Targeted Business, Goal 4% (7% for Construction and 4% for Heavy Construction approved 6/15/2020)
A. Total Project Costs: $362,019,833
B. Total Targeted Business contracts: $25,747,498
C. Targeted Business on contract average result: 7.1%
D. Payments made to Targeted Businesses in May 2020: $827,181
Workforce Participation, Goals: Minorities 4% (15% approved June 15, 2020), Women 6%
A. Alatus Housing – 2nd Street project workforce participation:
1. Minority participation: 18.8%,
2. Women participation: 3.3%

C. Heart of the City, March 1 – May 31 2020
1. A majority of Heart of the City subcontractors are set-up in LCPtracker and most of
the ones who have performed have submitted certified payroll reports. Jessica and I
identifying the ones who have been on-site, but haven’t submitted CPRs. We’ll keep
working on that.
2. Total hours: 2,733.75
a. Minority hours (goal was 4%, increased to 15% on June 15, 2020): 443,
16.5%
i. Carl Bolander and Sons: 443, 18.76% of their workforce hours
b. Women hours (goal 6%): 142, 5.12%
i. Krause Anderson: 32
ii. Carl Bolander and Sons: 110
3. It appears that 100% of the hours were performed by Rochester residents. Using the
average rate of pay (for DMC projects last year) was $40/hour * 2733 hours =
$109,320 into Rochester residents’ pockets.
D. Overall Results
1. Combined Minority Workforce Participation is 15.2%
2. Combined Women Workforce Participation is only 3.5% (under goal)
