RESOLUTION
Adopting the Implementation of Updated On-Sale Liquor License Fees.
WHEREAS, on February 1, 2021, the Common Council tabled an item related to liquor
license fee relief and directed staff to bring forward an updated recommendation about
fees related to our on-sale liquor license holders.
WHEREAS, on March 11, 2021, the Federal Government passed the American Rescue
Plan Act of 2021; and,
WHEREAS, the State of Minnesota received $2.83 billion from the American Rescue Plan
Act of 2021; and,
WHEREAS the City of Rochester is estimated to receive $17.5 million from the American
Rescue Plan Act of 2021.
NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of
Rochester directs staff to implement the following actions:
1. Supplement the City of Rochester Liquor License Program in the amount of $636,000
to offset the cost of waiving the total license fees for a business’s on-sale liquor license
for 2021-2022.
2. Finalize funding through money obtained via The American Rescue Plan Act of 2021.
3. Approve a return to the full on-sale liquor license fees approved by the Common
Council of the City of Rochester on January 22, 2020. Approval will go into effect for
the 2022-2023 liquor license cycle.
