RESOLUTION
Adopting the 2021 Downtown Special Service District Levy.
WHEREAS, the City of Rochester Common Council holds an annual public hearing to
impose the Special Services District levy for the upcoming year; and
WHEREAS, the Rochester Downtown Alliance Board had approved an annual Special
Service District levy increase from year to year between 4% (minimum) and 8% (maximum,
dependent upon the annual growth rate of the tax capacity within the geographic area of the
Downtown Special Services District; and
WHEREAS, the Special Services District levy amount for 2020 was $324,750; and
WHEREAS, based upon the Special Services levy calculation formula, the 2021 overall
Special Services District levy would increase 8%, to an amount equal to $350,730; and
WHEREAS, the Rochester Downtown Alliance has recognized the detrimental impacts of
the COVID-19 pandemic on the downtown businesses; and
WHEREAS, as a COVID-19 pandemic mitigation effort, the Rochester Downtown Alliance
Board is recommending to the Rochester Common Council to forego the 8% overall Special
Services District levy increase for 2021, and provide for a one time exception to the levy
calculation formula and provide for a 0% increase over the 2020 amount; and
WHEREAS, in the subsequent year of 2022, the Special Services District levy amount will
be calculated, based upon the formula, utilizing the 2021 maximum amount of $350,730 as
the base.
BE IT RESOLVED by the Common Council of the City of Rochester that the City adopt the
2021 Special Services District levy in an amount of $324,750.
