HomeMy WebLinkAboutResolution No. 104-20 - Emergency Fund Parameters During the COVID-19 Pandemic Resolution RESOLUTION WHEREAS, on March 13, 2020, Governor Tim Walz issued a Peacetime Emergency for the State of Minnesota as a result of the infectious disease COVID-19 pandemic. WHEREAS, the City of Rochester, by and through its Common Council approves and authorizes the following emergency fund parameters to help and assist the citizens and business of Rochester during this time: 1. Authorize up to $250,000 in 2020 approved contingency funds to support the activities of the Neighbors Helping Neighbors Team and to leverage funds from other community partners and public agencies; 2. Authorize up to $100,000 in 2020 approved contingency funds to support the activities of the Local Economic Stability Team to leverage funds from other community partners and public agencies; 3. Work with RAEDI to prioritize and manage $250,000 in existing Economic Development Revolving Loan Funds for low interest loans to impacted businesses and to leverage funds from other community partners and public agencies; 4. Authorize the City Administrator, or designee, to revise personnel policies on a temporary basis based on organizational need; 5. Authorize the City Clerk to allow for up to four installment payments for all City issued business related licenses; 6. Direct the City Administrator to ensure the City is prepared to apply for and receive potential State and Federal COVID-19 funding; 7. Authorize the City Administrator, or designee, to temporarily suspend parking restrictions as necessary; 8. Authorize Parking & Transit to temporarily suspend applying convenience fees to parking tickets paid online or by phone, with the fees required by the vendor to be covered by the Parking Enterprise fund during the period of suspension. WHEREAS, the City Administrator is directed to provide a monthly report to the Common Council summarizing the uses of the funds. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester, Minnesota, that the City authorize Mayor Kim Norton and City Clerk Anissa Hollingshead, or their successors in office, to execute any such agreements as are necessary to implement the emergency funding parameters on behalf of the City of Rochester.
