Minutes of an adjourned regular meeting of the Common
Council of the City of Rochester, Minnesota, held in the Council Chambers, in the
City Hall, in said City, at 7:30 o'clock P.M., on August 29th91933.
Meeting called to order by President Liddle.
Roll Call. Present: Liddle, Amundsen, Dallman, Hicks, Miller,
Moodr, Norton. Absent: None.
Upon motion by Hicks, second by Amundsen, the minutes of the
meetings held on August 15t h,1933, and August 23rd919331 were each approved.
President Liddle announced this as being the time and place
fixed for hearing on the construction of a sanitary sewer and the laying of lateral
connections in Broadway Street South, between Fourth Street and Sixth Street, and
asked if there was any person present who wished to be heard concerning these
improvements.
Earl A. Vine, was present and expressed himself as favorable
to these improvements provided that the sanitary sewer and the lateral connections
are laid at the same time so that the street will not have to be torn up only once.
Mr. Watson, State Probation and Parole Agent, asked for offic
space in the City Hall building, and upon motion by. Hicks, second by Amundsen, the
office assigned to the City Attorney, Room 2059 was made available for Mr. Watson's
use.
The report of the Clerk of the Municipal Court for the week
ending August 21st 1,1933, showing criminal fines collected $235,35, civil fees receiv)(i
$,3.40, conciliation court fees received $1.859 court costs charged to Olmsted
County $10.859 and fines collected due to Olmsted County $101975; and for the week
ending August 26th919339 showing criminal fines collected $99-000, civil fees received
$4 05, conciliation court fees $4.259 court costs charged to Olmsted County $11.559
and fines collected due to Olmsted County $254009 were each read, and President
Liddle referred the same to the City Attorney.
Upon motion by Moody," second by Dallman, the sum of $126.75
was appropriated from the General Fund and it was ordered that the said sum be paid

to Olmsted County,Minnesota, for local Municipal Court fines collected due to
Olmsted County.
The application of A. G. Berndt for a public dance pelmit at
the Woodman Hall September 2nd, 9th, 16t h, 23rd, and 30t h,1933, was read:
The application of Charles H. May, for an On Sale license to
sell non -intoxicating malt liquors at 12 First Avenue Northwest, was read and
President Liddle referred the same to the License Committee.
The applicationsof Merritt Horn, Howard G. Koelseh, I. D. Morns,
Homer M. Strangeway and 8: W Hinrichs, for drivers licenses were each read, and upo
motion by Dallman, second by Amundsen, licenses were granted.

The application of Mary H6 manson for a soft drink
dealers license at 1024 Third Avenue Southeast, was read, and upon motion
by Dallman, second by Moody, license was granted.
The following endorsements relative to public works
Program were read, and President Liddle ordered that the same be placed
on file:

At a regular meeting of the Trades and Labor Assembly of
Rochester on August 24th, I&he following motions were passed:
Regularly moved and seconded that this body go on record
as indorsing the councils program of using; available funds for
Public works, and securing additional Federal funds for alleviating
the unemployed condition in this city. Motion passed unanimously.
Regularly moved and seconded that a copy of this motion be
sent to the city council, and the Rochester Post -Bulletin. Motion
passed unanimously.

is deemed necessary at thi's time be approved and we, as a club, give
it our whole hearted support:"
The above recommendation was approved by the board of
directors on August 21st.

Bank Bond, Wichita, Kansas, 4%9' due November 1119579 and $690001b-00 Federal
Land Bank Bond of St.Louis, 4%, due November 191957:
We wish to substitute for the above the following: $59000.00
Chicago and Northwestern Railroad Company Equipment Trusts, 42-% Bonds,
dated September 19 1929, due September 191938; $5,000.00 Illinois Central
Railroad Equipment Trusts, 7% Bonds, dated October 191920, due October 19
1935.
Will you please instruct Mr. Carl G. Schwarz, City Treasurer,
to ask the Federal Reserve Bank for release of the first mentioned above

the Sinking Fund, held at 10 :00 o'clock Ate• , Au dust 15th91933, was read, and
upon motion by Moody, second by Amundsen, the actions set forth therein were

A memorandum to the effect that to and including
August 17th,19339 20,740 gallons gasoline have been taken on the contract
with the Co -Operative Oil Company, was read, and President Liddle ordered
that the same be placed on file.

sprinkling costs and what depreciation charge for Xneh nery to be included
in the sprinkling costs, were discussed by the Common Council, and upon
motion By Hicks, second by Dallman, it was ordered that the same estimate
for October and the same depreciation charges as were used and included
in the sprinkling costs for the past three years be set up for the 1933

