President Liddle celled the meeting to order at 7: 30 oclock P.M. , the following members being present: Liddle, Amundsen, Fryer, Green, Lemmon, Moody, ;° Richman, Absent: None. s=` A committee representing the Women's Relief -Corps, Custer Post #28, ;�.. were before the Council asking for financiLl assistance in g preparing a program ,. 4'x for the 50th anniversary of said Relief Corps. On motion by Lemmon second by Green, the President of the Council i Y 1 i was requested to appoint a Committee to submit a report at the next Council meeting; President Liddle accordingly appointed the Finance Committee of the Common Council and the City Attorney. f:F Mr. B.W.Mitchell was before the Council regarding surface water flowage on Fourteenth Street Northeast, and President Liddle referred the same to the Street and Alley Committee, the City Engineer and the City Attorney. I V ' ~x - Y President Liddle stated this as being the time fixed for receiving proposals for the furnishing of a motor pick-up sweeper for the City Engineer's Department, and approximately 20,000 gallons of road oil. Craig Co., .0649 ;4Y President Liddle referred the above bids to the Street and Alley <`> Committee and the City Engineer for tabulation and recommendation. 272 The report of the Clerk of the Municipal Court for the week ending April 5th91037, which had been previously approved by the City fttorney, and showing criminal fines and costs collected $5500609 civil fees received 4110.359 conciliation court fees received $4.00, check from Olmsted County $55.151, was read, and President Liddle ordered that the same be placed on file. The annual report of the Public Utility Board, was presented and President Liddle ordered that the same be placed on file. Applications signed by Maud Weigel, Harry Margellos, John C.Tulare, 11] I I I H. J. Rostomily, and Andrew C. Chafoulias, for soft drink dealers licenses, cv were each separately read, and on motion by Moody second by Fryer, licenses were granted: An application signed by J. J. Fitzgerald, for a plumber's license, together with a sureby bond in the sum of $1,000.00 , with the Fidelity & Casualty Company of New York, as surety, were each read, and on motion by Green, second Ty Richman, the license was granted, the bond accepted, the surety thereon approved and it was ordered that the said bond be placed on file. The application of Mike Peterson, for a plumbers license, together with a bond in the sum of $1;000 00, with the Fidelity :"-.r CasualtyIll Comparq of New York as surety, were each read, and on motion by Amundsen, second by Green, the license was granted, the bond accepted, the surety thereon approved, and it was ordered that the said bond be placed on file. Applications signed by Lester Fawcett, O.H.Emerson, B.W.Houston, Everett Godfrey, and E.A Knowlton Compar7q for barber shop licenses, were IIeach separately read, and on motion by Lemmon second by Amundsen, license3 weri a granted. . , An application signed by H. G. Rostomily, for an off sale non - intoxicating malt li:;uor license, at 815 Fourth Street Southeast, was read, and on motion by Fryer, second by Richman, license, was granted. Applications signed by Cities Service Oil Company, Coca Cola Co., L.L.Hagen, F.D.anith, and Arthur Hotel, for permits to place and maintain Signs were each separately read, and on motion by Amundsen, second by 273 f.. �437 Moody, licenses were granted., Arleigh C.S4ith, City Engineer, presented a commmnication appointing Soren Olsen., First Assistant to the City Engineer, Gerald Hutchings A"*stant City Engineer, Herman Free," Mechanic, John J. Cook. Chief Operator at Sewage Disposal Plant, Edward Ranfranz, Assistant Operator, and H.M.Persons, Assistant Operator, and on motion by Lemon second by Amundsen, said appointments were approved: gym,, `` Arleigh C Smith, City Engineer, presented a commmxnication appointing Anna 1 -nrAaQA_ Private Secretary in the City Engineer' Office, and recommending an ,. II}" increase in salary. la On motion by Lemon second by Amundsen, said appointment was approved, without any salary increase. The matter of the construction of a sidewalk on Eleventh Street Northwest, from Second Avenue Northwest to Third Avenue Northwest, was brought up and the same was referred to the City Engineer. II The appointment of Lillian R. Sveom, as City Clerk's St enographer s and Ruth Schreiber, Second City Clerk's Stenographer, was read, and President Liddle ordered t bat the *same be placed on f ile. Arleigh C.Smith, City Engineer, presented a com unication recommending that the salaries of Fred Zimmerman, B:CWinslow, George Eayers, Frank Lent, Carl Ranfranz, William Haugen, Edward