RESOLUTION
Authorizing the City Engineer to establish and maintain a policy for setting speed limits on
streets that are newly constructed or reconstructed.
WHEREAS, a Safe Systems approach to setting speed limits has been recognized as a leading
method for setting safe urban speed limits, which puts safety as the primary criterion when setting
speed limits.
WHEREAS, the City of Rochester seeks to set speed limits that achieve the following goals:
1. Eliminate traffic deaths and severe injuries on City streets.
2. Support the City’s strategic priorities to enhance quality of life, and maintain and increase
neighborhood vitality and livability.
3. Improve safety and comfort for people of all abilities walking, bicycling, and taking transit.
4. Support the safe movement of people and goods.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester that
the City Engineer shall establish and maintain a policy for setting speed limits on streets that are
newly constructed or reconstructed, with design speeds that are equal to the operating speed
and speed limit. The goal is to generally design, construct, and reconstruct residential Local
Streets to 20 miles per hour.
BE IT FURTHER RESOLVED that existing City residential streets should have speed limits that
are not less than 25 miles per hour. This does not apply to redesigned/reconstructed streets.
This approach should be reviewed in three years.
