HomeMy WebLinkAboutResolution No. 188-20 - Council Consent Mask Declaration 6-29-20 RESOLUTION Council Consent to Second Amendment to Declaration of Local Emergency. WHEREAS, Mayor Norton Issued a Declaration of Local Emergency on March 20, 2020, in response to the COVID-19 pandemic. WHEREAS, on May 26, 2020, Mayor Norton Amended the Declaration to direct City staff to work with bars and restaurants to comply with Governor Walz’s Executive Order and allow them to fully utilize outdoor spaces. WHEREAS, on June 27, 2020, Mayor Norton Amended the Declaration to require the use of face coverings inside City controlled buildings. WHEREAS, Minnesota Statutes Section 12.29 does not allow a Mayoral declaration to continue beyond three days without consent of the governing body. WHEREAS, The City council finds that the COVID-19 pandemic has created a state of local emergency and that the Mayor’s Declaration should continue until the State Emergency Declaration ends or is terminated by the Council. NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester to continue the Declaration of Local Emergency as amended and signed by Mayor Norton on May 26, 2020. BE IT FURTHER RESOLVED that said Declaration of Local Emergency shall continue as amended until the end of the State Emergency Declaration or until terminated by the City Council.
