HomeMy WebLinkAbout01-25-1937176 JAN r' - 1931 Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the ss: ' City Hall,' in said City on January 25th,1937. President Liddle called the meeting to order at 7:30 o'•clock P.M., the following members being present: Liddle, Amundsen, Fryer, Green, Lemmon, Moody, Richman. Absent: None. Upon motion by Moody second by Fryer, the minutes of the meetings of January 7th and 18th919379 were approved: E.H. Schlitgus, Erwin L.Briese 9. and Slade Schuster, representing a Committee from the Rochester Chamber of Commerce, were before the Common Council regarding truck traffic tfta Rochester from'the North, and recom- mended that said traffic be diverted on Fourteenth and Thirteenth Streets Northwest to Broadway. - - The following Committee Report was read, and Presidert Liddle ordered that the same be placed 'on file: "Jan. 25,1937. To the President and Members of the City Council: Gent 1 emen; The Street z�md Alley Committee together with the City Engineer have inspected the corner of Second Avenue and Fourteenth Street NSW. relative to the purchase of a portion of land on the North side of Fourt eerith Ave': The above portion of land USs to be used to increase the visibility and also to lessen the curvature of the road4 The committee feels that for the present that traffic should be directed over 12th St.N.W: to Broadway. Upon motion by Lemmon second by Moody the Committee from the Chamber of Commerce were asked to appear before the County Board of Olmsted County and to ask that the road from the west end of Fourteenth Street Northwest thence Northwesterly to the present Highway be designated a Farm to Market road in order that federal funds may be secured for the improvement of said road. f." 177 J A N }T1?? Y: Upon motion by Richman second by Fryer, the Mayor, the Street and Y .. rt: Alley Committee of the City. Council, and the City Engineers were apphinted a committee to co-operate with.,the Committee of the Chamber of Commerce. The report of the Clerk of the Municipal Court for the week ending January 25th519375 showing criminal fines and costs collected $80.60 , civil fees received $7.35, conciliation court fees received $3.509, and check from Olmsted County $70.509 was read, and President Liddle referred the same to,the City Attorney. An application signed by Floyd E.Markee asking for a license for off-sals ngn-intoxicating malt liquor license at No.110 Ninth Avenue Northeast, was read, and on motion by Moody second by Fryer, license was granted:. the following report from the City Engineer was read, and on motion by Fryer second, by Richman, the said street-vidth"s were approved, and it was ordered t the same be placed on file: " Jan. 2591937 O Hon. Respectfully, Arleigh C.Xmith CW Engineer:"' Alderman Amundsen introduced a resolution appropriating $2000.00 from the Street and Alley Fund for use of the Street and Alley Committee. which was read. ` Upon motion bar Moody second by Green, t lst the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted: ` Alderman Richnan introduced a resolution granting public dance permit to Walter C.Heins for `the Woodman Hall January 30th,1937, and fixing the fee at $3.009which was read. UT ,on motion by Fryer second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderinan'Moody introduced a resolution appropriating $389.00 from the General Fund and ordering payment made to Clements Chevrolet Company for Chevrolet Deluxe sport sedan .98590-00,less credit for 1935 Chevrolet 179 .r sedan %14700-009 for .use of tbo-Police Department, which was read. Upon motion by Richman second by Green that the said resolution be adopted as read, and all voting in .favor thereof, President Biddle declared the said resolution duly passed and adopted: Alderman Lemmon introduced a resolution appropriating $216.56 from the 1937 ` F.E.Williams Estate nmd and ordering payment made to Kruse Lumber Company for lumber furnished the Williams Apartment building, as per sworn billing of January 5th,19379which was read. Upon motion by Green second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted: Alderman Green introduced a resolution appropriating 0288405 from the Street and Alley Fund and ordering payment made to the General Fund, $ode 28, for 2462 gallons of gasoline furnished through the City Filling Station dur#, the period Oct.,16th91936 to January'19th919379 which was read. Upon motion by Fryer second by Richman, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating 3239.51 from the Park Improvement Fund and ordering,payment made to the Mayo Trust Fund for payrolls for labor during the period of the week ending January 22nd,1937,which was read. Upon motion by Lemmon second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. President.,Liddle announced this as being the time and place fixed for the receiving and opening of bids for the furnishing of all 1 ab or and materials for the construction of a city warehouse. The following bids were received and opened at this time: G.Schwartz & Company, $42,700:00, Alternate No.l, add $900.00; C . C . Pagenhart , 0479790.00 , Alternate No .1, add$12901,00 . The above prices being more than present funds available, no further action was taken on the bids except that the bid of G:Schwartz & Company, being the lowest responsible bidder, was held until an application could be made to the Federal. 180 JAN 2 5 1937 Emergency Administration of Public Works, for .an additional grant, and. extension of time for the commencement of the said project. -and John J. Fulkerson Jr. representing G.Schwartz & Company, and T.M.Moore, repre- senting the Federal Emergency Administration of Public Works, consented to the return to C.C.Pagenhart of the certified check which accompanied his bid: Upon motion by Green second by Richman the City Clerk was author- ized to return the certified check of C.C.Pagenhart. Upon motion by Green, second by Moody, the Mayor, the City Clerk, and the City Attorney were authorized and instructed to prepare and sign *the necessary instrument asking for an additional grant to the total of 45% of the cost of the project, and an extension of time for the commencement of the said project. Upon motion by Moody second by Richman the Chief of Police was authorized to make office room available in the City Hall for the Federal Highway Department 'Engineers. Alderman Amundsen introduced an ordinance amending an ordinance establishing fire limits and providing for all matters, regulating the construction, maintenance, alteration, demolition and removal of buildings and other structures erected or to be erected within the City of Rochester, which was given its first reacting.
