RESOLUTION
ARESOLUTION SUPPORTING THE SUSTAINABILITY AND ENERGY GOALS
OF THE DESTINATION MEDICAL CENTER(DMC)
WHEREAS,in 2013 the State of Minnesota supported a statute focused a
public/private partnership local economic development in Rochester, Minnesotacalled the
Destination Medical Center and created its governing body the Destination Medical Center
Corporation (DMCC); and
WHEREAS,the Destination Medical Center Corporation (DMCC) has approved the
Development Plan, a comprehensive planning document that within it has identified a range of
sustainability goals including: community health and wellness, transportation, energy,
economic health, water, materials and waste, and climate; and
WHEREAS,the Destination Medical Center Corporation (DMCC)has approved a
Sustainable Energy Options Reportthat is an essential component to ensuring the DMC
meets the far-reaching and aggressive sustainability goals included in the Development Plan;
and,
WHEREAS, the DMCC authorized the formation of the Energy Integration Committee,
a group of community stakeholders to pursuesustainability and energy efficiencyprograms
and policies tomeet the goals provided in the Sustainable Energy Options Report and
Development Plan; and,
WHEREAS, the City of Rochester officially adopted an Energy Action Plan that
includes environmental and energy reduction goals to lead its sustainability efforts, programs
and policies into the future; and
WHEREAS, the City of Rochester has also incorporated innovative sustainability and
energy actions into its Comprehensive Plan and operations that will help support the DMC
Development Plan and Sustainable Energy Options Plan; and
WHEREAS, the City of Rochester through its zoning and other regulatory activities
plays a critical role in the implementation of this plan, in the development of new buildings and
the ongoing operation of existing buildings; and
WHEREAS, the City of Rochester and its municipal utility,Rochester Public Utility
(RPU) support the City’s and DMC’s sustainability goals through its existing conservation
improvement programs for homeowners and commercial businesses.
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of
Rochester commits to the following actions:
1.The City shall participate in theVoluntaryCommercial Building Benchmarking
Program as developedby the DMC.
2.The City shall strive to standardize design standards across City construction and
renovation projects and prioritize energy efficiency in all new and existing buildings.
3.The City shall continue to implement all cost effective energy efficiency measures in
City buildings with a goal of reducing greenhouse gasemissions portfolio-wideby
30% from 2005 levels by 2025as referenced in the City’s Energy Action Plan.
4.The City, DMC, and Countywillencourage schools, other units of government,
nonprofit corporations, and businesses to participate in the Commercial Building
Benchmarking Program and to establish their own goals of reducing greenhouse gas
emissions portfolio-wide by 30% from 2005 levels by 2025.
5.The City, DMC and County,throughRochester Public Utility and Minnesota Energy
Resources Corporation,will support these efforts by(1)offeringtheir Conservation
Improvement Programsto assist those entities participating in the benchmarking
program, and (2) promote best practice sharing among participantsto achieve the
goals stated above.
