HomeMy WebLinkAboutResolution No. 104-21 - Substitute Establishing Resolution for the Outside Agency Oversight Committee RESOLUTION Adopting a Substitute Establishing Resolution for the Rochester Outside Agency Oversight Committee and Replacing Resolution No. 036-18. WHEREAS, on January 17, 2018, the Common Council adopted Resolution No 036-18 establishing a Rochester Outside Agency Oversight Committee (“Committee”). The Committee consists of three councilmembers as appointed by the Council; and WHEREAS, at the Rochester Outside Agency Oversight Committee meeting on March 8, 2021, members voted unanimously to implement the Community Funding Program, requiring outside agencies to engage in an application process to receive program and/or facility funds. NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Rochester hereby adopts that the Committee’s purpose is to (1) manage the external community organization funding program application process, including reviewing the applications for completeness and evaluating their merits and revising the process as necessary, and/or understanding the long term sustainability of agencies operated in a City owned facility (building); (2) make recommendations to the Common Council on those matters and issues as the Committee sees fit as they relate to the level of City funding and use of City-owned facilities; and (3) maintain the list of external agencies receiving grant funding. The Committee has no authority to make final decisions on any matter and only acts in an advisory capacity to the Common Council and all other city officials. BE IT FURTHER RESOLVED that the Committee may adopt its own rules to govern its meetings and procedures. The rules must be consistent with the City’s Home Rule Charter and Rochester Code of Ordinances. BE IT FURTHER RESOLVED that each Committee member, including the Chair and Vice-Chair, will have one vote on all matters acted upon by the Committee. BE IT FURTHER RESOLVED that, due to the importance of the services provided by each outside agency and the City’s annual resource investment in each outside agency, all meeting agenda packets and materials received by the Committee will be provided to the entire Common Council and Mayor.
