Minutes of an adjourned regular meeting of the Common Council
of the City of Rochester, Minnesota, held in the Council Chambers, in the City
Hall, in said City, at 7:30 o'clock P.M., on October 23rd919330,
Meeting called to order by President Liddle:
Roll Call: Present: Liddle, Amundsen, Dallman, Hicks, Miller,
Moody, Norton. Absent: None:
Upon motion by Moody, -second by Amundsen, the minutes of the
meeting held on October 16th,1933, were approved.
President Liddle announced this as being the time and place
fixed for a hearing on the levying of special assessments for the cost and
expense of repairing sidewalks and asked if there was any person present
who wished to be heard*
There was no person present who wished to be heard concerning
the cost and expense of sidewa4:repairs and the City Clerk reported that no
written objection had been filed against any of the billings made for sidewalk rep
casts:
Alderman Miller introduced a resolution levying special
assessments for the cost and expense of making sidewalk repairs during 19339
which was read.
Upon motion by Amundsen, second by Moody, that the said
resolution be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.
Alderman Miller introduced a resolution levying special
assessments .for the cost and expense of sidewalks constructed during 1933, which
was read.
Upon motion by Hicks, second by Miller, that the said
resolution be adopted as read, and all voting in favor thereof, P residant Liddle
declared the said resolution duly passed and adopted.
Rev. W* W,. Bunge talked in support of levy for the
construction of a surface drainage sewer commencing at the intersection of
Fourteenth Avenue Southwest and Second Street Southwest, and running west in
Second Street Southwest to Sisteenth.:Avenue Southwest, thence in Sixteenth Avenue
Avenue Southwest ind Northwest to the alley running east and west in Block 3 in
Cascade Manor, thence east to Thirteenth Avenue Northwest and in Thirteenth Avenue
Northwest to Nut►zky Park, and thence to Cascade Creek, as a relief for the poor
drainage condition at Second Street Southwest and Fifteenth Avenue Southwest, where
during a heavy rain the surface water from Fifteenth Avenue Southwest carries dirt,
silt and gravel across Second Street onto the property owned by a relative of his.

Anderson, as Special Patrolman, October.20th91933 to October 26th,1933,
inclusive, at a compensation of $200 per day, was read, and President Liddle
f' ordered that the same be placed on file.
Estimate certified by Alderman Amundsen in favor of
E. J: Puterbaugh & Company, showing $214*i95 as being due on contract for

painting of the outside of .the Witherstine house, and $8.50 extras for
glas$ glazing, etc., was read, and President Liddle ordered that the same ,

Upon motion by Amundsen, second by Miller, the
Public Grounds Committee were authorized to provide tor the repair and

improvement of the Civic League quarters in the Witherstine house.
A communication from Ambrose Fu11er,State Attorney
for the League of Minnesota Municipalities, asking for information as zto
liquor control experience, during the past 6 months, was read, .and President
Liddle referred the sane to the Chief of Police.

Upon -motion by Miller, second by Amundsen, the
City Clerk was authorized and directed to go to St:Paul,Minnesota, for a
conference with Mr: Carey, State Engineer,P.W.A* relative to the Prepara-
tion of proceedings in advertising for bids for the proposed bridge on
r Fourth Street Southeast over the Zumbro River, specification forms,

CI proposal forms, contract forms, etc.
Y The City Clerk reported that pursuant to Common ,

Council action taken August 8th91932, he credited the Wm. H. Ziegler Company,
r
Inc:, $700.00, as a bill payable for the furnishing of a drag line and
scraper, without power, for use at the Grassl a gravel pit, which said
action provided that payments of 070.00 per month be made as rental to f
apply on the purchase price and that after having made payments totaling $595.00 the
Ziegler Company claimed that the account was closed, but he oould never get a
billing from them showing where the $10500 difference went to and recommended that
so long as they claimed the account was closed that the $105.00 balance to their
credit on the City of Roches#er general ledger be charged off.
Upon motion by Hicks, second by Moody, it was ordered that the
above mentioned credit of $105.00 to'1m. H. Ziegler & Company, Inc., be charged off.
(The correspondence in the matter being filed for public record.)
Upon motion by Miller, second by Norton, Manfred H. Waldron,
Milk Inspector, -was authorized to attend a meeting of the Southern Minnesota Dairy
Inspectors at Winona, Minnesota, October 24th,1933:
The City Clerk called attention to evident errors on the part of
the City,En-inver in planning the 1933 sprinkling of Seventh Street Southwest, from
the west line of Eighth Avenue Southwest to the east line of Tenth Street Southwest,
and Fifteenth Avenue Northeast *from the south line of Second Street Northeast to the
north line of Center Street East, and rec cmmended that as no 1933 sprinkling was
furnished at those two descriptions, that assessments No.1551 and 1552 be cancelled.
After an oral statement by the City Engineer that no sprinkling
service was rendered to these locations, a motion by Hicks, second by Amundsen,
carried_ that the assessments No. 1551 and 1552 be cancelled and that the amount
represented by these two assessments be appropriated from the General Fund, Code 18,
for payment to General Fund, Code 20,
/as being the further difference between assessments levied and sprinkling costs.
The following claims were read, and upon motion by Hicks, second
by Moody, the same were allowed, and the Mayor and City Clerk were authorized and
directed to draw warrants upon the City Treasurer and make payments accoordingly:

