HomeMy WebLinkAbout01-03-1938'527 Minutes of a regular meeting of the Common Council of the City of Rochester, Minnesota, held in the 'Council Chambers in the City Hall, in said City, on January 3rd, 1938,. President 'Liddle called the meeting to order at 2:00 o'clock P.M., the following members .being present:.Liddle, Fryer, Green. Lemmon, Moody, Richman. Absent: Amundsen. Upon motion by Fryer second by Richman, the minutes of the meeting of December 20th,were approved: President Liddle stated this as being the time set for hearing on the construction of a trunk line sanitary sewer commencing at the intersection of Broadway Street South and Sixth Street Southwest thence west and southwesterly to the southwest sewage lift station and asked if any one present wished to be heard concerning the said improvement. No one present wished to be heard: President Liddle stated this as being the time set for receiving and opening bids for the purchase of $10,000.00 21 Permanent Improvement Revolving Fund Bonds. The foll.oting proposals were received and opened at this time: Bigelow Webb & Company $10,040.00; $10,157.00. Commissioners of the Sinking Fund, City of Rochester, -'�110,071.80; First National Bank, Rochester $10,072.00; Northwestern National Bank & Trust Company,Minneapolis, Minnesota, President Liddle referred the above bids to the City Attorney for an opinion as to whether or not all proposals complied with the advertisement. 0 L . Ekstrand representing the Rochester Automobile Club, Erwin Briese representing the Chamber of Commerce, and J.H.Mitchell and games Drummond representing the hotels and hospitals within the City of Rochester, were before th Council regarding the question of unnecessary noise on the streets in the vicinity of hospitals and hotels. After considerable discussion Alderman Lemmon moved that the Presiden of the Council appoint a special committee to make a complete study of the matter and draft an ordinance to belater submitted to the Council. The motion was secon led by Alderman Moody and all voting in favor thereof,.President Liddle declared the said motion carried: I. L. Eckholdt, City Attorney, reported orally that all bids for the purchase of Permanent Improvement Revolving Fund Bonds complied with the advertise - menu 5{ 52s i.,A j.s, Alderman Richman introduced the following resolution, which was read: "Be it resolved by the Common Council of the City, of Rochester, Minnesota: That the bid and proposal of. the Northwestern National Bank & Trust Company for the purchase of $10,000.00 Permanent Improvement Revolving Fund Bonds for the sum of $10,157.00 be and the said bid and Proposal is hereby accepted." Upon motion by Lemmon second by Fryer,that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Upon motion by Lemmon second by Richman, the City Clerk was authorized to return the certified checks which accompanied the other proposals. The report of the Clerk of the Municipal Court for the week ending December 27th, showing criminal fines and costs collected 045.60 civil fees received $1:60, conciliation Court fees received 1.01".., and check from Olmsted County $45010, was read, and having -been previously approved by the City Attorney,'President Liddle ordered that the same be placed on file: The report of'the' City Engineer for the month of December, show- ing disbursements for labor from the General Fund $278.16, from the Street & Alley Fund $807.54, and from the Sewer Fund $1,7970-00, was read,'and; President Liddle ordered that the same be placed on file. A copy of a requisition by the Health Officer upon St.-Mary's Hospital for the isolation of Garry Southwick,.diabnosedto be alaffering from scarlet fever, was read, and President Liddle ordered that the same be placed on file: The bond of the, Bilateral Fire Hose Company in the sum of $200,00 with the United States Fidelity and Guarantee Company as surety; the M American LaFrance & Foemite Industries bond in the sum of $200.00 with the United States Guarantee Company as surety, and the Manhattan Rubber Manufacturing Division Bond in the sum of $200.00, with the United States as surety,- ': Guarantee Company, each covering their contracts for the furnishing of fire hose to the City of Rochester, were each separately read, and on moti(n by Lemmon second by Richman, the said bonds were approved, the sureties thereon accepted, and it was ordered that' -the same be placed on file. 529 ,JAN - .1 ,_;)T'� Applications for soft drink dealers licenses signed by Cecil E.Brown at 12' - 14 Fourth Street Southeast,' and Bessie Reuber at 311 First Avenue Northwest, were each read, and on motion by Fryer second by preen, licenses were granted. Applications signed "bar Edward Smith, Arthur A.Beccue, and Earle Stolp, for drivers licenses were each read, and on motion by Green, second by Fryer, licenses were granted. , An application signed by A. C:Boardman for a pin ball machine license at 306 South Broadway was read, and on motion by Lemmon second by Richman, license was granted. Applications signed by Peter Anton, School of Dancing, Anderson Tire Service, W. B Devlin, Queen City Lunch, Bonded Petroleum Corporation, and Mosing Studio, for