions that might have developed in the minds of prospective members, after having made request of all department heads that their employes be requested to attend this meet ing.) if "Rochester, Minnesota, June 30 ,19 33. ' 1 J The Association he;s made provisions to accept a note, payable in reasonable instalments, at -5% interest, for the total of what would have been the deductions had -the person concerned been a member since July 191931, which thereby pats &11 old employes on an equal footing; with the interest -on the deductions mentioned and the membership fee to be paid in cash to accomparar application. In cases where the note might make an added financial obliga- tion too great to assume, I feel sure that the Association would grant note renewals where interest has been taken care of and earnest { attention has been given to the principal liability, as your paper _ held by the Association at a 5% interest rate is a better income invest i ment than most securities will yield, except that were you to leave the service and refundment was requested you would be returned such deductions as had been made since membership plus what you had paid on the note principal only at such time as the note was fully paid. Nelson, were duly appointed as Patrolmen with original appointments and WHEREAS, The salary was fixed at that time for Patrolmen with original appointment to separate them from Patrolmen with more than two years service, with the understanding that these named .persons be paid the salary of Patrolmen with original appointment until they had served two years, and WHEREAS, their two years service as Patrolmen with original appointment ended June 16t h,1933; SO TIEREFORE, Be it resolved by the Common Council of the.
