HomeMy WebLinkAboutOrdinance No. 4420 - Second Reading: Ordinance amendment to 11-1-6 relating to traffic and vehicles ORDINANCE NO___________ AN ORDINANCE AMENDING SECTION 11-1-6 OF CHAPTER 11-1 OF TITLE 11 OF THE ROCHESTER CODE OF ORDINANCES RELATING TO TRAFFIC AND VEHICLES. THE COMMON COUNCIL OF THE CITY OF ROCHESTER ORDAINS: Section 1. Section 11-1-6 is hereby amended to read as follows: Sec. 11-1-6. - Traffic control devices Speed Limits and Traffic Control Devices. (a) The city engineer may establish speed limits for city streets under the city’s jurisdiction in accordance with the provisions set forth at Minn. Stat. §169.14. The procedures relied upon to set speed limits pursuant to this section shall be kept by the Department of Public Works and updated as needed. (b) The traffic engineer shall install, maintain, relocate and remove such traffic control devices at intersections and along streets and highways as the traffic engineer deems necessary to regulate, warn or guide public traffic in order to promote the public health, safety and welfare. In exercising the authority granted by this section, the traffic engineer shall consider such things as traffic volume, street design and topography, pedestrian and bicycle use, speed of vehicles and any other matters related to the movements and safety of pedestrians and traffic. Traffic control devices to be installed by authority of the traffic engineer shall not become effective until a written notice of such installation is filed with the offices of the city clerk and chief of police, and the appropriate traffic control device is installed at the approximate location designated in the notice. Except as otherwise provided by this Code, all traffic control devices authorized by the traffic engineer must conform to the state manual and specifications for a uniform system of traffic control devices. Notwithstanding the provisions of this section, any traffic control device heretofore authorized and installed by lawful authority shall continue in full force and effect until removed by the traffic engineer. Section 2. This ordinance shall become effective as of the date of its publication.