Aldexsnan Hicks introduced the following resolution,which was re
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That the said Common Council does hereby assent to and approve
the levy of taxes to the amount of Two Hundred and sixty two thousand nine hundred
eii_!ht dollars ($262908:00) for general school purposes, made by the Board of Educa-
tion of School District No.B of the said City on the 3rd day of October, 19339 on
the taxable property within said School District No:B. " ,

Upon motion by Hicks, second by Moody, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolutio4 duly passed and adopted.
Alderman Moody introduced a resolution appropriating
$254.33 from the Park Improvement Fund and ordering payment made to the
General Fund for 1933 sprinkling and flushing costs around public parks, which
II was read. q .
Upon motion by Norton, second by Moody, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted._
Alderman Amundsen introduced the following resolution,
which was read:
"Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the sum of $2230,45 be and the said sum is
hereby appropriated from the General Fund of said City and ordered paid to
E.J.Puterbaugh, Oscar Scharlow and Clarence C.Capps, co-partners doing
business as E.J.Puterbaugh & Co., for the repainting of the outside of the
house on the so-called Wi the rst ine Property, under contract $214 i 95 ; and
$8.50 for 9 lights of glass, glazing points, putty, and labor glazing;.
The Mayor and City Clerk are hereby authorized and
directed to draw a warrant for said sum upon the City Treasurer in -.'accordance
herewith, and cause said payment to be made."
Upon motion by Dallma n, second by Miller, that the
said resolution be adopted as read, and all voting in favor thereof, Presi-
dent Liddle declared the said resolution duly passed and adopted.
Alderman Dallman introduced a resolution appropriating
$370.10 from the Park Improvement Fund and ordering payment made to the Mayo
Trust Fund for payroll for labor during the week ending October 20th,1933,
which was read4
Upon motion by Moody, second by Amundsen, that the
said resolution be adopted as read, and all voting in favor thereof, Presi-
Ildent Liddle dealared the said resolution duly passed and adopted
In the consideration of budgets for the 1933 tax levy,
it was agreed that $500.00 be added to the tentative code 1, Street and
Alley Fund budget for the bituminus tireatment of Fifteenth Avenue Southwest,
between Second Street Southwest and Sixth Street Southwest, as 50,E of the,
estimated cost for this improvement, with the balance to be paid by the
property benefitted, which improvement is to be made as a remedy for the
surface water trouble at Second Street Southwest and Fifteenth Avenue
Southwest, thereby -eliminating the need for surface drainage sewer construe -
ion levy mentioned above in Rev. Bunge's plea for improvement of the situa-
ion there.

Moody, and Norton, who voted "Nay", Presidebt Liddle declared the said resolution
duly passed and adopted.
Upon motion by Miller, second by Amundsen, the City Clerk was
authorized and directed to prepare a resolution authorizing the Public Utility
Board to pay 10::percent on the gross $lectric Light and Water Department incomes to
the various funds concerned in the above 1933, general tax levy, in the percentages
that they represent as to the levy total, which authority shall be effective between
October.lst,1933, and May 31st1,1935-0
Alderman Hicks introduced a resolution granting public dance
permit to Local Union No04051 W.C:S'harnweber, agent, for the Woodman Hall, November
2nd,19339 and fixing the fee at $30-00, which was read:

said resolution be adopted as read, and all voting in favor thereof
President Liddle declared the said resolution duly passed and adopted.
Upon motion by Hicks, second by Miller, the
Common Council adjourned.
