Minutes of an- adjourned regular meeting of the Common Council of
the City of Rochester, Minnesota, held in the Council Chambers, in the City
Ball in said City on May 119 1936
The meeting was called to order at 7: 30 o'clock P. M: by President
Liddle, and upon roll call, the following members were present: Liddle;
Amundsen, Fryer, Green, Lemmon, Moody, and Richman. Absent: None+
Upon motion by Amundsen secondby Richman, the minutes of the meet-
ings held May 4 and May 79 1936 were approvedz
A petition signed by Carl E Thomas ete al, stating that paving
on First Street Southeast is in a very unsatisfactory condition, Grid asking
that the necessary steps be taken to repair the same, was read, and on motion
by Lennon second by Fryer, the matter was referred to the Street and Alley Com-
Mittee and the City Engineer with power to act to make the necessary repairs:

Bread Company, et. all asking for bituminous treatment of Eleventh Avenue
Northwest from Second Street ' Northwest to Fourteenth Street Northwest, was read,
and President Liddle referred the matter to the Street and Alley Committee, and
the City Engineer to confer with the County Commissioners of Olmsted County,
regarding the cost of that portion of Eleventh Avenue Northwest, which lies out-
side the City limits:

Shortly after the appointment of the present City Engine®r, 'he advised
l me that I was to remain in my present petition as assistant City Engineer. I was away
!from the city yesterday. It was a grett surprise to me this morning to learn that
(last evening the City Engineer, suggested to your body that he desired to appoint
another assistant City Engineer, thereby removing me from my present position:
I am a veteran of the late 'World War. I am certain that you men desire
to be fair in this matter This letter is, therefore, to call to your attention
the fact that I wish to. avail myself of the provisions of Section 43689 4369, and
4369-1 of Mason's Minnesota Statutes, which are commonly referred to as the Soldiers'

The application of Reny Foley for a public dance permit at the

President Liddle announced this as being the time and place fixed
for the opening of bids for wrecking the barn and th'e construction of a four -
stall garage on the Williams property:

Grounds Committee and the Building Inspector for tabulation and recommendations

The following communication from the Building Inspector was read, and on
motion by Amundsen second by Greens the recommendattions set forth therein were
granted:

Gentlemen:
I am herewith submitting sign applications on removed signs and recom-
mend that the various owners of these signs be given transfers.
The sign erected under Permit No. 3220 has been replaced by a new sign
160 sq. ft � on Lot 9; Block 1019 Willson's Addition; by the Clements Chevrolet
Company.
The signs erected under Permits #3233 and #3234 have been replaced by
a. new sign 26 sq. ft. on Lot 7, -Block 37; Original Plat, by Superior Service
Station;,
The sign erected under Permit No. 3229 has been replaced by a new sign
12 1/3 sq. ft� on Lot 6; Block 109 Original plat, by Monarch Bar. The fee for the

(ment s, and that the delay occasioned by the advertisement for bids would cause great
;damage to the public interests I hereby declare the existence of an emergency in said
mattr and orders authorize and empower you as City Clerk in charge of the purchase of

Alderman Fryer introduced the following resolution; which was

"Be it resolved by the Common Council of the City of Rochester,

That the bid and proposal of Vern Langton for .Alt.e-rnat-e #1 in the
amount of 0867:60; for the furnishing of all labor; materials, equipment, etc:;
necessary for the wrecking of the barn and construction of a four stall frame
garageon the Williams Apartment Property; in accordance with the plans, and
specifications which are now on file in the office of the City Clerk of said
City, be and the said bid and proposal is hereby accepted.
The amount of the bond to be given by the said contractor, is
hereby fixed at the swu of 1900 00. "

The City Engineer submitted specifications, estimate of cost and proposal
blank for one motor grader to be furnished to the City Engineer's Departments said

Alderman Amundson introduced a resolution/authorizing the City Clerk tp
advertise for bids for the furnishing of one motor grader for use of the City Engin-
eer's Department, according to specifications submitted by the City Iigineer, which

presented a communication giving a report of the Municipal Zoning Committee,
which was appointed December 2, 1935; and also explained the proposed zoning
ordinance which the Coimnnittee recommended be adopted: President Viddle ordered
that the communication be placed on file:
Alderman Riclimari introduced an Ordinance entitled "An -Ordinance
for the purpose of promoting health; safety; order, oonvenience and general
welfare by rerjulating the use 'of land, the location, size, use and height of
buildings and the arranF*ement ofi building on lot s °and the density of popu-

to publish in full the proposed Zoning Ordinance in'the official newspapers
in the City of Rochester; and to give notict of public hearing to be held at

Fand and ordering payment made to Code 10 of the Street and Alley Fund, being

Upon motion by Green second by Richman, the City Clerk was instructed to
publish a notice in the official newspaper in the City of Rochester, that all side-
walk repairs not made within thirty days from the date of the notice woul(be made by
the City of Rochester, and the cost thereof assessed against the properties.,
On motion by Green second by .Moody; the Common Council adjourned to
May 13, 1936
