HomeMy WebLinkAboutResolution No. 105-20 Support For Shelter In Place Executive Order Resolution RESOLUTION WHEREAS, on March 13, 2020, Governor Tim Walz issued a Peacetime Emergency for the State of Minnesota as a result of the COVID-19 pandemic. WHEREAS, Governor Walz has issued several subsequent executive orders related to the COVID-19 pandemic. WHEREAS, several other states have issued more restrictive measures to combat the COVID-19 pandemic. On March 23, 2020, Wisconsin ordered all non-essential businesses closed. WHEREAS, on March 23, 2020, the Surgeon General for the United States advised that the pandemic was getting worse in America and that all Americans should stay home as much as possible. WHEREAS, the City Council urges Governor Walz to issue an executive order stating: 1. All persons living in Minnesota stay in their place of residence subject to exceptions: a. Using outdoor activity, but maintaining six feet physical distancing b. For essential supplies and services such as groceries and food, consumer goods, supplies needed to work from home and supplies needed to maintain safety, sanitation and essential upkeep of homes. c. For health and safety. Walking pets, obtaining medical supplies, visiting health care professional. 2. Prohibit all public and private gatherings outside of a household or living unit. 3. Closing all non-essential businesses. Essential includes: a. Healthcare operations. b. Human services operations. c. Essential government functions. d. Essential infrastructure functions (utilities, public transit, garbage collection). e. Grocery stores. f. Food, beverage and agriculture businesses. g. Media. h. Gas stations and repair shops for vehicles, including bicycles. i. Critical trades such as security, HVAC, sanitation and other trades necessary for essential business operations. j. Delivery, postal, shipping and logistics companies. k. Educational institutions for facilitating distance learning and for providing food services for pick-up or takeaway only. l. Laundry Services m. Restaurants for consumption off-premises. n. Supplies for essential business operations. o. Day care centers for essential employees. p. Professional services including, accounting, legal, insurance and real estate services. q. Manufacture, distribution and supply chain for essential industries. r. Hotels and motels. s. Funeral services. t. Home based care services. u. Transportation. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester, Minnesota, that the City supports Governor Walz immediately issue an executive order placing further restrictions to combat COVID-19.