It was reported that funds for 1933 weed inspection
have been used end upon mot ion by Hicks, second by Moody, the City Clerk
was instructed to notify Mr:.Fred N Witzke, Weed Inspector, to discontinue
weed inspection serviced:

SO THEREFORE, be it and it is hereby resolved' by the Public
Utility Board of the City of Rochester, Minnesota, that the Common' Council of the
said City be and is hereby requested to authorize .the Public Utility Board to set
aside for construction purposes the amount herein stipulated and to make formal
application to the Federal Emergency Administration of Public Works through the
Minnesota Public Works Advisory Board for a grant of thirty (to) percent or
097,316.53 as provided for in the National Industrial Recovery Act*

Alderman Norton. introduced the following resolution, which was

"Be it resolved by the Common Council of the City of Rochester,
Minnesota:

That 0426;08 be and the said sum is hereby, appropriated from th
Sewer Fumd of said City and ordered paid to City of Rochester, Light Department for
electricity furnished for power at the Sewage Lift Station 4961 S2.00, and at the
Sewage bisposal Plant, 6935, $4244089 as per billings of August;15th, 1933.
The Mayor and City Clerk are hereby authorized and directed to
draw a warrant for said sum upon the City Treasurer in accordance herewith, and

'"WHEREAS, Tbe, Public Utility Board of the City' of Rochester,
Minnesota, have prepared a proposed public works program for the purpose of relieving
the local unemployment situation, seventy (70) percent of which` they will finance
from funds in their possession at ` this time, leaving the other' thirty (30) percent
to be realized from a grant provided for in the National Industrial Recovery Act' an.
WHEREAS, Under date of August 28th, 19339 the said Public
Utility Board passed and adopted the following quoted resolution asking for authority 4
from the Common Council of the City of Rochester, Minnesota, that they be allowed to
set aside and allocate Public Utility Funds for the said projects, and that they be
authorized to make formal application to the Federal Emergency Administration of Pub Iic
Works through the Minnesota Public Works Advisory Board for the thirty (30) percent
grant:
'W HEREAS, the Public Utility Board of the City of Rochester,

Public Utility Board of the City of Rochester, Minnesota, that the
Common Council of the said City be and is hereby requested to authorize
the Public Utility Board to set aside for construction purposes the amount
herein stipulated and to make formal application to the Federal Emergency
Administration of Public Works through the Minnesota Public Works Advisory
Board for a grant of thirty (30) percent or $279316.53 as provided for in
the National Industrial Recovery Act."
So therefore, Be it resolved by the Common Council of
the City of Rochester, Minnesota:
That the public works program set forth in the above
quoted resolution is hereby in all things approved; that the Public Utility
Board of said City is hereby authorized to set aside and allocate Public
Utility Funds in the amount of $639738057 for payment of seventy (70)

percent of the cost of the above mentioned improvements $919055.10; and that the said
Public Utility Board is also authorized to make formal application with the Federal
Emergency Administration of Public Works through- the Minnesota Public Works Advisory
Board for a grant of thirty (30) percent or $271,316.53 for payment of the balance of
the cost of the above described proposed projects*"
Upon motion by Moody, second by Norton, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed end adopted.
Alderman Amundsen introduced the following resolution, which
was read:
"WHEREAS, The Union National Bank of Rochester, Minnesota,
have made request to change some of .their collateral deposits VIth the Federal
Reserve Bank of Minneapolis, Minnesota, placed in lieu of a City Depository bond,
which said request is quoted as follows:

Alderman Amundsen introduced a resolution ordering
plans, profiles, specifications and estimate of cost for the construction
of a sanitary sewer and the laying of latbral connections in Broadway
i Street South between Fourth Street and Sixth Street, and ordering that the

The City Engineer submitted plans, profiles, specifications and
estimate of cost for the repaving of certain parts of streets and avenues under a
30% grant from the Governnent," as provided in the National Industrial Recovery Act,
which were accompanied by the following quoted communication:

. In submitting estimates of the foregoing projects of repaving of
streets and avenues, I have been governed by the tabulated costs of similar
projects which have been constructed by this department during the years' of
1928-192 9-30--31 and 19 32:
Our records show a labor cost of 25a4% to 27%.
The costs for the year of 19329 being 26% of the whole cost: The
entire project as herein set forth amounts to :--------------- �$31,377:31
as estimated if done by day labor by the City Engr' s Department.
If constructed and we allow for the cost of contractor's bond,
compensations, overhead and reasonable contractor's profit, the entire cost
will amount to $38,574407
To this amount, the City may receive 30% under the N.I.R:A.,
