African American Workforce Participation
Overall, minority workforce participation on
DMC construction projects exceeds the goal
of 15%. However, African Americans (AA)
make up just over 1% of the total workforce
on DMC construction projects.
Civic on First/Hyatt House project had
seven (1.5%) AA workers employed in 2020:
Mulchahy Nickolaus (AA, female: 464 hours)
Floor Technologies (AA, male: 31 hours)
Homeco (AA, male: 17.5 hours). Five out of
the seven African Americans working on this
project in reside in Rochester.

Certification Application
workshop on Thursday, February 4,
2021 from 9 a.m.–12 p.m. The
workshop will be offered virtually and
in-person. Computers will be provided
for the in-person workshop with social
distancing and masks required.
Bidding and Bonding workshop
will be offered virtually on Thursday,
March 4, 2021 from 9 a.m.–12 p.m.
Experts on bidding government
contracts and construction bonding
will present.

DIVERSE WORKFORCE PLANNING
RECRUIT, TRAIN AND RETAIN
Beginning in 2021, the City of
Rochester requires Workforce
Participation Plans with bids on
Destination Medical Center projects.
The City has designed a Workforce
Participation Plan form that will be due
10 days after the bid let date from the
Apparent Lowest Bidder listing all fhe
subcontractors estimated female and
minority work hours. Knutson
Construction, managing construction
of DMC Discovery Walk project, will
require estimated work hours for
women and minorities from all
contractors in preconstruction packet.
Your company can help recruit and
train a diverse workforce by

Inc. construction trades training.

Rapid Transit Project Targeted
Business and Workforce Participation
4RM+ULA (pronounced “formula”) is a MNUCP
certified minority (African American)-owned
architecture and design firm from Saint Paul, Minn.
They are working on the design, placement and layout
of the downtown Rochester Bus Rapid Transit (BRT)
station platforms. 4RM+ULA designers, Nathan
Johnson and Pola Sánchez-Garrtee, are working with
the rapid transit co-designers, diverse set of citizens,
to determine the look and feel of transit shelters, wind
screens, canopies and seating arrangements.
Of the 905 workforce hours 4RM+ULA reported
through October 2020, 32% were performed by
women, 11% African American, 3% Asian,
2% Hispanic/Latino people.