permits to place and maintain signs were each separately read, and on motion by'Moody second by Fryer, licenses were granted. An emergency order signed by W:A.Moore, Mayor, authorizing the City Clerk to purchase approximately 8,000 gallons gasoline to be distributed to the various city departments was read, and ordered placed on rile. Upon motion by Lemmon second by Moody the heads of the different departments of the City of Rochester, were instructed to collect all delinquent outstanding accounts receivable in their various departments. Alderman Fryer introduced the following resolution, which was reed: "WHEREAS, A communication signed by Kris Nielson, has been presented t the Common Council of the City of Rochester, Minnesota, requesting that the City of Rochester as owner of the property situated within 100 feet of the following des - as•:, . yn. cribed property, acquiesce, in the change of the classification of the north 481.53 feet of that part of Outlot 5 Northern Addition which lies east of the road, from a u residential district to an industrial district, as defined in the Zoning Ordinance of said City; NOW THEREFORE, Be it and. it is hereby resolved by the Common Council o the City of Rochester, Minnesota: That the Mayor and City Clerk of said City are hereby authorized and instructed to sign a petition in behalf of "the City of Rochester. " • Upon motion by Rrpen second by Richman, that the said resolution be adopted as read, and all voting in favor thereof , except'Al.derman Moody who voted "No", President Liddle declared the said resolution duly passed and adopted. Alderman Fryer introduced the following resolution,which was read: tyd "WHEREAS, A petition signed by Kris Nielson has been presented to the F=y Common Council of the City of Rgchester,Minnesota, reciting .that he is the owner of the North half of the N.963,Q7 feet of that part of Outlot 5 Northern. Alderman Fryer introduced a resolution ordering plans, dpecifica- Lions and estimate of cost for a trunk line sanitary sewer in Sixth Street Southwest from Broadwa. Street Southj7c.to the Sewage Lift Station, which was read. - Upon motion by Green second by Moody,that the said resolution be adopted as read, and all. voting in favor thereof, President Liddle declared the said resolution duly passed, and adopted. The City Engineer submitted plans, specifications and estimate of cost for the construction of a trunk line sanitary sewer commencing at the intersection of Broadway Street South and Sixth Street Southwest, thence west and southwesterly to the Sewage lift station, said estimate of 11 cost being 012,858 00. Alderman Green introduced a resolution adopting the plans, specifications and estimate of cost for a trunk line sewer in Sixth Street Southwest as above described, ordering that the same be placed on file in the office of the City Clerk, and ordering a hearing on the said improvement for 7: 30 o'clock P.M., January 17th,1938, and ordering adver- tisement for bids to be received and opened at 7:30 o'clock P.M. on Janu- ary 17th91938, for the construction of said improvement, which was read. Upon motion by Richman second by Lemmon,that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted; Alderman Lemmon introduced a resolution appropriating $320.85 from ,the General Fund and ordering payment made to the City of Rochester, Steam Department, for steam heat furnished'at the City Hall,in accordance with the December 28th,1937 billing,which was read. Upon motion by Lemmon second by Moody,that the said resolution be adopted,as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Green introduced a resolution appropriating $336.23 from the Gefier6l Fund and ordering payment made to the City Farm 17ind, for funds collected with the November 1937 tax settlement for garbage service assessments, which was read: Upon motion by Green second by Moody,that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. - Alderman Green introduced a resolution appropriating $10344'84 from the Permanent Improvement Fund and ordering payment made to Peter P. Alderman Richman introduced a resolution appropriating $2538.79 from the Firemen's Relief Fund and ordering payment made to Charles Shields Treasurer, of the Rochester Firemen's Relief Association, for transfer of funds on hand from Tax settlements and Public Utility income tax payments for relief of firemen and their families,which was read. The following communication regarding the Christmas street lighting was read and President Liddle ordered that the same be placed on file: " Dec.30, 1937 To the Honorable Mayor,. The City Council$ The Business Men, The workmen and all others who are responsible for making the street decorations so beautiful for Christmas. Never before., have the streets and Avenues looked so pretty at Christmas time as they do- this year: The bells and circles of , lights as well as the lighted wreaths are so artistically designed and so well arranged that an excellent impression has been given to many out -of -the -State visitors as well as those of the surrounding communities: i Many interesting and favorable comments have been made on the Christmas Spirit and the beauty of the city.