Lawler, W.J.Link, Chas. Alexander, Fabian King, C.A.Burbank, Claire Boliou,-Arthur Berg, Dan Christensen, Clarence Brackenbery, Floyd Wussow, George Kueera, Earl Hall, Fred Larsen, and John Nieman, employes of the Street and Alley Department be fixed at a yearly basis of $14870209 Mr. LK:Town asked that this matter be laid over until the next council meeting. Alderman Moody moved that the matter be settled at the present meeting, motion seconded by Alderman Green, and upon roll call, Amundsen, Green, Moody, and Richman voted Aye, and Aldermen Fryer and Lemon voted Nay, whereupon Presi Liddle declared the, motion carried. Alderman Richman introduced the following resolution,which was read: "Be it resolved by the Common Council of the City of Rochest er,Minnesot*: That the salaries of Fred Zimmerman, C.B.Winslaw; George Eayres, Frank Lent, Carl Ranfranz, ism. Haugen, Edward Lawler, W.J.Link, Chas. Alexander, Fabian King, C.A.Buriiank, Claire Boliou, Arthur Berg, Dan Christensen, Clarence Brackenb 274 Floyd Wussow, George Kucera, Earl Halls Fred Larsen, and John Neiman, employed in the Street and Alley. Department of said City, be, and the some are hereby fixed at a monthly basis of $123.76 each per month, to be paid soft -monthly, on -the 16th and the last day, of each month, through the Street .and Alley Committee from the proper funds appro- priated for the use of the. said Committee. " Upon motion by Richman second by Green that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted.' The official bonds of Peter D. Claude, as Second Assistant Superintendent of the City Dumping Grounds, and Ludwig J. Ranfranz , as Jail Guard, each in the amount of $500.00, with the Fidelity &Casualty Company of New York as surety, Henry G.Lindberg, as Assistant Custodian of the City Hall, in the sum of $19000 .00 9 with the Employers Liability Assurance Corporation as surety, Arleigh C.Smity as City Engineer, and Melvin B.Lee as 61ty Scavenger, and Dog Catcher, each in the sum of $500.009 with the Employers Liability Assurance Corporation as surety, Alvin E.Benike as Building 911 ectri eel and Plumbing Inspector, in the sum of $19000.00 with the Standard Accident Insurance Company as surety, Irving L.Eckholdt as City Attorney, in the sum of $500.001 with the XW1@rU8UeSrialetg. Company as su.retg, and Thomas Slatterly as Captain of IIPolice in the sum 'of $11,000.00 with the Seaboard -Surety Company as surety were each separately read, and on motion by Lemmon second by Green, the said bonds were approved, the sureties thereon accepted, -and it was .ordered that the same be placed on file: President Liddle announced a recess at this time ,to ,allow the Street and Alley Committee and the City Engineer to examine proposals which had been heretofore referred to them. The Council .was called to order .and the Street and Alley Committee and the City Engineer recommended that the bid of J:W:Craig for the .I' �; II furnishing of road oil,be accepted and made no recommendation as to the bids for the furnishing of a 'street sweeper. Alderman Amundsen introduced a resolution accepting the bid and proposal of J..W:Craig .ComparV for the furnishing and applying of two cars . of approximately 10,000 gallons each of 50-60 road oil at $4649 per, gal- 275 r II lon, which was read. Upon motion by Amundsen second by Lemmon that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating! 1289.07 from the Street and Alley Fund and ordering payment made. to, the General Fund for 2307 gallon of. gasoline furnished through the City Filling Station during the period January 20 to April 8tb.,1937,which was read. Upon motion by Fryer second by Green that the, said resolution be 4 adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly, passed and adopted. lderman Lemmon introduced a resolutrion appropriating ti1450.00 from the General Fund and ordering payment made to P.P.Kelley, for the premium on the official bond of Theodore H:Tollefson, as City Treasurer, ' which was read. Upon motion by Fryer second by Richman that the said resolution be adopted as read, and all voting in favor thereofl., President Liddle declared t-he said resolution duly passed and adopted: Alderman Moody introduced a resolution appropriating 14170.00 from the Lighting Fund and ordering payment made to the City of Roche ster,Licht Department, for electricity furnished for lighting of public streets and grounds in accord ,nce with the December 25th,IS.36, and January 25th91937,billings,which was read. Mr. J.M.Bruer, District Representative of the National Youth Ac?minis- tra,tion, :was before the Council and asked for an appropriation to assist in Iriaintain- I' ?` in" a youth center in the City of Rochester.
